Washington, Pa. , March 20, 1974
The Prison Board of the County of Washington met in the Commissioner's Public Meeting
Room at 11:30 a.m. , Wednesday, March 20, 1974, with the following members being present:
Sheriff Debreczeni; Commissioner Flynn Judge Gladden; Commissioner Jones; Controller
Mascara; Commissioner Paluso; Judge Simmons and Warden Roupe. Absent being: District
Attorney Costa; Judge DiSalle; and Judge Sweet. Also present being: Mr. Dave Daniels -
Deputy Controller; Mr. Bob Robertson -The Observer Reporter and Mr. Earl Bugaile-WKEG.
Chairman asked if there were any corrections, additions, or omissions to Minute No.
2-P, dated February 20, 1974, each member of the Board having received a copy.
Being none, the minutes will stand approved, as circulated.
Warden's Report
Warden Roupe reported that the Control! Button that opens and shuts the doors in the Jail
will be moved into the receiving office. This will be done by Mr. Bevec-Building Superintawddiatit
and Mr. Ermil C aleffie -Electrician.
Ward&41 Roupe then stated that the work on the Recreation Yard at the Jail has begun and
that it should be done in May. Warden Roupe went on then to state that Controller Mascara
took a tour of the Jail this month.

Warden Roupe reported that two students from W & J College came to/get information
on the set up of the Jail. He went on to say that Mr. Pilgrim a Professor at W & J College
would like to bring some of his students over to the Jail for on the job training and to observe
the Prison.
Mr. Paluso said it would be advisable first to have Mr. Pilgrim to send in a formal request
to come to tour the Jail before granting permission.
Warden Roupe stated that starting April15, 1974, his guards will be starting to take their
vacations. He went on to say that two guards will also be attending training school at Greensbu ^g
on a rotating system. Therefore, he suggested that Mr. Edward Forsythe and Mr. Dobrich
Mitchell be appointed as permanent guards at the Jail.
Moved by Mr. Jones, seconded by Mr. Flynn, that Mr. Forsythe and Mr. Mitchell be
appointed as Guards at the Jail
Motion carried by unanimous vote cast by the Board signifying their approval verbally
by stating "Aye. "

Warden Roupe stated that the following corrections have been made in his 1973
Annual Report of Washington County Prison for 1973:

year 1973 and the authorities issuing said release 1,672 1,698
Moved by Judge Gladden, seconded by Mr. Jones, that Warden Roupe's 1973
Annual Report of Washington County Prison be approved, as circulated, noting the above
corrections to be made.
Motion carried by unanimous vote cast by the Board signifying their approval
verbally by stating "Aye. It
Prison Bills for the Month of February 1974:
Prison bills for the month of February, 1974, were read by Controller Mascara in
the amount of $4, 663. 30 (2, 080 prison days), 2Income from units for the use of the County
Prison amounted to $3, 059.41.

Remarks:
Mr. Mascara stated that no improvement has been made in regards to the purchaigg
habits at the Jail.
Mr. Gladden asked if some study is being made in regards to the bills at the Jail.
Mr. Flynn stated that Mr. Crouse is king an in depth study of this.

Old Business:
Chairman Debreczeni stated that the group assigned to go to the Jail and make a
check on how things were running, was unable to get together. He said that Mr. Carl,
Real Estate Agencyytold him that he had a collection of books that the Jail could have if some
one would come over to pick them up.
Warden Roupe stated that he will let Mr. Debreczeni know what type of books to pick up.
New Business:
Judge Simmons stated that he received a call from a lady stating that her son was not allowed
to take reading material to his room at the Juvenile Detention Home. Judge Simmons stated
that he was under the impression that you were allowed to take reading material to your room
at the Juvenile Detention Home.

Warden Roupe said that he knew the party that Judge Simmons was talking about/that

said party would not take the book that was left for him to his room.
Judge Simmons then went on to ask if the Medical Services that are available at the County
Jail are available at the Juvenile Detention Home. He stated that he feels there should be
the same Medical Services at the Detention Home as there is at the Jail. He then stated that
some juveniles at the Jail do not receive the medical service that is entitled them because of
their age. He said he feels this is wrong.
Mr. Mascara stated that the contract we have with the Hospital in regards to medical service
concerns all inmates at the Jail regardless of their age.
Judge Simmons stated that maybe it would be wise to get a registered nurse to work part time
at the 'Juvenile Detention Home to give all juveniles coming into the detention home a prelun.i nGry
check-up.
It was then suggested that the contract with the Washington Hospital be expanded so that it will
also include the Juvenile Detention Home.
Judge Gladden stated that Attorney General Casey has taken it under consideration to
abolish the Prison Board.
Moved by Judge Gladden, seconded by Mr. Flynn that the meeting be adjourned.
Meeting adjourned.
