Office of the County Commissioners
Washington, Pa., June 18, 1975
The regular monthly meeting of the Prison Board of the County of Washington
was held in the Orphan's Court Room at 11:30 a.m. , June 18, 1975, with the following
members being present: Sheriff Debreczeni; Commissioner Flynn; Judge Gladden;
Controller Mascara; Commissioner Paluso; and Judge Simmons. Absent being: District
Attorney Costa; Commissioner Jones and Judge Sweet. (Judges DiSalle and Hanna
entered the meeting later.) Also being present: Warden Roupe; Chief Clerk and County
Administrator Whalen; Bob Robertson of the- Observer -Reporter and Earl Bugaile of
WKEG Radio.
Chairman asked if there were any corrections, additions or omissions to Minute
Nos. 16-P or 17-P, each member having received a copy.
Moved by Judge Simmons, seconded by Judge Gladden, that Minute Nos. 16-P
and 17-P be approved as circulated.
Motion carried by unanimous vote cast by the Board signifying their approval
verbally by stating "Aye."
(Judge DiSalle entered the meeting.)
Warden's Report:
Warden Roupe stated that operations in the Jail during the months of April and
May have been normal. Warden stated that Deputy Warden Hanna Johns attended the
Criminal Justice Meetings in Harrisburg on April 17, 18, and 19, where they discussed
critical changes in the standards and goals and also the new bills to be brought up at the
next conference.
Warden Roupe then stated that a representative from McWreath Dairy talked to
him regarding the price of milk being reduced from $1.55 to $1.31 per gallon. Warden
stated that McWreath Dairy has gone out of business; however, the milk company from
Pittsburgh who delivers milk for McWreath will keep on the same schedule.
Warden Roupe then stated that the State Bureau of Corrections is „planning a first
aid course at the Washington County Prison as soon as money is available. Warden st
that this course is for jail personnel, and that they will receive a certificate when they
pass the course, which will be recognized by the Red Cross.
Warden Roupe next stated that the black -topping of the Prison Yard has been
completed and that the fence is going up now.
Warden stated that the locksmith was in last week to work on all of the locks.
Remarks:
Judge Simmons asked if parking was allowed in the jail yard. Warden stated that after

the fence is up, parking space will be available.
Mr. Paluso asked how long it will take to get the fence up. Warden stated that it should
be done by next week.

Moved by Mr. Flynn, seconded by Judge Simmons that the Warden's Report
Motion carried by unanimous vote cast by the Board signifying their approval
verbally by stating "Aye."
Old Business: None
New Business:
Commissioner Flynn asked the Board's opinion as to the need for the cyclone
fence around the courtyard. Mr. Flynn stated that several people have told him that it
detracts from the beauty of the buildings. Mr. Flynn further stated that a woman offered''I
to donate shrubs to be planted, if the fence was removed. Mr. Flynn stated that the
reason the fence was put up was because of the Yablonski trials.
Remarks:
Mr. Paluso stated that he thinks the fence should remain there.
Judge Gladden stated that he thought there are a lot more violent and erratic people
brought in to the jail now than those involved in the Yablonski trials. Judge Gladden
stated that the fence should remain in conjunctian with the planting.
Mr. Paluso stated that he agreed that the fence should stay there. Mr. Paluso stated
that if someone would try to escape, they would be funneled into the courtyard by the
fence.
(Judge Hanna entered the meeting.)
(Further discussion was held.)
Moved by Judge Simmons, seconded by Mr. Paluso, that the fence surr
the yard between the Jail and the Courthouse remain as is.
Motion carried by unanimous vote cast by the Board signifying their approval
verbally by stating "Aye. "
Special Order of Business:
Chairman referred to a memorandum from Controller Mascara which was
directed to the Prison Board Members regarding a complaint from Earl Phillips, an
inmate of the Washington County Jail. Chairman stated that the Board has not had time
to investigate the matter as yet.
Moved by Judge Simmons, seconded by Judge Hanna, that the subject compl
be referred to the Special Committee of the Prison Board for investigation, and a report
to the Prison Board.
Motion carried by unanimous vote cast by the Board signifying their approval

Moved by Judge DiSalle, seconded by Judge Gladden, that the bills for the month
of April and May be paid.
Remarks:
Mr. Paluso questioned a bill for Owen D. Benton, M.D. , for medical services for
Paul McCartney, in the amount of $110.00. Mr. Paluso stated that McCartney's name
has been listed in the bills before, and asked the Warden what was wrong with him.
Warden Roupe stated that McCartney was brought back from the Penitentidny.-, Warden
stated that McCartney spent about 4 or 5 days in the hospital because Dr. Benton ordered
that he be brought to the hospital for psychiatric examinations. Warden Roupe further
reviewed the matter for the Board.
Sheriff Debreczeni stated that Judge Gladden issued the order. Sheriff asked Mr. Paluso
if it would be favorable to him if the Special Committee was to review the entire case
and go over the matter regarding the bill. Mr. Paluso stated that it wcald.
Chairman stated that they are working to see that these cases are kept down to a minim
but through his experience, he has noted that the medical bills are increasing every mor
Chairman stated that they are concerned With the Courts and the PrisD n Board, as well
as the welfare of the prisoner.
Judge Gladden stated that the order was given to permit the sheriff to transport the
prisoner to the hospital.
Sheriff stated that there is a doctor at the jail; but sometimes it is a question of that
doctor, who has been contacted by the Warden, only verbally, if he should be taken to
the hospital, without examining the patient.
(Further discussion was held.)
Mr. Paluso stated that it seems to him that McCartney has been a regular patient.
