normal. Warden stated that constructive improvements have been made. Warden
stated that the recreation yard has been completed; this will comply with the act which
states that the prisoners shall have exercise in the open air for two hours daily.
Warden stated that the Board should be complimented because this is the first time in
the history of
Washington County that
the
Jail has
had a
recreation
yard for the
inmates.
Warden stated
that this should relieve
the
tension
of the
prisoners
and should be
good fo
the morale.
Remarks:

stated that Mr. Hunter Severding of the YMCA has been over and offered his services
to lay out the basketball and handball courts, and other equipment whitrh will be safe and
not usable as weapons. Warden stated that this will come out of the Prisoners Welfare
Fund.

cooperative. Warden stated that there were broken pipes that needed valves, the roof
was leaking, and that the guard tower in the jail yard is being constructed. Warden
stated that this should be completed within the next two or three weeks.

Mr. Gilmore further stated that he has entered an appearance for the three men and'
filed an answer. Mr. Gilmore stated that because of the situation, he imagined that
Maxwell was acting without counsel and that the trial will have a federal result.

and he stated that usually in the situations where they haven't appointed an attorney,
the case would be settled in some kind of a trial.
Remarks:
Judge DiSalle asked if it was possible that we have some type of insurance to cover this.
Mr. Gilmore stated that he did not know of any specific policy in the Jail, but that he

psychiatric problems.
