Board of County Commissioners met in regular session with the follow-
ing members being present: Commissioners Flynn, Bevec and Mazza. Also present be-
ing: County Solicitor Capano, Chief Clerk Kittridge, Messrs. Hall, Roney and Sicchi-
tano from the Tax Assessment Office (Members of the Board of Assessment and Revi -
sion of Taxes), Public Information Officer Huber and Reporter Robertson.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 2, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 2 be
approved, as read.

Old Business: None.
Special Order of Business:
Official Appointment of the Board of Assessment and Revision of
Taxes - former members retained through the Salary Board re -
organization meeting that all employees remain status quo on a
temporary basis until further notice.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the following
persons be appointed as members of the Washington County Board of Assessment and Re-
vision of Taxes:
James Hall, Chairman
Frank C. Roney
B. A. Sicchitano;
and that E. M. Lheureau, Jr., be appointed as the Chief Assessor for the County of
Washington.
Remarks: The above appointed Board must file Loyalty Oaths in the Office of
the Prothonotary, and also an Oath of Office.

Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller
be authorized to advertise for the printing and delivering to the Election Department of the
County Commissioners the necessary ballots, and election supplies, required for the con -
duct of the General Primary Election to be held Tuesday, April 23, 1968, and the delivering
of ballot boxes with election supplies to the judges of election for the one hundred and ninety-
seven (197) precincts. Bids to be received by the County Controller in his Office in the
Courthouse, Washington, Pennsylvania, until 11:00 a.m., Eastern Standard Time, Thursday,
February 1, 1968, and publicly opened immediately thereafter in the presence of the County
Commissioners.

Correspondence:
Letter under date of January 8, 1968, from Adolph L. Zeman, Esq. ,
Special Counsel, notified the Board that the Canonsburg -Houston Joint Authority had been
contacted and the proposed Easement and Release of Damages had been submitted to said
Authority. Letter made note that Attorney Zeman was in receipt of a letter from Morris
Knowles Incorporated, Engineers for the Canonsburg -Houston Joint Authority, which causes
him considerable concern, because of their requirements which indicate that substantial
changes will have to be made by the Corps of Army Engineers; and because of the sub -
stantial cost involved in making such changes; a copy of the letter from Morris Knowles
was enclosed for information and study. Special Counsel is also contacting Mr. Moran of
the Corps of Army Engineers, acquainting him with the receipt of the letter, for such action
or comment as he may care to make.
Mr. Bevec made note that the Borough of Canonsburg had scheduled a
meeting to include the Engineer, Corp of Engineers and representatives of Morris Knowles
Inc., and he was of the understanding the Board of County Commissioners, however, the
Commissioners did not receive any official notice; the Board made note that County Sur -
veyor Yuhas and/or Special Counsel should be in attendance at this meeting. Mr. Yuhas

Also made note that he would get in touch with Mr. Zeman to secure copies of all the
necessary material and information concerning the Canonsburg -Houston reach of the
Chartiers Creek Flood Control Project, in order to have a complete file for his use and
reference.

Deputy Controller Whalen entered the meeting.
Budget Request:
a) Letter under date of January 8, 1968 from Charles A. Gillespie,
Executive Director, Washington Greene Community Action Corporation, requested the first
quarterly allotment for the year 1968, in the amount of $2, 500. 00. Letter made note that
these funds are to be used to help support the various activities of said Corporation, which
include the Neighborhood Youth Corps, Head Start, a Work Experience Program, and
others.
b) Letter under date of January 4, 1968 from Ed Woods, County Agri -
cultural Agent, Cooperative Extension Service, requested an allotment in the amount of
$ 5, 000. 00.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the first quarter
allotment for the year 1968 in the amount of $2, 500. 00 to the Washington Greene Community
Action Corporation and an allotment in the amount of $5, 000. 00 to the Washington County
Agricultural and Home Economics Extension Association for the year 1968, be approved
for payment.
Letter under date of January 9, 1968, from William C. Porter, Esq.
Borough Solicitor, in behalf of the Borough of West Brownsville, formally requested that
the 1967 county aid allowance in the amount of $500. 00 to said Borough, be carried over to,
and paid in 1968; the work for which this money was to be used was actually contracted for
in 1967, but the contractor was unable to get to the job before the end of the year. It was
therefore no fault of the Borough that the fund was not used in the year for which it was
allocated.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the payment to
the Borough of West Brownsville, in the amount of $500, 00 be delayed until 1968.

