JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Minute No. 10-P Office of the County Commissioners Washington, Pa., October 16, 1974 The Prison Board of the County of Washington met in the Public Meeting Ro at 11:30 a.m. , Wednesday, October 16, 1974, with the following members being present: Sheriff Debreczeni; Judge DiSalle; Commissioner Flynn; Commissioner Jones; Controller Mascara; Commissioner Paluso; and Judge Simmons. Absent being: District Attorney Costa; Judge Gladden; Judge Hanna; and Judge Sweet. Also being present: Warden Roupe, Secretary Whalen, and Bob Robertson of the Observer -Reporter. Chairman asked if there were any corrections, additions, or omissions to Minute No. 9-P, dated September 18, 1974, each member having received a copy. Moved by Mr. Flynn, seconded by Judge DiSalle, that Minute No. 9-P be approved as circulated. Motion carried by unanimous vote cast by the Board signifying their approval verbally by stating "Aye." Chairman then noted that each member was given a copy of the Prison Bills as suggested at last month's meeting. Warden's Report Warden Roupe stated that during the past month, the operations have been normal. One recommendation made by the State Inspector was to screen the windows in the laundry room; this has been completed. Warden then stated that he received a call from Harrisburg on October 3, 1974 from Mrs. Tucker's office regarding inmate registering and voting. Warden discussed this with Secretary Whalen, and posted a copy of the materials from Westmoreland County in the jail. Warden stated that no one has registered, but the Election Board has stated that they will help with the absentee ballots if needed. Remarks: Judge DiSalle stated that this only applies to those inmates that have committe a misdemeanor, and not a felony. Warden then stated that on October 4, 1974, a federal prisoner broke a pair of handcuffs, and later broke two pipes on the sink. Warden then informed the Board that Washington County will be reimbursed by the federal marshal for the damages. Warden Roupe then informed the Board that he received a call on October 7, 1 from the District Attorney's Office in Philadelphia regarding when Aubran Martin and Claude Vealey were committed. Warden gave the dates. 974, 1 Warden Roupe stated that everything in the jail was normal until this morning when Raymond F. Price was found hanging in his cell. SUBJECT: Suicide in Washington County Jail, Washington, Pa. Victim: Raymond F. Price, white, male, age 33, DOB 7-14-41 Address: Uniontown, Penna, (as received from jail records) SS No. 183 32 8337 Raymond F. Price had been committed to the Washington County Jail at 4:45 P.M., October 15, 1974 on committment issued by Mag. James A. Ferace, Westmoreland County. Subject had been charged with Theft and Resisting Arrest. Medical records information taken at time of committ- ment indicated no disorder relative to subject. A check of records made by prison personnel indicate that all hourly checks were made as required and recorded. No unusual conditions were noted on these required checks, all recorded as normal. At 07:10 A.M., October 16, 1974, the subject, Raymond F. Price, was found hanging in #4 cell of the big jail by Officer Martin Harris. Officer Harris cut sub- ject down and called for assistance and ambulance. The jail personnel immediately notified Warden James Roupe who then instructed that Washington County Coroner Farrell Jackson be called. Piatt Funeral Home ambulance appeared at the jail as did Coroner Jackson. The sub- ject was pronounced dead and the suicide vehicle was named to be the victim's belt. The scene was photographed by the Coroner's photographer Mr. Gelindo Menego of Bentleyville, Penna. For any additional information relative to this incident, contact records in the office of Warden James Roupe, Washington County Jail, Washington, Penna. ,Remarks: Mr. Mascara asked if the prisoners were allowed to have belts. Warden state that the prisoners in the big jail were; not the ones in the isolated areas. Mr. Mascara then asked if the Board should adopt a future policy about these suicide articles. Sheriff stated that some type of overall suit can be purchased for $4.75 to $5. Mr. Jones stated that he thought that the belts should be removed, if the person has suicidal tendencies. Sheriff stated that the overalls would be a good idea, especially in case of a break out; the prisoner can be easily identified until he gets a change of clothes Warden stated that this would be costly because of the many sizes that would be needed, but he would comply with the Board's decision. him. Judge DiSalle said that if a prisoner wants, to kill -himself, it is hard to stop Chairman suggested that the matter of the overalls and the expense of them be turned over to the Committee, who can present their ideas to the Board.
