Minute No. 9-P
Washington, Pa., September 21, 1977
The regular monthly meeting of the Washington County Prison Board was
held on Wednesday, September 21, 1977 at 11:45 a.m. in the Public Meeting Room
with the following members being present: Judge Sweet, Judge Simmons, Judge BelL,
Judge Gladden, Judge DiSalle, Commissioner Morgan, Commissioner Gilmore,
Controller Mascara and Sheriff Fazzoni. Also present were Warden Taylor, Earl
Bugaile from WKEG and Bob Robertson from the Observer -Reporter.
CHAIRMAN: Everyone having received a copy of the minutes of last
month's meeting, do I have a motion for approval of Minute No. 8-P?
Moved by Judge Sweet that Minute No. 8-P be approved; seconded by
Judge Simmons. Motion carried by unanimous vote cast by the Board signifying
their approval by stating "Aye".
Warden's Report
WARDEN TAYLOR: The jail population is 90. Jail operations are normal
and no significant problems exist. There is, however, only one problem that
I would like to make known to the Prison Board today and that is the locks on
the cell doors, particularly those in the Juvenile Range. It takes approximately
5 to 10 minutes to open each cell because of the malfunctioning of the locks.
This naturally can cause serious problems.
Discussion was held.
Moved by Judge Bell, seconded by Judge Simmons that Warden Taylor
proceed to have all the locks in the County Prison repaired. Motion carried by
unanimous vote cast by the Board signifying their approval by stating "Aye".
There were no Committee Reports.
Unfinished Business
WARDEN TAYLOR:
I would like to inform the Board that construction of
the barbed wire fence for the prison recreation yard will begin on September 22,
1977.
Also, I have laid off two matrons effective August 30, 1977. Since
then we have been working with only two matrons as per union contract. The
situation is working out well.
Warden Taylor asked the Board's permission to attend a seminar in
Gettysburg on October 13, 14 and 15.
JUDGE SIMMONS: What would be the cost to the County?
WARDEN TAYLOR: About $100.00.

CHAIRMAN: Do I have a motion to let the Warden attend this seminar?
Moved by Judge Bell; seconded by Judge Simmons that Warden Taylor be
given permission to attend this seminar. Motion carried by unanimous vote cast
by the Board signifying their approval by stating "Aye".
CHAIRMAN: Do I have a motion to approve the prison bills for the month
of August, 1977?
Moved by Commissioner Gilmore; seconded by Judge DiSalle that the
August prison bills be approved. Motion carried by unanimous vote cast by the
Board signifying their approval by stating "Aye".
COMMISSIONER GILMORE: I would like to mention that House Bill 1811 has
been deleted as far as the Warden moving into the Jail to live.
Discussion was held.
CHAIRMAN: Do I have a motion to adjourn this meeting?
Moved by Judge Bell; seconded by Commissioner Gilmore to adjourn.
Meeting was adjourned at 12:00 noon.
