THE FOREGOING MINUTE READ AND APPROVED: ATTEST: Minute No. 9-P ACTING CHIEF CLERK Office of the County Commissioners Washington, Pa. , August 22, 1973 The Prison Board of the County of Washington met in the Commissioners' Conference- Room at 11:30 a.m., Wednesday, August 22, 1973, with the following members being present: Deputy Controller Criquellion; Sheriff Debreczeni; Judge DiSalle; Commissioner Flynn; Judge Gladden; Commissioner Jones; Commissioner Paluso; and Judge Simmons. Absent being: District Attorney Costa and Judge Sweet. Also present being: Chief Clerk and County Admini- strator Whalen; Warden Roupe; and Reporter Budinger of The Observer -Reporter. Chairman asked if there were any corrections, additions, or omissions to Minute No. 8-P, dated July 18, 1973, each member of the Board having received a copy. Being none, the minutes will stand approved, as circulated. Chairman noted that this meeting would adjourn out of respect for the late Judge Alexander Curran. Warden's Report: Mr. Roupe expressed sorrow from the employees of the Jail in reference to the death of Judge Curran. He stated that they are getting two books in memory of Judge Curran for the public library. Nfr. Roupe reported that on July 31, 1973, two federal inspectors toured the prison and the physical plant completely and talked with him. Their names were Mr. Casey and Mr. Uhl; and they did make some verbal suggestions. They stated that their report would be in about five or six weeks. The day that they left, the state inspector made a tour but made no recommendations. His report will follow the federal report to the Committee. Warden Roupe advised the Board that on July 7, 1973, the day after the Matthews escape, two new guards were employed which seems to be working out satisfadDrily. On July 23, 1973, three more guards were employed who were needed badly due to vacations and sicknesses. FLYNN, JOHN P. $EVEC, JOHN MAZZA, COMMISSIONERS October depending on the school in Greensburg. Two guards will be sent for three weeks at a time. The State will pick up the tab for traveling expenses and salary. Mr. Roupe told the Board that the Pony League Team from California toured the Prison on Tuesday, July 21, 1973. Mr. Roupe stated that the recreation yard is going to be a reality within the next few weeks. He received a letter from the Crime Commission stating that the check was forthcoming. Mr. Roupe stated that he contacted the plumbing company, and the dishwasher will arrive when- ever he calls them. Mr. Roupe stated that with the approval of the Prison Board, he would like the fence next to Cherry Avenue removed in order to utilize it for the recreation yard. N1 r. Paluso suggested that action be deferred on this matter until the Study Commission makes it report which may have some of these recommendations. Chairman stated that the Prison Board will abide by the recommendation of the Committee in calling a special meeting to receive their report if they feel it is appropriate. Chief Clerk Whalen stated that in connection with the project that is now underway at the Prison, he has received the check from the Governor's Justice Commission in the amount of $26, 794. which is payment in full. Mr. Whalen recommended that a separate bank account be established for this particular project, and he was so authorized. Prison Bills for the Month of July, 1973: Prison bills for the month of July, 1973, were read by Deputy Controller Criquellion in the amount of $5, 808. 09 (2714 Prison Days); a list of said bills attached hereto and made a part hereof. Income from units for use of the County Prison amount to $1, 336. 00. Moved by Mr. Jones, seconded by Judge DiSalle, that the bills be approved for payment. Motion carried by unanimous vote cast by the Board signifying their approval verbally by stating "Aye. " Old Business: Judge DiSalle reported on the status of the Study Committee and their investigation. Judge DiSalle stated that they have interviewed all of the Jail personnel except for one matron who was on vacation. Their testimonies are in the process of being transcribed. Judge DiSalle also stated that both the federal and state inspectors visited the jail and that both of their report. - will be in by the end of this month. The Committee hopes to have their investigation completed by September. Judge DiSalle advised the Board that if they don't request a special meeting, they will have their report for the next Prison Board meeting.
