BEVEC, JOHN MAZZA, COMMISSIONERS 0 L� Minute No. 2-P Washington, Pa., February 18, 1976 The regular monthly meeting of the Washington County Prison Board was held on Wednesday, February 18, 1976, at 11:40 a.m. , in the Public Meeting Room with the following members being present: Judge Sweet, Judge DiSalle, Judge Gladden, Com- missioner Morgan, Commissioner Paluso and Controller Mascara. Also being present: Warden Roupe, Peyton Schur and Joseph Grant from the Offender Aid and Restoration of the United States, Inc., Mrs. Ronald Glassman and Bob Robertson of the Observer - Reporter. Chairman Mascara brought to t he attention of the Board that there was a correction to be made in Minute No. 1-P. A figure had been transposed and should read $125, 000 rather than $215, 000. This was in regard to the Offender Aid funds. Moved by Judge Sweet, seconded by Commissioner Morgan, that Minute No. 1-F' be approved, with correction noted. Motion carried by unanimous vote cast by the Board signifying their approval verbally by stating "Aye." Warden's Report Mr. Roupe reported that for the month of January, there were no problems. Everything was running smoothly. The annual report has been distributed to the members of the Board. Motion to accept the Warden's report was made by Judge Gladden, seconded by Judge Sweet. Motion carried by unanimous vote cast by the Board signifying their approval verbally by stating "Aye. It Chairman: Everybody has copies of the report made by Mr. Daniels in regard to over- time at the County Prison. I also have a letter given to me by the former Chairman in regard to availability of alcohol to the prisoners in the county jail and I have been waiting to ask if you want me to go any further on this matter or turn it over to the Board of Visitors. What is your pleasure? Judge Sweet: I do not think the overtime is a matter for the Board of Visitors. The Commissioners should get copies of overtime by the guards. It is costing them money. The report on the availability of alcohol is a matter for the Board of Visitors. Chairman: Is it recommended that I turn this matter over to the Board of Visitors for further investigation? Judge Sweet: Yes, but I think the Commissioners should get together with Mr. Roupe in regard to the overtime. BEVEC, JOHN MAZZA, COMMISSIONER$ Chairman: I'll keep track and report on a monthly basis on this matter. I'll keep a month -to -month running account of overtime in the jail. Judge Sweet: We have elected you as Chairman, so you are our representative. , A new member of the Board of Visitors has been appointed. Frank Pansino of Fallowfield Township has been appointed to replace June B. Lilley. One other member wants to resign and Judge DiSalle is looking for a replacement for him. Chairman: I recommend that someone make a motion for approval of payment of the bills for the month of January, 1976. Moved by Judge DiSalle, seconded by Judge Sweet that the Board approve the payment of bills for the month of January, 1976. Motion carried by unanimous vote cast by the Board signifying their approval verbally by stating "Aye." Mrs. Ronald Glassman was introduced by the Chairman to the Board. She thanked everyone for giving her the chance to tell what was on her mind. She expressed her views in regard to prison food and that the young prisoners, especially the teen-ager: should be given four (4) glasses of milk each day. She feels that the prisoners should be given the opportunity to exercise each day, but the younger ones should be kept separate from the older prisoners. She also feels that the teen-age prisoners should not be given cigarettes since this is not good for their health. Warden Roupe: I will take these matters into consideration and refer them to the Board of Visitors when they visit they jail. Mrs. Glassman left the meeting after she had given her comments. Mr. Joseph Grant, represenative of the O.A.R. was present, along with Peyton Schur, to further discuss the costs of this program to the county. He explained that at no time in the future will the county be responsible for underwriting any part of the program cost. Ninety percent of the first year's cost will be borne by the Governor's Justice Commission. The remaining 10% was raised through local contributions. In the second year only 50% will be paid by the state and in the third year, only 10%. He maintained that this program can be dropped by the county at any time. (A lengthy discussion was held on this.) There was also discussion as to the qualifications of the executive director to the appointed under this organization. Judge Sweet's objection to this project is that there is a possibility that a person once convicted of a serious felony could become the executive director. Peyton Schur said he had no way of assuring who would be appointed to this position. Mr. Grant asked Judge Sweet if he would like to be invited to the next 1 1 Board of Directors meeting of the O. BEVEC, JOHN MAZZA, COMMISSIONERS 1 C n to go and express his views. Mr. Grant then thanked everyone. Commissioner Paluso: I have been asked by the Gideon Society to place new Bibles in the prison. The Board had no objections to this, so Commissioner Paluso will answer the letter and, tell them the Board has no objections. Moved by Judge Sweet that the meeting be adjourned; seconded by Judge Gladden. Motion carried by unanimous vote cast by the Board signifying their approval verbally by stating "Aye.
