BEVEC, JOHN MAZZA, COMMISSIONER$ 0 Minute No. 10-P 1, 4, �I* . i ., 4, -, * J, 1 1, Office of the County Commissioners Washington, Pa., September 19, 1973 The Prison Board of the County of Washington met in the'Commissionerst, Con- ference Room at 11:30 a.m. , Wednesday, September 19, 1973, with the following members being present: Deputy Controller Criquellion; Sheriff Debreczeni; Commisidoner Flynn; Judge Gladden; Commissioner Paluso; Judge Simmons; and Judge Sweet. Absent being: District Attorney Costa; Judge DiSalle; and Commissioner Jones. Also present being: Warden Roupe. Chairman asked if there were any corrections, additions, or omissions to Minute No. 9-P, dated August 22, 1973, each member of the Board having received a copy. Being none, the minutes will stand approved, as circulated. Prison Bills for the Month of August, 1973: Prison bills for the month of August, 1973, vere read by Deputy Controller Criquellion in the amount of $5, 539. 86 (2869 Prison Days); a list of said bills attached hereto and made a part hereof. Income from units for use of the County Prison amounted to $2, 335. 50. payment. Moved by Mr. Paluso, seconded by Judge Simmons, that the bills be approved for Motion carried by unanimous vote cast by the Board signifying their approval verbally by stating "Aye.':' Warden's Report: Mr. Roupe stated that normal operations are being maintained at the Prison. (Judge Sweet left the meeting. ) Mr. Roupe stated that he had a request from the Sheriff in Westmoreland County asking Warden Roupe if he could handle a few prisoners of theirs. This was due to the State Correction Institution is praising out prisoners being held in the state facilities. Fayette County informed Mr. Roupe that they were taking fourteen prisoners at the rate contracted by the County Commissioners - $11. 25 per day. Any hospitalization that an inmate may need, or special drugs or medicine, they would pay for that. Judge Gladden: %Vhat do we get for federal prisoners? Mr. Roupe: We've been getting $4. 50. However, I talked to the Federal inspector. A new contract does come up in the middle of October. He informed me that he would sign a contract with the County Commissioners at $7.42 which is our actual cost. Discussion was held on this matter. 3sASALARY MINU7E Bo11K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Judge Gladden: I talked with Warden Roupe yesterday and asked him to check with the State Bureau of Corrections to make sure that this kind of arrangement was acceptable as far as the State Regional Correctional people were concerned. They apparently have approved this type of temporary housing at a rate to be established by agreement. I see no reason why we can not accommodatO it, except that I think that in the terms of any agreement that is entered into that we should limit the number that we can accommodate to whatever the Warden thinks would be advisable; and then set a fair rate for payment. I think under the contract, maybe we can do it on a renewal basis. We could say that we'll take them at $11. 25 (if that figure would be agreed upon) until January when we will review the costs. I suppose what we ought to do then is take some action of the Prison Board recommending to the Commissioners that the jail is available for the housing of prisoners from West- moreland County and that a certain number can be accommodated at a price that can be agreed upon by the negotiating parties. Moved by Mr. Debreczeni, seconded by Mr. Paluso, authorizing the use of the Washington County Jail by Westmoreland County subject to the contractual agreements between the County Commissioners and Westmoreland County. Remarks: Judge Gladden: I'll write the Sheriff of Westmoreland County who is also the Chairman of the Prison Board there and tell him that this matter is now with the Commissioners and for him to make the necessary arrangements. Motion carried by unanimous vote cast by the Board signifying their approval verbally by stating IIAye. II Warden Roupe reported that one prisoner attempted to jump off the second floor which was unsuccessful. Mr. Paluso suggested that the Board should consider putting a screen around each one of those levels where one could fall into the rotunda. Warden Roupe was instructed to obtain a cost estimate on such a screen. Mr. Pal use also stated that he thinks we could get reimbursed from the Crime Commission on this. Discussion was held on the matter of the tremendous amount of expeditures insofar as the addiiaonal guards at the jail were concerned. Mr. Paluso explained that under the contract, each person is entitled to approximately seven weeks off. It has also been requested that the Warden have three guards at the jail all of the time instead of two. Mr. Paluso further stated that recommendations will be forthcoming in the report by the Special Investigation Committee. Meeting adjourned.
