PALUSO, COMMISSIONERS 1 L Minute No. 11 P Washington, Pa., November 16, 1977 The regular monthly meeting of the Washington County Prison Board was held on Wednesday, November 16, 1977 at 11:35 a. m. in Conference Room #1 with the following members being present: Judge Gladden, Judge Bell, Judge Simmons, Judge DiSalle, Commissioner Gilmore, Sheriff Fazzoni and Controller Mascara. Also present was Warden Jay Taylor. CHAIRMAN: Everyone having received a copy of the minutes of last month's meeting, do I have a motion for approval of Minute No. 10-P? Moved by Judge Gladden that Minute No. 10-P be approved; seconded by Judge Bell. Motion carried by unanimous vote cast by the Board signifying their approval by stating "Aye". Warden's Report WARDEN TAYLOR: Operations at the jail are smooth. As requested by the Commissioner's Office, I have taken the necessary precautions to avoid problems with prisoners escaping from the jail during the construction period. Unfinished Business CHAIRMAN: Warden Taylor, have you anything new to report to this Board concerning the fire extinguishers at the jail? WARDEN: I was requested to contact Mr. George McMahon, our insurance broker about the fire extinguishers. He told me he would be at the jail to overlook the situation but he has failed to show up. New Business CHAIRMAN: Everyone having received a copy of the letter from the Pennsylvania Bureau of Corrections, I would like to draw attention to paragraph 138, page 12 regarding recommendations, particularly those relating to fire safety. Discussion was held on the existing conditions of the locks in the main male cellblock and also on replacing the mattresses throughout the prison with self extinguishing fire retardant ones. Moved by Judge Simmons, seconded by Judge Bell to buy 100 mattresses at $57.00 per mattress from the Pennsylvania Penal System and also to buy all new locks for the cell doors. All members voted in favor of this motion except Commissioner Gilmore. CHAIRMAN: Another recommendation made by the Bureau of Corrections was that of replacing our photographic equipment with a modern photographic camera. 569- Pri son Board MINUTE B O O K BOARD OF COUNTY1)aQvQ1h1[ff1f. gj� S WASHINGTON COUNTY, PENNSYLVANIA Malcolm L. Morgan EDWARD M. PALUSO, COMMISSIONERS Discussion was held and a motion was made by Judge Bell; seconded by Judge Simmons to purchase the necessary camera equipment. Motion carried by the Board signifying their approval by stating "Aye". Commissioner Gilmore abstained. WARDEN TAYLOR: Even though the Prison Board voted in favor of this motion, in my position, I still will not buy without the approval of the County Commissioners. CHAIRMAN: I would like to have it made known to the Board at this time that the bid for the insulation and drop ceiling in the jail was awarded to Easley and Rivers, Incorporated. JUDGE SIMMONS: I would like to know what is going to be done about the housing of juveniles in our county. The juveniles must be separated from the adults and in order to be in compliance with the rules and regula- tions of the Department of Public Welfare, the whole jail is going to have to be rebuilt. We have such an overload of juveniles now that we have been sending them down to Beaver County. COMMISSIONER GILMORE: We are looking into some alternatives but none seem feasible. We just can't conform with the regulations at this time. JUDGE GLADDEN: What about the possibility of making the sixth and seventh floors of the Gillespie building a part of the jail? Discussion was held. to COMMISSIONER GILMORE: One course of action would be/have Mr. Diamond file charges against the Department of Public Welfare but that is impossible. Gus is just too busy with other law suits. He just doesn't have the time. CHAIRMAN: Do I have a motion to approve the prison bills for October, 1977? Moved by Judge Simmons; seconded by Sheriff Fazzoni that the October prison bills be approved. Motion carried by unanimous vote cast by the Board signifying their approval by stating "Aye". CHAIRMAN: Do I have a motion to adjourn this meeting? Moved by Sheriff Fazzoni; seconded by Judge Bell that the meeting be adjourned.
