Minute No. 6 -P
Washington, Pa. June 15, 1977
The regular monthly meeting of the Washington County Prison Board was
held on Wednesday, June 15, 1977 at 11:50 A. M. in the Washington County Prison with
the following members being present: Judge Bell, Commissioner Morgan, Commissioner
Paluso, Commissioner Gilmore, Controller Mascara and Acting Sheriff Fazzoni. Also
present were Warden Taylor and Jon Stevenson from the Observer -Reporter. Ned Gehris
sales representative from G. S. Butz Company was present to demonstrate camera
equipment.
The meeting was called to order by Chairman Mascara.
CHAIRMAN: Everyone having received a copy of the minutes of last month's
meeting, do I have a motion for approval of Minute No. 5-P?
Moved by Judge Bell that Minute No. 5-P be approved; seconded by
Commissioner Morgan. Motion carried by unanimous vote cast by the Board signifying
their approval by stating "Aye",
Warden's Report
WARDEN TAYLOR: The jail population at the present is 84. Since our last
meeting, we did have a prisoner abscond. The thing I would like to add on that is to ask
the Board about having another coil wire out in the yard. Yesterday I scaled the fence
myself and I think if we had another coil wire in addition to the one we have I think it will
help as far as security goes.
CHAIRMAN:
I recall when Commissioner Robinson was here he made
a recommendation about that. At that time he suggested we put in another high wire, and
I also made that recommendation. I agree that this should be done.
COMMISSIONER MORGAN: I think that is fine and I don't think it needs any action from
the Board. I think the Warden should go ahead and do it.
(The Warden brought up the situation involving female prisoners. At the present time he
only has one federal prisoner and 4 matrons. After discussion, it was suggested that the
female prisoners be sent to either Greene or Westmoreland County and the Warden no
longer accept county prisoners. )
COMMISSIONER MORGAN: We are looking for a single woman for the job as matron.
I think we should be able to redo the apartment we originally had and make this position
a little more attractive for someone; cutting down on the cost of having 4 matrons and
employ one full -time -matron,
COMMISSIONER PALUSO: I think we should instruct the Warden to come up with a
plan and at next month's meeting make a decision on this.

WARDEN:TAYLOR: The Warden of Westmoreland County called in reference to
the population in his county jail. He is overloaded and wants to know, starting next week,
if we can take some of his prisoners at $14 a day?
COMMISSIONER PALUSO: We've got to work out the legitimate costs. I am sure it
costs us more than $14 a day to keep prisoners here.
COMMISSIONER MORGAN: Frank, will you have someone go over cost analysis for us?
My thoughts on this, in the spirit of cooperating with our neighboring county, is that if they
are overloaded, let us take them, with the reservation that we are going to do a cost analysis
and the figure may change next month.
I make a motion that we accept prisoners from Westmoreland County Jail
and the Controller's Office do a cost analysis and give the recommended figure for the
Board's consideration. This motion seconded by Judge Bell. Motion carried by unanimous
vote cast by the Board signifying their approval by stating "Aye".
CHAIRMAN: There are no Committee Reports.
Po I have a motion for approval of last month's bills? You will notice,
Commissioner Paluso, that the duplication of the hospital and doctor bills have been deleted.
This had been a practice of Warden Roupe's, in the past.
COMMISSIONER MORGAN: In regard to the groceries, we are not quite prepared yet to
do all the buying yet.
Moved by Judge Bell that the bills for the month of May be paid;
seconded by Sheriff Faxxbni. Motion carried by unanimous vote cast by the Board signifying
their approval by stating "Aye".
Ned Gehris, sales representative from G. S. Butz Company,
explained the camera equipment which he had and also took pictures of the members of the
Board. Cost of the one camera is $2000 and the instant reprint camera is $850. This
camera would be run by the Warden and would be kept in his office. Pictures of the inmates
would be kept in their file. The possibility of purchasing this camera equipment to be
discussed at the next meeting.
CHAIRMAN: Do I have a motion Rio adjourn? Moved by Judge Bell for adjournment;
seconded by Commissioner Morgan. Motion carried by unanimous vote cast by the Board
signifying their approval by stating "Aye". Meeting adjourned at 12:30 P. M. at which time
the Board went to the Jail's kitchen for lunch.
