Minute No. 10 P
Washington, Pa. , October 19, 1977
The regular monthly meeting of the Washington County Prison Board was held
on Wednesday, October 19, 1977 at 11:45 A. M. in the Public Meeting Room with the
following members being present: Judge Sweet, Judge Gladden, Judge Simmons, Commissic
Morgan, Commissioner Gilmore and Controller Mascara. Also present were Warden
Taylor and Earl Bugaile from WKEG.
CHAIRMAN: Everyone having received a copy of the minutes of last month's
meeting, do I have a motion for approval of Minute No. 9-P?
Moved by Commissioner Gilmore that Minute No. 9-P be approved; seconded
by Judge Gladden. Motion carried by unanimous vote case by the Board signifying their
approval by stating "Aye".
Warden's Report
WARDEN TAYLOR: I really have very little to report. Jail operations in the
recent months have been exceptionally smooth. Either I am doing a good job or else the
staff is. I have very little problems. I believe it is due to some of the new programs we
now have. We have a drug program; also we now have indoor recreational facilities.
CHAIRMAN: The Warden was discussing with me the need for fire extinguishers.
Do we have any from the county not in use?
COMMISSIONER MORGAN: They are in the new home.

COMMISSIONER MORGAN: I would ask the Warden to get in touch with our insurance
broker George McMahon. He had all the other buildings gone over and he determines how
many you would need.
Unfinished Business
CHAIRMAN: In regard to the locks on the jail doors, this is presenting a
problem, especially if there were a fire.
WARDEN TAYLOR: My main priority is to get locks in the juvenile range.
COMMISSIONER MORGAN: In regard to the barbed wire fence in the recreation yard,
why wasn't the umbrella put in according to the specifications?
WARDEN TAYLOR: I discussed this with them and saw the blueprint they offered. It
only called for it to cover two sides.
COMMISSIONER MORGAN: Ask Mr. Birch to call me. My interpretation was that the
umbrella was to be all the way around rather than two sides.
WARDEN TAYLOR: If somebody presents an offer to the Commissioners and it is
approved, it is not up to me to change it.

COMMISSIONER MORGAN: I'm asking you if this is what you wanted done.
JUDGE SIMMONS: If the Warden sees a situation that exists that will cause
someone to escape, it is up to him to say something.
COMMISSIONER MORGAN:
WARDEN TAY LOR:
Can a man climb over the fence?
There is a possibility.
COMMISSIONER MORGAN: Why put it only on two sides rather than the whole yard?
CHAIRMAN: When Commissioner Robinson was here and discussed this, he
suggested that only the two sides be corrected.
COMMISSIONER GILMORE: Do ypu think it is necessary to put it on the high side of the yarl
WARDEN TAYLOR: I don't think so, but if it was in the plan that was presented to
the Commissioners, it should be done.
CHAIRMAN: Under new business, Judge Simmons has something.
JUDGE SIMMONS: Under the new Rules and Regulations of the Department of
Public Welfare, there is no way for us to use the jail for juveniles if we follow these regula-
tions. Juveniles have to be completely separated from the adults.
COMMISSIONER MORGAN: The State Association of Commissioners is appealing this.
JUDGE SWEET: Is there any way we can tie this up in litigation to hold it in
limbo until somebody gets a case up?
JUDGE SIMMONS:
I don't know. We have until January 1 st to get things
rearranged to conform to these new laws.

COMMISSIONER MORGAN: We will check with our Association and see what they are doing
in this regard.
New Business
CHAIRMAN: Everybody received a letter from the Warden about the heating probler
in the jail, but I understand that has been rectified.
COMMISSIONER MORGAN: We are going to spend money insulating the jail. We are going
to insulate the ceiling and go from there.
CHAIRMAN: Do I have a motion to approve the prison bills fear September, 1977?
Moved by Commissioner Gilmore; seconded by Judge Simmons that the
September prison bills be approved. Motion carried by unanimous vote cast by the Board
signifying their approval ;by stating "Aye".
CHAIRMAN: Do I have a motion to adjoun-4his meeting? Moved by Commissioner Gilmore
seconded by Commissioner Morgan to adjourn. Meeting adjourned at 12:05 P.M.
