Gilmore, EDWARD M. PALUSO, COMMISSIONERS Minute No. 11-P Washington, Pa., November 17, 1976 The regular monthly meeting of the Washington County Prison Board was held on Wednesday, November 17{ 1976 at 11:38 a.m. in the Public Meeting Room with the following members being present: Controller Mascara, Commissioner Morgan, Commissioner Gilmore, Sheriff Debreczeni, Judge Gladden and Judge Bell. Also present were: Warden Taylor, Bob Robertson of the Observer -Reporter, Rich Nardine of the Daily Notes and Michael George, Director of Parks and Recreation. CHAIRMAN:- Do I have a motion for approval of Minute No. 10-P? Moved by Judge Gladden, seconded by Judge Bell that Minute No. 10-P be approved: Motion carried by unanimous vote cast by the Board signifying their approval by stating "Aye." WARDEN'S REPORT: Warden Taylor: Operations at the County Jail are normal and the jail climate is calm and relaxed. The new rotating schedule goes into effect on November 20, 1976 for all security personnel. I am also awaiting a reply from Joseph Long, CPO, U. S. Bureau of Prisons concerning the reimbursement rate from $9.19 per day to $14.00 per day. There were no Committee Reports. UNFINISHED BUSINESS: CHAIRMAN: Does anyone have anything to report on the progress of refurnishing the bunk room at the County Jail? Commissioner Morgan: Bids for plumbing installation at the County Jail will be received at the Commissioners Meeting on Thursday, November 18, 1976. CHAIRMAN: Has anything been done on the disposition of the union con- tract? Commissioner Morgan: The union contract has been signed and sealed. NEW BUSINESS: CHAIRMAN: Do I have a motion for approval of payment of the prison bills for the month of October, 1976? Discussion was held concerning the checking on prices for buying purposes at the County Jail. Warden Taylor: I have a product list from Romeo & Sons, Inc., Institutional Distributors from Uniontown and feel that a large savings would be involved with purchasing from an institutional distributor such as this one. PALUSO, COMMISSIONERS 1 1 Judge Gladden: Can you purchase on a one time basis or must you enter into a contract with this particular distributor? Warden Taylor: No contract would be needed if we decide to purchase from this distributor. Commissioner Morgan: I recommend that we get an itemized cost list on purchases from this company and compare them with what we are now paying. A motion was made by Judge Gladden and seconded by Judge Bell that Warden Taylor be empowered to purchase quality food at the best possible price. Motion carried by unanimous vote cast by the Board signifying their approval by stating "Aye " CHAIRMAN: Do I have a motion to approve the payment of the prison bills for the month of October? Moved by Sheriff Debreczeni; seconded by Judge Bell that the prison bills for the month of October be approved for payment. Motion carried by the Board signifying their approval verbally by stating "Aye" except for Judge Gladden who objected. Discussion was held concerning the Civil Action Complaint, Robert Gallo, et al. vs. Frank R. Mascara, et al. CHAIRMAN: Do I have a motion to approve Gustave Diamond to represent the Board in this matter? Moved by Sheriff Debreczeni; seconded by Commissioner Morgan that the County Solicitor take immediate action to represent the Prison Board on this suit. CHAIRMAN: It has been moved and seconded that we retain legal counsel, Gustave Diamond to represent the Prison Board in the matters relating to the Civil Action Suit, Robert Gallo, et al. vs. Frank R. Mascara, et al. Motion carried unanimously by the Board signifying their approval by stating "Aye." CHAIRMAN: Do I have a motion to adjourn this meeting? Moved by Judge Bell; seconded by Commissioner Morgan that the meeting be adjourned.
