Minute No. 3-P
Washington, Pa., March 17, 1976.
The regular monthly meeting of the Washington County
Prison Board was held on Wednesday, March 17, 1976, at 11:55 A. M. , in the Public
Meeting Room, with the following members being present: Judge DiSalle, Judge Bell,
Commissioner Morgan, Commissioner Paluso, District Attorney Jess D. Costa, and
Controller Mascara. Also present were: Deputy Warden Hanna Johns; Mr. Frank
Pansino, Chairman of the Board of Visitors; Jon Stevens, of the Observer -Reporter;
and Earl Bugaile, of Radio Station WKEG. Chairman Mascara presided at this
meeting.
CHAIRMAN: Let the record show that the Chairman is upset and
disturbed and frustrated.
JUDGE -.BELL:. So is the co-chairman.
MR. MASCARA: I understand the Courts have pressing matters, and
the District Attorney's Office; I appreciate the Commissioners being on time; but I
think in the future, if you are going to be picking a jury, or you're going to have some
problems,
notify me
in
advance, and I'll
reschedule.
( Further
discussion
of
this subject was
had.)
Moved by Commissioner Paluso, seconded by Commis-
sioner Morgan, that Minute No. 2-P, of February 18, 1976, be approved.
Motion carried by unanimous vote cast by the Board
signifying their approval verbally by stating "Aye."
CHAIRMAN: All right, we'll have the Warden's Report.
MR. JOHNS: Warden Roupe had to take his daughter to the hospital,
so I'm substituting for him.
WARDEN'S REPORT:
Operation Normal. I want to report one extraordinary
occurrence during the month of February. William N. Cox, who was being held for
parole violation in Westmoreland County, committed suicide by strangulation, on the
20th of February. Barbara Galentine escaped from female quarters at 7:40 P. M. , on
the 6th of March, 1976; returned to prison on March 7th. Charges of escape were filed
against same. I have a Library report on $3, 000.00 worth of books. I think most of
the Commissioners have a letter on this. That's about it.

Minute No. 3-P continued:
CHAIRMAN:
We don't refer to that operation as normal, Pie. We
had a suicide. I think that's the second one since I've been on this Board. I think we
discussed coveralls. It would indicate to me that anybody with a propensity for alcohol
or mental problems should be issued a pair of coveralls, rather than be put in a cell
with his belt.
( Further discussion on this subject was had.)
MR. PA LUSO :
Mr. Chairman, I think you should have somebody
check into Camp Hill, and possibly we could get a very big supply of clothing, at a
relatively inexpensive price.
( Additional discussion of this subject was had.)
CHAIRMAN:
All right, let the record show that it is the wish of
the Board that the Warden check into the cost involved.
MR . PA LUSO :
I think the Board of Commissioners would look favor-
ably on a moderate expenditure. It would solve a lot of problems.
CHAIRMAN: Anybody else have any comment on that? Do you
have anything else to add, Pie?
MR. JOHNS: No, I have a report on this fellow that committed
suicide.
CHAIRMAN: Well, everybody has a copy of that. I sent a memo -
randum to each member of the Prison Board.
MR . JOHNS:
All right, I'll make you a JBC 123A form on it. I'll
also do a report on the Citizens Library.
CHAIRMAN:
If you have any occurrences in between times, send me
a copy,
and I'll
get them off
to the Members of the Board, ;,and this way
they'll
be
familiar
with the
issue when
they get here and cut down time, and put it
on the
agenda.
I think you had all signed a letter, a federal grant of $3, 000, 00 for the Library.
Another piece of correspondence.
MR. JOHNS: From now on, I'll make sure you have a copy.
Moved by Commissioner Paluso, seconded by Com-
missioner Morgan, that the Warden's Report be accepted.
Motion carried by unanimous vote cast by the Board
signifying their approval verbally by stating "Aye."
CHAIRMAN:
We have no committee reports, but we do have Mr.
Pansino here, who is a new member, Chairman of the Board of Visitors, and I think
you have a vacancy on there, Judges. Did you ever fill that vacancy?

JUDGE DiSA LLE :
Yes, Judge Sweet filled that a couple of
weeks ago. George Mucey resigned and asked to be relieved of his duties. He had
served a year, and Fred DeLong, a realtor here in town, was appointed. He was
appointed in Mr. Mucey's place.
CHAIRMAN:
All right, so what I'll do, I'll turn over there
matters of the Committee to Mr. Pansino, and he can coordinate it with the other two
members.
MR. JOHNS:
MR. PA LUSO :
one is Fred DeLong; and Reverend Davis.
May I have those two names, please?
The' Chairman is Frank Pansino; the other

CHAIRMAN:
We'll just go past unfinished business.
New Business. I would ask that the Board
approve the bills for the month of February. You all have a copy of them.
Moved by Commissioner Morgan, seconded
by District Attorney Costa that the bills for the month of February, 1976, are
approved.
Motion carried by unanimous vote , cast by
the Board signifying their approval verbally by stating "Aye. it
CHAIRMAN:
We discussed the extraordinary occurrence
report on the suicide, and the escape, and they will be referred to Mr. Pansino.
Any other matters to come before this Boarc ?
( No response.)
Moved by Commissioner Morgan that the
Meeting be adjourned; seconded by District Attorney Costa.
Motion carried by unanimous vote cast by the
Board signifying their approval verbally by stating "Aye. "
