Minute No. 4-P Washington, Pa. , April 20, 1977
The regular monthly meeting of the Washington County Prison Board was
held on Wednesday, April 20, 1977 at 11:30 A. M. in the Public Meeting Room with the
following members being present: Judge Gladden, Judge Bell, Commissioner Morgan,
Commissioner Paluso, Commissioner Gilmore and Sheriff Johns. Also present were
Warden Taylor and Bob Robertson from the Observer Reporter.
(In the absence of Chairman Mascara, Vice -Chairman Judge Bell presided.)
The meeting was called to order by the Vice -Chairman.
VICE-CHAIRMAN:
Do I have a motion for approval of Minute No. 3-P?
Moved by Commissioner Morgan that Minute No. 3-P be approved; seconded
by Commissioner Gilmore. Motion carried by unanimous vote cast by the Board signifying
their approval by stating "Aye".
Warden's Report
Operations at the jail are normal; no outstanding pwoblems. I would like
of
to mention that a couple/items that have been needed for the past several months have
been supplied; like a freezer from the county home.
COMMISSIONER PALUSO: Warden, would you tell the members of the Board what all
you got.
WARDEN TAYLOR: The freezer; the mattresses that the Board had given their
approval to purchase were cancelled because we got them from the county home; a few
tables; benches and chairs. This all came from the county homes.
COMMISSIONER PALUSO: Mr. Morgan, would you like to bring up what we discussed
at our meeting this morning?
COMMISSIONER MORGAN: We contemplated 2 or 3 things as far as the kitchen jail
is concerned. We have 3 kitchens; 2 from the men's home and 1 from the women's; some
of the very latest equipment. We decided to hire a kitchen expert to give us a plan on
how to incorporate all this equipment to give the jail the latest equipment. The kitchen
in the jail would have to be redesigned and you can utilize this as much as you can.
WARDEN TAYLOR: One other thing. I would ask permission from the Board
to go to the Wardens' Convention in Harrisburg at the end of the month for 3 days.
Moved by Commissioner Gilmore that the Warden be allowed to attend the
Wardens' Convention; seconded by Commissioner Morgan. Motion carried by unanimous
vote cast by the Board signifying their approval by stating "Aye".

COMMISSIONER GILMORE: This will have to be approved by the Board of
Commissioners.
COMMISSIONER PALUSO: When you leave here go up and see Mr. Brady, he
is making up the agenda for tomorrow's meeting.
Judge Gladden feels that since one of the trusties had walked away last week
that there should be stricter guidelines set in determining who should be trusty. One of
the things that should be taken into considevation is the offense. The Warden assured him
that from now on this would be done.
VICE-CHAIRMAN:
Are there any questions on the committee reports?
(There were none.)
VICE CHAIRMAN: Warden, how is the telephone in the jail working out?,
WARDEN: Very well. We have 6 days in a month when we let the
inmates make collect calls. I received the bill for the first month, which was the the
service charge.
VICE-CHAIRMAN: r Is it under security?
WARDEN: No, it is not.

VICE-CHAIRMAN: What is the disposition of the bunkroom?
WARDEN: It will be opened up this week end. Everything has been

COMMISSIONER MORGAN: Why don't we go look at it after this meeting?
(The members of the Board thought this was a good idea and approved. )
COMMISSIONER MORGAN: We are losing a tremendous amount of heat in the jail due
to the high ceilings. We have asked Mr. Fillingham to work up,plans for the jail and the
courthouse. He is coming up with a recommendation to put in a new ceiling in the main
area and drop ceilings, and we will be able to cut down on the heating bills.
WARDEN: Also in the big jail he is going to drop the ceiling.

VICE-CHAIRMAN: Do I have a motion for payment of bills for the month
of March?
(The cost of the guards' uniforms was once again mentioned ant the Warden again explained
that this was the cost for the years 1976 and 1977. )
Moved by Commissioner Gilmore that the prison bills for the month of
March be paid; seconded by Sheriff Johns.
Roll call taken: Commissioner Paluso, Yes; Commissioner Morgan, Yes;
Commissioner Gilmore, Yes; Sheriff Johns, Yes; Judge Gladden, No; Judge Bell, Yes,
Motion carried.
VICE-CHAIRMAN: Anything under miscellaneous? There being none, do I
have a motion to adjourn?
Moved by Judge Gladden for adjournment; seconded by Commissioner
Gilmore. Motion carried by unanimous vote cast by the Board signifying their approval
by stating "Aye".
Meeting adjourned at 11:45 A. M. at which time the members of the
Board went to the jail to inspect the bunkroom,
