PALUSO, COMMISSIONERS F 11 Minute No. 3 - P Washington, Pa., March 16, 1977 The regular monthly meeting of the Washington County Prison Board was held on Wednesday, March 16, 1977 at 11:45 A.M. on the second floor of the Sheriff's Office with the following members being present: Judge Sweet, Judge DiSalle, Judge Simmons, Commissioner Morgan, Commissioner Paluso, Commissioner Gilmore, Sheriff Johns and Controller Mascara. Also present were Warden Taylor, Bob Robertson from the Observer -Reporter and Earl Bugaile from WKEG. The meeting was called to order by the Chairman. CHAIRMAN: Do I have a motion for approval of Minute No. 2-P? Moved by Commissioner Gilmore that Minute No. 2-P be approved; seconded by Commissioner Morgan. Motion carried by unanimous vote cast by the Board signifying their approval by stating "Aye" Warden's Report WARDEN TAYLOR: The jail population is 82 at the present time. Operations are normal. The phone experiment that was approved by the Board at the last meeting is working out well, so far. We are still in need of a freezer. That is our biggest problem. COMMISSIONER MORGAN: After the first of the month, we will have more than enough equipment to furnish you with what you need. Unfinished Business WARDEN TAYLOR: In regard to the mattresses we were going to buy from Supreme Sales at $8. 00 a piece, they no longer make them. I contacted a company in Ohio who sells them for $11. 95 a piece. I was given permission from the Commissioners to buy them. They are on order and should be here in about 2 weeks. I made contact with a representative from RCA to come to the jail in regard to the walkie-talkies. The bunkroom has been painted and is waiting for inspection. COMMISSIONER PALUSO: Inspected by whom? CHAIRMAN: I would assume by the Prison Board. WARDEN TAYLOR: We are in the process of getting beds for the bunkroom and I was told to check with Mr. Paluso. He might be able to give us information on that. COMMISSIONER PALUSO: I would have them built by our carpenters rather than buy them. Morgan EDWARD M. PALUSO, COMMISSIONERS WARDEN TAY LOR: The U.S. Marshall informed me that if we stop accepting female prisoners, they will still send us male prisoners. JUDGE DISALLE: Where would our female prisoners go? WARDEN TAY LOR: If we had a live-in matron, we could keep them here. (After much discussion on this, Commissioner Morgan suggested that living quarters for a live-in matron be reviewed, if the Warden has a tentative employee.) New Business CHAIRMAN: Everybody has a copy of the bills for the month of February, do I have a motion for approval? Moved by Judge DiSalle that the prison bills for the month of February be paid; seconded by Judge Simmons. (There was some discussion on uniforms for guards costing $1, 441. The Warden explained that this was for uniforms for 1976 and 1977. The guards hadn't signed the contract for 1976 and they didn't receive them, so this in effect was for the uniforms for 2 years. ) Motion carried by unanimous vote cast by the Board signifying their approval by stating "Aye". CHAIRMAN: Is there any comment on the Annual Washington County Prison Report? COMMISSIONER PALUSO: I would request if we could delay discussion on this until - the next meeting because I have not hd.d a chance to read it. CHAIRMAN: All right, we will do that. meeting? There being no further business, do I have a motion to adjourn this Moved by Judge Sweet that the meeting be adjourned; seconded by Commissioner Morgan. Motion carried unanimously by the Board signifying their approval by stating "Aye". Meeting adjourned at 12:00 Noon, after which the Board members went down to the jail for lunch.
