Minute No. 9- P
Office of the County Commissioners
Washington, Pa., September 18, 1974
The Prison Board of the County of Washington met in the Public Meeting Room
at 11:30 a.m. , Wednesday, September 18, 1974, with the_ following members being present:
District Attorney Costa; Judge DiSalle; Commissioner Flynn; Judge Gladden; Judge Hanna;
Commissioner Jones; Controller Mascara, and Judge Simmons. Absent being: Sheriff
Debreczeni; Commissioner Paluso, and Judge Sweet. Also being present: Warden Roupe,
Secretary Whalen, and Bob Robertson of the Observer -Reporter.
Vice -Chairman asked if there were any corrections, additions, or omissions to
Minute No. 8-P, dated August 21, 1974, each member having received a copy.
Moved by Judge Hanna, seconded by Judge Simmons, that Minute No. 8-P be
approved as circulated.
Motions carried by unanimous vote cast by the Board signifying their approval
verbally by stating "Aye."
Warden's Report
Warden Roupe stated that during the past month, the operations have been normal.
One recommendation made by the State Inspectors was to screen the windows in the laundry
room. The screens have been measured and will be installed as soon as they are delivered.
Warden then stated that this mesh screen was used to make sure that bottles, guns, etc.,
were not passed in through the windows.
Warden then stated that one inmate was taken to the Washington Hospital for
observation (John Rutherford). A letter was written to Indiana to get a medical report on
him. He is now back in jail after a two-day stay in the hospital.
Warden then stated that work will begin today on the recreation yard.
Moved by District Attorney Costa, seconded by Judge Simmons, that the Board
accept the Warden's Report.
Motion carried by unanimous vote cast by the Board signifying their approval
verbally by stating "Aye. it
(Remarks:)
Judge DiSalle asked if there were any unusual occurrences at the jail that the
Board should know about. Warden stated that there were not.
Judge Gladden asked if it was correct that the newly appointed committee to take
care of matters relevant to the Prison was to refer things to the Board and not to initiate
them. Judge DiSalle stated that this was correct.

Prison Bills for the Month of August, 1974
Prison bills for the month of August, 1974, were read by Controller Mascara in
the amount of $6097.17 (Prison Days - 3216). Income from units for use of the county
prison:
Prisoners Board $1220.00 Average cost per prisoner
U. S. Marshall $1565.62 $1.89
Westmoreland County $2267,50 Average prisoners per day
Military Service $ 126.14 103
TOTA L $5179. 26
Moved by Judge Simmons, seconded by Judge Hanna, that the bills be approved
for payment.
Motion carried by unanimous vote cast by the Board signifying their approval
verbally by stating "Aye."
(Remarks:)
Judge DiSalle suggested that it might be easier if each member of the Board was
to receive a copy of the Prison Bills prior to the meeting, so that Controller Mascara
would not have to read them. Controller Mascara agreed that he would do this.

New Business:
Judge Simmons stated that he has received a computerized statistical survey of
Juvenile Court activities for the period of 1964-1973, which stated that 56% of all youngsters
who were either placed on formal or informal probation for the first time got into trouble;
14% of youngsters who were placed in jail on the weekends got into trouble. And 33%
of the youngsters placed in the YDC got into trouble. Judge Simmons then noted that
47. 2% of all youngsters that get into trouble come from broken homes. Judge Simmons
then stated that, overwhelmingly, the weekend sentence was the best thing that ever
happened.
(Discussion was then held on the survey. Judge Simmons stated that copies of this survey
are available at his office.)
