Minute No. 5-P Washington, Pa. May 25, 1977
The monthly meeting of the Washington County Prison Board was held on
Wednesday, May 25, 1977 at 11: 40 A.M. in the Commissioners' Office with the following
members being present: Judge DiSalle, Judge Gladden, Judge Simmons, Commissioner
Paluso, Commissioner Gilmore, Controller Mascara and Acting Sheriff Fazzoni. Also present
were Warden Taylor and Bob Robertson from the Observer -Reporter.
The meeting was called to order by Chairman Mascara.
CHAIRMAN: We will go a little out of order and have the Warden's Report first.
Warden's Report:
WARDEN TAYLOR: There is very little to report as far as new things happening.
At the present time, the population is high; about 91. We opened up the bunkroom last week
end and that seems to be working out fine. Everything since January has gone very smooth;
no problems of any kind; inmate morale is good; security guard situation good; no problems
to report.
CHAIRMAN: How about the recreation yard?
WARDEN TAYLOR: We are out every day for an hour and a half, weather permitting.
JUDGE GLADDEN: I think the Commissioners, some time in the past, noted a
continuing problem the jail had with overtime. Has that been worked out smoothly?
WARDEN TAYLOR: I think it has. When people report off I haven't been replacing
them with anyone.
COMMISSIONER PALUSO: It is my understanding that you have all the new mattresses
that you need and we had several items from the old county home that you now have.
WARDEN TAYLOR: Yes, I reported that at the last meeting.
COMMISSIONER PALUSO: We are in the process of redesigning your kitchen. We have
a man engaged to redo the kitchen in the jail with equipment from the county home.
CHAIRMAN:
I would like to commend the warden on the fine job he is doing.
I have had the opportunity to talk to employees and the people that help in the administration
of that operation and everyone is quite pleased. They have never seen things run so smoothly;
morale is high. He is quite fair with everyone.
COMMISSIONER PALUSO: I notice that on the last page of the prison bills the Washington
Hospital Services are listed twice. Why is this?
WARDEN TAYLOR: That is the way my secretary does it. It is merely
a duplicate of the previous page.

JUDGE GLADDEN:
I notice the name of Western Pennsylvania Grocers, Inc. , is
that the supplier for the new county home?
COMMISSIONER PALUSO: That is one of them. What we are doing is we are buying items
from where we get the best price.
JUDGE GLADDEN:
Max said at the last meeting you were going to furnish the
prison commissary out of the supplies bought.
COMMISSIONER GILMORE: We are not able to do that now at this time.
CHAIRMAN:
Do I have a motion for approval of the minutes of the regular
meeting of April 20, 1977, Minute No. 4-P?
Moved by Judge Simmons that Minute No. 4-P be approved; seconded by
Judge Gladden. Motion carried by unanimous vote cast by the Board signifying their approval
by stating "Aye".
CHAIRMAN: Is there anything under unfinished busj:pess? NONE.
Any new business? Any Comments? No Comments.
Do I have a motion for payment of bills for the month of April? Moved by
Acting Sheriff Fazzoni that the prison bills for the month of April be paid; seconded by
Commissioner Gilmore. All the Board,with the exception of Judge Gladden, signified their
approval by stating "Aye". Motion carried.
(The June Prison Board will be held at the Jail.)
CHAIRMAN: Do I have a motion to adjourn?
Moved by Commissioner Gilmore for adjournment; seconded by Judge
Simmons. Motion carried by unanimous vote cast by the Board signifying their approval
by stating "Aye".
Meeting adjourned at 11:50 A.M.
