BEVEC, JOHN MAZZA, COMMISSIONERS Minute No. # 8-P Office of the County Commissioner Washington, Pa., August 21, 1974 The Prison Board of the County of Washington met in the Public Meeting Room at 11:30 a.m. , Wednesday, August 21, 1974, with the following members being present: Distrct Attorney Costa; Sheriff Debreczeni, Chairman; Judge DiSalle; Commissioner Flynn; Judge Absent Gladden; Judge Hanna; Commissioner Jones; Controller Mascara; Commissioner Paluso; Judge Simmons; Judge Sweet; and Warden Roupe. Chairman asked if there were any corrections, additions, or omissions to Minute No. 7-P, dated July 17, 1974, each member of the Board having received a copy. Remarks: Judge Sweet asked why the Prison Board couldn't be held in the Jail as it had been planned. Judge Hanna stated that Warden Roupe had showed him that there was no room in the Jail at the present time to hold the meeting there. Sheriff Debreczeni further explained that it would be impossible to hold the meeting in the Jail, and gave reasons why. Moved by Judge Hanna, seconded by District Attorney Costa, that Minute No. 7-P be approved, as circulated. Motion carried by unanimous vote cast by the Board signifying their approval verball-,�- by stating "Aye. " Warden's Report: Warden Roupe stated that he was unable to attend last months meeting because he had two (2) Prison Inspectors and seven (7) gentlemen from the Greensburg Training Academy at the Prison Warden further stated that everything is running satisfactory at the Jail. Warden Roupe stated that Mr. Strosser, Executive Vice -President of the Washington Hospital and two doctors from the Hospital came down to the Jail on the 23rd of July to make an inspection to look for a satisfactory place to examine the inmates at the Jail. Mr. Stros 3er also told the Warden the necessary equipment that would be needed. Warden Roupe then stated that the equipment is az the process of being purchased and the necessary area for the examining of the inmates will be ready this Thursday. Evaluation Warden Roupe told the Prison Board members that the State Inspection/ Report has come back and it was rated very good. Warden Roupe stated that the inspection was conducted on July 16 and 17, 1974. (Discussion was then held by the Prison Board Members in regards to the report. BEYEC, JOHN MAZZA, COMNISOMME14'S 0 C� (Judge Sweet left meeting) Chairman Debreczeni then appointed a committee of five (5) members of the Prison Board to take care of all problems relevate to the Jail. The committee consists of these members: Old Business: Judge Gladden Judge Simmons Commissioner Flynn Controller Mascara Sheriff Debreczeni A Commissioner Paluso stated that he feels the Warden should report on any unusual happening that occursat the Jail. Mr. Paluso said that he heard there were a few things that did happen at the Jail that he feels the Prison Board members should know about. Warden Roupe and Sheriff Debreczeni both commented on the two incidents that Mr. Paluso was talking about and they further stated that they were taken care of with out any disturbances. (Discussion was held ) Commissioner Paluso then asked Warden Roupe what progress has been done on the Recreation Yard. Warden Roupe stated that Mr. O'Brien stated that work will positively begin this week to complete the Recreation Yard and should be done within the next two(2) weeks. New Business -None Prison Bills for the Month of July, 1974: Prison Bills for the month of July, 1974, were read by Controller Mascara in the amount of $7, 401. 76 (Prison Days 2932). Income from units for use of the county prison: Prisoners Board $501.00 U.S. Marshall, June $667. 80 Military Services, May $474.88 Immigration & Naturalization for May $ 29.68 Westmoreland Co. for May & June $3183. 75 TOTAL $4, 857. 11 Moved by Judge Hanna, seconded by Mr. Paluso, that the bills be approved for payment. Motion carried by unanimous vote cast by the Board signifying their approval verbally by stating "Aye." Meeting Adjourned.
