PALUSO, COMMISSIONERS 1 1 Minute No. 8 - P Washington, Pa. , August 18, 1976 The regular monthly meeting of the Washington County Prison Board was held on Wednesday, August 18, 1976 at 11:30 A. M. in the Public Meeting Room with the following members being present: Judge Sweet, Judge DiSalle, Judge Bell, Judge Simmons, Commissioner Morgan, Commissioner Paluso, Commissioner Gilmore, Assistant Deputy Controller August Stache. Also present were: Warden Roupe, John Fantini, Charles GUb--Wie and Jon Stevens of the Observer -Reporter. In the absence of Chairman Mascara, Vice -Chairman Judge John Bell called the meeting to order. VICE -CHAIRMAN: Do I have a motion for approval of Minute No. 7-P? Moved by Judge Sweet; seconded by Commissioner Gilmore that Minute No. 7-P be approved. Motion carried by unanimous vote cast by the Board signifying their approval verbally by stating "Aye". JUDGE SIMMONS: I have a hearing to attend, but I am here because I understand that there is a little emergency in the jail. The water has been turned off in part of the jail and there is a question about the sanitary facilities. Also, some of the juveniles might have to be taken across the area with the adults. What is being done to correct this? WARDEN: They will be taken to a wing away from the adults. The right side of the jail has 4 showers on each tier and have been leaking into the boiler room. Mr. Bevec and Mr. Brady came down and looked into this. Mr. Bruno and Mr. Cozy also looked into this and they want to repair all the showers. They said this would run around $1500. JUDGE SIMMONS: Do we make the appropriations or the Commissioners? COMMISSIONER PALUSO: The Commissioners do. JUDGE BELL: How long would this take? WARDEN: I don't know, They said they would talk to the Commissioners. JUDGE BELL: Are they waiting to get the money to repair them? JUDGE SIMMONS: This should be repaired immediately. JUDGE BELL: I think we all agree that it should be repaired immediately. COMMISSIONER PALUSO: I recommend that it be done as soon as possible. We have never received anything on this. JUDGE SIMMONS: You didn't know anything about this until now? COMMISSIONER PALUSO: We have not received a proposal, price or anything at all. PALUSO, COMMISSIONERS JUDGE SIMMONS: I move to instruct the Commissioners to correct thwwater problem immediately. The Department of Welfare was over in the jail inspecting this. COMMISSIONER GILMORE: How does the Welfare fit into this? They have no right to do this. JUDGE SIMMONS: They are allowed to do this. COMMISSIONER GILMORE: They don't have the right to do this. It is up to the Bureau of Corrections. JUDGE SIMMONS: They have the right to go into the juvenile section. JUDGE BELL: What provisions have been made for showers? (Commissioner Morgan enters meeting.) (What had transpired about problem at the jail with regard to the water was explained to Commissioner Morgan.) COMMISSIONER MORGAN: We will get a plumber over and see what we can do about fixing these showers. (Judge Simmons leaves meeting.) WARDEN'S REPORT: Medical service was restored on July 27. Nurses and doctors are working very good. We shouldn't have any problems from here on in. The work release room ---Mr. Brady was down and looked this over and that is being handled properly. It should be ready in the near future. Recreation yard ---We are trying to get men to do that work. As soon as we get enough men, that will be taken care of. We had an incident with a prisoner that was brought in and the guard had to use mace on him, and he had a chemical reaction to this and had to be hospitalized. He was released from the hospital yesterday. JUDGE SWEET: Is he threatening suit? WARDEN REI( PE : No. COMMISSIONER GILMORE: I thought mace was to be used for defensive purposes only. WARDEN ROUPE : The guard was wrong ----- COMMISSIONER GILMORE: I think the use of mace is uncalled Ov. I'm not even sure the guards should have it. JUDGE BELL: Warden, maybe you ought to inform your guards when to use it. WARDEN ROUPE: There was another incident this morning. PALUSO, COMMISSIONERS JUDGE BELL: I know about this. He was a prisoner I sentenced, and he was not satisfied with his sentence. JUDGE BELL: Are there any other reports? Judge Sweet, do you have one on the Warden's Search Committee: JUDGE SWEET: It has been impossible for Judge Bell, Commissioner Gilmore, Controller Mascara and I to get together to review the individuals that we interviewed, but hopefully we can get together and come up with recommendation for the next meeting for our first choice for our new warden. JUDGE DISALLE: Have you completed the interviews? JUDGE SWEET: Yes. We interviewed 3 of them, and they were all good men. Although we are not in absolute agreement in rank, I think in a period of discussion, r we can reach agreement on what to do. JUDGE BELL: Any other committee reports? Commissioner Morgan gave copies of plans for the proposed bunkhouse to each member of the board (There was much discussion on this.) The general concensus is that there should be at least 4 washbasins, 2 commodes, 2 showers and the bunkbeds should be 3 high; also there should be enough space to accommodate between 24-36 men. COMMISSIONER MORGAN: Are there any other suggestions? JUDGE SWEET: I think it would be necessary to have some plavice to sit other than the bunkbeds, such as folding chairs to be used as a day area. (Judge Sweet leaves the meeting. ) JUDGE BELL: Is there anything more under unfinished business. Since there is none, is there anything under new bus�aess? There being nq further business, I would ask that the Board approve the bills for the mont# of July. Moved by Commissioner Gilmore; seconded by Commissioner Morgan that the bills for the month of July, 1976 be approved. Commissioner Paluso questioned the hospital bills of $1213; also a ledger book. After some discussion, this was straightened out.
