Gilmore �K1F'�X�HCI� EDWARD M. PALUSO, COMMISSIONERS F-J Washington, Pa. September 10, 197 A special meeting of the Washington County Prison Board was held on Friday, September 10, 1976 at 11:45 A. M. in the Public Meeting Room with the following members being present: Judge Sweet, Judge Bell, Commissioner Morgan, Commissioner Paluso, Commissioner Gilmore, Controller Mascara, District Attorney Jess Costa and Sheriff Debreczeni. CHAIRMAN: I visited two jails; one in New Castle and one in Indiana, and I was very impressed with the facilities there. I spoke with Judges DiSalle, Gladden and Simmons, who couldn't be here today. They are willing to accept the recommendations of the Search Committee. JUDGE SWEET: The committee composed of Judge Bell, Commissioner Gilmore and was myself/appointed by Controller Mascara to conduct the Warden's Search. We received a sizeable number of applications which we considered. We met with the Commissioner of Corrections and he picked three (3) who of his knowledge would be good ones for this position. We then interviewed those three; Judge Bell, Commissioner Gilmore and I met with them, individually. Our vote narrowed down to two. Mr. Mascara, who was on the committee ex officio as President of the Prison Board, was unable to be there, so he drove to New Castle and met Mr. Gregg and looked over their institution. He also drove to Indiana and looked at Mr. Taylor. After discussion and meeting, we are presenting a unanimous report supporting the hiring of Jay R. Taylor. He originally comes from the Monongahela Area; graduated from Ringgold High School; attended Allegheny County Community College for two (2) years; took a degree of Bachelor of Arts in Criminology at Indiana University and one in the Master of Arts id the same field; assistant for coaching of freshman basketball; MP in the U.S. Army; Campus Policeman; Security Officer; worked his way through college at Indiana as a guard in the jail; then he was assistant warden of the Indiana County Jail and then Warden. I talked to Judge Handler of Indiana County, whom I know rather well and he recommended Mr. Taylor very highly. I have, and want to make part of the record, letters from Robert Lusk, District Commander of the American Legion; Thomas Sculco, Director of Adult Probation Westmoreland County; and Milton Rosenberg all recommending Mr. Taylor. These letters were not solicited by us. 'He is 613" tall and weighs 210 pounds. I think he is a firm, direct, manly individual who will be suitable for the warden's position for us and on behalf of the Search Committee, I nominate Jay R. Taylor of Indiana for this position. RALUSO, COMMISSIONERS SHERIFF DEBRECZENI: Were there any other applications received? JUDGE SWEET: About 20 ---- we interviewed the three (3) we considered the best. We interviewed the Warden of Lawrence County Jail; the Major of the Dauphin County Jail and this one. All of, us agreed that Gregg and Taylor were the two (2) best. Commissic Robinson recommended both of them. We had discussions with them for a long time and subjected them to a relatively thorough grilling; something similar to cross examination with different concerns and attitudes. Mr. Mascara then went up to the two (2) jails and looked at the two (2) men in their native habitate. SHERIFF DEBRECZENI: Do we have to vote on the application, or can we submit other names? JUDGE SWEET: It would be in order for you to oppose my motion and give another name. I have put my man in nomination. This committee has come up with a unanimous report. You are not coerced by what we do. It's up to you to decide. CHAIRMAN: I'll ask for a second. JUDGE BELL: I'll second Judge Sweet's motion. SHERIFF DEBRECZENI: I make a motion that we consider Abe Zahmaid,deputy or lieutenant down at the Jail, for this position. DISTRICT ATTORNEY COSTA: I'll second that motion, CHAIRMAN: Are there any other names for consideration? ( Roll call taken on names of Jay Taylor and Abe Zeha nd) Commissioner Gilmore; Taylor: Controller Mascara; Taylor: Judge Sweet; Taylor: Commissioner Morgan; Taylor: Judge Bell; Taylor: District Attorney Costa; Zahand: Sheriff Debreczeni; : Commissioner Paluso; Zaband. SHEjtIFF DEBRECZENI: I make a motion that Mr. Jay Taylor will be our new designated warden, after consideration of this Board. DISTRICT ATTORNEY COSTA: I'll second that motion. Motion carried by unanimous vote cast by the Board signifying their approval verbally by stating "Aye". JUDGE SWEET: The President of the Prison Board has to appear before the Salary Board to get the salary fixed, and I think we should instruct him as to what he should do. I propose that the Board instruct Mr. Mascara to ask that Mr. Taylor come to work October 1st or as near thereto as is practicable, and we compensate him if we can get it through the Salary Board. He is to make a motion that the compensation be $13, 500. COMMISSIONER MORGAN: What does the present warden make? COMMISSIONER MORGAN: I'll vote to give him $13, 500. JUDGE SWEET: Frank is to say to Mr. Taylor that we are hiring him at $13, 500 and that salary may go through 1977. If he says okay, we can make independent judgment. (Members of the Salary Board being present all voted that the salary of Jay Taylor should be $13, 500. ) Meeting was adjourned at 12:10 P.M.
