Gilmore, ffiXLXd �X3L. EDWARD M. PALUSO, COMMISSIONERS 1 1 Minute No. 10-P Washington, Pa. October 20, 1976 The regular monthly meeting of the Washington County Prison Board was held on Wednesday, October 20, 1976 at 11:40 a. m. in Court Room No. 3 with the following members being presefit: Judge Sweet, Judge Gladden, Judge Bell, Sheriff Debreczeni, Commissioner Morgan, Commissioner Gilmore and Controller Mascara. (District Attorney, Jess D. Costa was present then left.) Also present were: Warden Taylor, Bob Robertson of the Observer -Reporter and Rich Nardine of the Daily Notes. CHAIRMAN: Do I have a motion for approval of Minute No. 9-P? Moved by Judge Sweet; seconded by Judge Bell that Minute No. 9-P be approved. Motion carried by unanimous vote cast by the Board signifying their approval by stating 'Aye." WARDEN'S REPORT: Warden Taylor: After twenty days of employment, I am still observing and starting to formulate evaluations on present problems that exist at the jail. I would like to report that operations at the jail are normal. The jail climate is relaxed and calm. I believe this is due mainly to using the rec- reation yard on a regular basis and approaching other situations with a dif- ferent and more concerned attitude. Warden Taylor presented the following items to the Board which he felt that in a short time would create a more productive county correctional system: 1. Implement a rotating type schedule that would cut down on absenteeism, reduce greatly on overtime paid and would give him a chance to observe his working force. 2. In the process of composing a procedure handbook for both guards and inmates. 3. Did some research on the county's reimbursement policy on special, federal and all other out of the county prisoners. The present charge in Washington County is $9.19 per day. In contrast, Allegheny County charges $20.06 per day and Westmoreland County $17.50 per day. Talked to the United States Marshalls Office and he would not even question or ask for any explanation if the county raised their rate $4.50 per day. Mor anj,avid lmoMre� EGiDWARD ALUSO, COMMISSIONERS After some discussion, it was moved by Commissioner Gilmore and seconded by Judge Gladden that Warden Taylor correspond with Joseph Long in regard to raising the cost per day for special, federal and any other outside of the county prisoner from $9.19 to $14.00 per day effective November 1, 1976. Roll Call was taken: Judge Sweet - yes, Judge Gladden - yes, Judge Bell - yes, Sheriff Debreczeni - yes, Commissioner Gilmore - yes, Controller Mascara - yes. (Commissioner Morgan entered meeting) There were no Committee Reports. Concerning the disposition of the bunk room at the County Jail, a motion was made by Commissioner Gilmore; seconded by Sheriff Debreczeni to authorize the Commissioners to advertise for bids for the renovation of the bunk room. Motion carried by unanimous vote cast by the Board signifying their approval by stating "Aye." JUDGE SWEET: In regard to the disposition of the union contract, turn lieutenants should not be members of the union. CHAIRMAN: I suggest that John Felice try to make said change in the union contract. JUDGE SWEET: We have not yet paid the men who were interviewed for the position of Warden. Moved by Judge Sweet; seconded by Judge Bell to reimburse the indi- viduals for costs involved in interviews for the position of Warden. Roll Call taken: Judge Sweet - yes, Judge Gladden - yes, Judge Bell yes, Sheriff Debreczeni - no, Commissioner Gilmore - yes, Commissioner Morgan - yes, Controller Mascara - yes. Motion carried. CHAIRMAN: Do I have a motion for approval of payment of bills for the month of September, 1976? Moved by Judge Bell; seconded by Commissioner Gilmore that the bills for the month of September, 1976 be paid. Motion carried by the Board signify- ing their approval except for Judge Gladden who objected due to the food prices of the current vendors. CHAIRMAN: I ask that a resolution be made by the Prison Board authorizing the County Controller to pay the contractual obligations with the Washington Hospital and the nurse at the County Jail on or about the first day of each month. Moved by Commissioner Morgan; seconded by Judge Sweet that said con- tractual obligations by paid on or about the first day of each month. Motion carried unanimously. Motion carried by unanimous vote cast by the Board signifying their approval verbally by stating "Aye." Meeting adjourned at 12:15 p. m.
