Minute No. 2-P Washington, Pa., February 16, 1977
The regular monthly meeting of the Washington CouAty Prison Board was
held on Wednesday, February 16, 1977 at 11:35 A. M. in the Public Meeting Room with the
following members being present: Judge Sweet, Judge DiSalle, Judge Bell, Judge Simmons,
Commissioner Morgan, Commissioner Paluso, Commissioner Gilmore, Acting Sheriff
Fazzoni and Controller Mascara. Also present were: Warden Taylor, Bob Robertson
from the Observer -Reporter, Earl Bu$aile from WKEG and Josh Holliday.
The meeting was called to order by the Chairman.
CHAIRMAN: Do I have a motion for approval of Minute No. 1-P?
Moved by Commissioner Gilmore that Minute No. 1-P be approved;
seconded by Judge Bell. Motion carried by unanimous vote cast by the Board signifying
their approval by stating "Aye".
Warden's Report
Warden Taylor: The jail population is 75 at the present time. Operations the past
month have been normal. According to the officers that have been working at the jail for
the past 7 or 8 years, the jail climate is the best it has ever been, morale wise. On
February 9th and 10th, I attended a hostage seminar at Camp Hill. Unlike most seminars,
this one was most worthwhile. There is one point I would like to bring up and that is for
the installation of an outside telephone line. We have no way to communicate with the
outside except through the swithhboard. In case of a hostage situation, this would be
particularly helpful. This would also be used by inmates as a privilege. This would be
paid for by the inmates commissary fund and wo*ildn't cost the county anything.
(There was a great deal of discussion on this after which the following motion was made.)
COMMISSIONER PALUSO: I make a motion that we let the Warden try this outside
phone line on a three month trial basis and come in with a report; we look at the bills at
the end of the three months and then decide whether to keep it. Motion seconded by Judge
Bell. Motion carried by unanimous vote cast by the Board signifying their approval by
stating "Aye".
WARDEN TAYLOR: We are in great need for some type of refrigerator -freezer.
COMMISSIONER MORGAN: This will be taken care of very shortly.
WARDEN TAYLOR: We are buying meat on a day-to-day basis.
COMMISSIONER MORGAN: They are working on that today. Hopefully, in 30 days we
won't be using those kitchens at the county home. A stainless steel freezer will be part
of your new kitchen facilities.

WARDEN TAYLOR: The mattress situation: I went through the big jail and we
need 50 more mattresses. The cost would be $1, 450 if purchased from Camp Hill. The
former warden bought them from Supreme Sales in Atlanta, Georgia and the price there
would be $400.
COMMISSIONER PALUSO: What kind of mattresses are they?
WARDEN TAYLOR: The ones from Camp Hill are vintt covered and waterproof
but not as thick as the ones from Supreme Sales.
CHAIRMAN: I think it would be worthwhile to purchase the ones from
Georgia.
COMMISSIONER MORGAN: I make a motion that we buy the mattresses from Supreme
Sales in Georgia; seconded by Commissioner Gilmore. Motion carried by unanimous
vote cast by the Board signifying their approval by stating "Aye".
JUDGE BELL: Did you ever get your walkie-talkies?
WARDEN TAYLOR: No. I have a friend at Motorola that I could talk to.
COMMISSIONER GILMORE: Does R.C.A, make them?
COMMISSIONER MORGAN: Yes. I would recommend that you should check there as
to what kind they might have available for us.
CHAIRMAN:
Last month we asked the Board to defer approval of the
personnel at the jail because of a little problem down there, but that has been resolved
so now I would ask that the Board approve the personnel at the county jail.

Moved by Judge Bell that the Board accept the names of the prison
personnel as presented by Warden Taylor; seconded by Acting Sheriff Fazzoni. Motion
carried by unanimous vote cast by the Board signifying their approval by stating "Aye".

WARDEN TAYLOR: Westmoreland and Greene Counties will accept our female
prisoners but will not accept federal prisoners. We will be getting a Federal female
prisoner on February 28th and unless we get a live -in -matron, we will be faced with accepting
female federal prisoners.
COMMISSIONER PALUSO: Why do we have female federal prisoners?
JUDGE SWEET: We are approved by the federal government. We have the
best jail around forkecurity.
COMMISSIONER PALUSO: It's not to our advantage to have these people in our jail.
Westmoreland has a brand new jail.
JUDGE SWEET:
Can we get out of the federal women prisoner commitment
without losing our place of resort for federal prisoners, generally?
WARDEN TAYLOR: I can check with the U. S. Marshall.
JUDGE SWEET: Let's have the warden check the situation out with the U.S.
Marshall and see if it is essential that we take the female prisoners in order to maintain the
relationship.
COMMISSIONER MORGAN: What are the advantages of having a federally approved jail?
COMMISSIONER GILMORE: We make money.
JUDGE SWEET: We have to figure the expense of farming female prisoners
out and the amount of sheriff It time used in transporting them back and forth. I make a
motion that the Warden contact the Federal Marshall and find out if it is essential for us to
continue the federal relationship to take women prisoners. If it is, then we should have
actual figures presented to us ati+he next meeting of what the different options cost us so
that wevwill be arguing dollars and cents and not just figures.
This motion seconded by Judge Bell. Motion carried by unanimous vote
cast by the Board signifying their approval by stating "Aye",
Unfinished Business
CHAIRMAN: What is the progress of the bunkroom? ' -?
COMMISSIONER MORGAN: I have no idea. Warden, can you tell us?
WARDEN TAYLOR: They have done alot of work. I talked to Mr. Bruno
yesterday about different things. I still have no estimated time of completibi .
CHAIRMAN:
In regard to the Gallo complaint: Judge Simmons recommender.
that it be notarized and turned over to Mr. Diamond.
WARDEN TAYLOR:

That has been done.
Chairman asked for any comments on the bills for the month of January.

JUDGE SWEET: Are we making any progress on finding alternative food
suppliers?
FF,
COMMISSIONER MORGAN: We are hopefully within 30 days to getting our new facility
open. We have a dietitian under contract, and she is working on that now and as soon as
she gets the first three months menus prepared for the new home, we hope to be able to
order the first batches of food; then we will warehouse the jail out of there.
Moved by Judge DiSalle that the prison bills- for the month of
` January be paid; seconded by Judge- Bell.
(There was some discussion on some of the medical bills for the month.)
After lengthy discussion, Motion carried by unanimous vote cast by the
Board signifying their approval by stating "Aye".
The Presumptive Bail was explained briefly by Judge Sweet ---stating
. that it is a system to take a little of -the steam off of the magistrates over the week end
giving the warden and deputy warden authority to set bail.
Judge DiSalle explained that while he had a jury stay over a few evenings,
out
the weather was bad and the jurors didn't want to goY for dinner so food was sent over
from the jail and he wanted to compliment the jail and especially Mr. Sofsky.
CHAIRMAN: Do I have a motion to adjourn this meeting?
Moved by Judge Simmons that the meeting be adjot; seconded
by Acting Sheriff Fazzoni. Motion carried unanimously by the Board signifying their
approval by stating "Aye".
Meeting adjourned at 12:15 P.M.
