Minute No. 7 -P
Washington, Pa. , July 21, 1976
The regular monthly meeting oftthe Washington County Prison Board was held on
Wednesday, July 21, 1976 at 11:30 A. M. in the Public Meeting Room with the following
members being present: Judge Sweet, Judge DiSalle, Judge Gladden, Judge Bell, Commission,-r
Morgan, Commissioner Paluso, Commissioner Gilmore, Sheriff Debreczeni and Controller
Mascara. Also present were: Warden Roupe, Earl Bugaile of WKEG and Jon Stevens of
the Observer -Reporter.
The meeting was called to order by Chairman Mascara.
CHAIRMAN: Do I have a motion to approve the minutes of the previous meeting?
Moved by Judge Bell; seconded by Judge DiSalle that Minute No. 6-P
be approved. Motion carried by unanimous vote cast by the Board signifying their approval
verbally by stating "Aye. "
WARDEN'S REPORT
I talked to Mr. Brady and Mr. Bevec in reference to the work -release
room. I received a letter from the Bureau of Corrections as to the sanitary facilities to be
built and a wall is to be built between the area and the electrician's space. Mr. Brady said
he would take this up withEthe Commissioners and they will act on it as soon as possible.
In the letter from Mr. Harry Wilson, he recommedded that we install 2 showers, 2 commodes,
and 2 wash basins.
COMMISSIONER GILMORE: How many people will be using this room?
WARDEN ROUPE: Five work -release and 32 week enders.
COMMISSIONER MORGAN: My recommendation is that we will supply draftsmen and all
recommendations from the state people and try to come up with a basic layout of what you
want done and then bring them back and pass through the Chairman of the Prison Board and
make sure that everyone agrees with this.
WARDEN ROUPE:
When Commissioner Robinson was here last week he suggested
that in the recreation yard there should be barb wire and angle irons. I talked to Mr.
O'Brien, the engineer who did the work before, and he said it would not be much of a
problem. He said he would give me a tentative price to turn over to the Commissioners.
(Medical care and treatment are creating a few problems and discussion was had on this.)
WARDEN ROUPE:
I would like to state that Mr. Johns is going to the District
Attorney's office to work and we will be short of one man.
CHAIRMAN: Is anyone going to replace him?
COMMISSIONER MORGAN: Is there anyone who can replace him?

Can you put someone in temporarily until the new warden
Do you want to appoint someone temporarily as acting deputy?
I wouldn't want to appoint anyone now.
Is there anything else?
Not a thing.
On the search for a new warden, Commissioner Robinson
was here and gave his recommendation of the three (3) best applicants, and we have
invited them here for an interview the morning of August 5th. Wadge Bell, Commissioner
Gilmore and I will go over these and figure which one is the best and we will comb back
to the Board for recommendations and discussion and vote.
CHAIRMAN:
Any comments or questions in that regard? Since there are
none, we will go on to unfinished business.
WARDEN ROUPE: In regard to the record roordocation; it is completely cleaned
out. Draftsmen are to design this.
CHAIRMAN: Under new business, I would ask that the Board approve
the bills for the month of June.
Moved by Commissioner Paluso; seconded by Sheriff Debreczeni that
the bills for the month of June, 1976 be approved.
(There was discussion on where food for jail is being purchased. It was agreed that this
is a matter for the Commissioners.)
Motion to approve bills for the month of June was carried by unanimous
vote cast by the Board signifying their approval verbally by stating "Aye."
A letter from Pastor Bannister was read by the Chairman. It was stated that this
correspondence should be referred to the Ministerial Association.
CHAIRMAN: In regard to the money that was stolen at the jail, I learned that the
trusties also have access to the box where the money is kept for weekenders and outprisoners.
COMMISSIONER PALUSO: Are any steps being taken to prevent this from happening
again?
CHAIRMAN: Everything will be locked up where the other prisoners stuff is kept.
WARDEN ROUPE: The guard has the key for the box. I talked to Walter Marm. and he
wants to talk to you about polyograph tests.

CHAIRMAN: I'll talk bo Walter. Are there any claims being made against the county
by the prisoner?
WARDEN RBUPE: No.
CHAIRMAN: When Commissioner Robinson was here and went through the jail with
me he reported that he was very pleased with the conditions and his only recommendation
was the change in the jailyard which has been mentioned by the Warden.
Are there any other matters to come before the Board. There being none, I would
ask for a motion to adjourn.
Moved by Sheriff Debreczeni that the meeting be adjourned; seconded
by Commissioner Gilmore.
Motion carried by unanimous vote cast by the Board signifying their
approval verbally by stating "Aye. "