Letter under date of January 3, 1968, from Dave Moore, Washington
Sportsmen's Association, and speaking for the membership, requested that a meeting be
arranged by the Commissioners to be held at the Club any evening it is convenient to dis -
cuss the status of said Association purchasing ground from the County.

Chairman suggested that the Association be informed that the Board of
Commissioners would be glad to attend a meeting with them to discuss the matter.
Chairman stated that Friday, January 12, 1968, at 3: 30 p.m., would be
a historical moment in the history of the County of Washington; this being the date that
Harold V. Fergus will be sworn in as the fourth Common Pleas judge.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Courthouse
closing be scheduled for 3: 00 p. m. on Friday, January 12, 1968; said closing t ime will
enable interested persons to attend the historic cermony.

Chairman stated that Commissioner Mazza has just completed two (2)
three-year terms on the Board of Directors of the 4-H Development Fund and under their
rules and regulations, he cannot succeed himself.
Moved by Mr. Flynn, seconded by Mr. Mazza, that John P. Bevec be
appointed to serve on the Board of Directors of the 4-H Development Fund, for a period
of three years.. This action to be effective January 1, 1968.

Moved by Mr. Mazza, seconded by Mr. Flynn, that the following

Note was made that Miss Marie Kelly, 988 Thompson Avenue, Donora,
Pennsylvania, of the Mon Valley Catholic Service, Washington County, whose one-year term
had expired, will not be able to serve another term, therefore, Joseph A. Zeffiro has been
recommended to fill the vacancy.
Moved by Mr. Mazza, seconded by Mr. Flynn, that the following person
be appointed as a member of the Washington -Greene County Mental Health and Mental Re-
tardation Board; said appointment to be effective January 1, 1968 for a term of three years.

Deputy Controller Whalen reviewed the financial status of the Mental
Health and Mental Retardation Program and recommended that the sum of $5000 be trans-
ferred from the General Fund to meet the general expenses.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the sum of $5000
be transferred from the General Fund to the Washington -Greene County Mental Health and
Mental Retardation Account.
Remarks: Mr. Bevec discussed briefly the anticipated funds under planning, and
anticipated expenses regarding necessary personnel, once a clinic is established in the
County.

The above resolution was read in full by the Solicitor and a copy is on
file in the 1968 File Folder (Resolutions), in the Office of the Chief Clerk.
Mr. Capano read letter under date of January 5, 1968, from Marion
Mohan, Regional Supervisor, Bureau of Family and Child Welfare, to Miss Louise Abel,
Acting Director of Washington County Child Welfare Services - re: advising that on January
15, 1968, the approval of her agency to use the relinquishment and abandonment provisions
of Sections 1.1 and 1. 2 of the Adoption Act will expire; the Field Representative in Pitts -
burgh must receive notification within ten days of receipt of the letter if Mis s Abel
wishes her agency to be re-evaluated for continued approval. Mr. Capano recommended
that Miss Abel be authorized to make such a request.
Moved by Mr. Mazza, seconded,by Mr. Bevec, that the Acting Director
of Washington County Child Welfare Services be authorized to notify Mrs. Elizabeth Welton,
Field Representative, 1004 State Office Building, 300 Liberty Avenue, Pittsburgh, Pennsyl-
vania 15222, that said Services would like to be re-evaluated for continued approval to use
the relinquishment and abandonment provisions of Sections 1. 1 and 1. 2 of the Adoption Act.

The Board, Solicitor and County Surveyor, reviewed an engineering
agreement between the County of Washington and Michael Baker, Jr., Inc., as the con -
sulting engineers regarding the extension of the Airport runway.

Mr. Mazza: Do you find the Contract to be in order Mr. Capano?
Mr. Capano: This is a standard form for that type of service.
During the review of the agreement, note was made that a resident in -
spections, if the services of the County Engineer are utilized, it willhave a great deal of
money.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the County of Washing-
ton enter into a contract with Michael Baker, Jr., Inc., Rochester Borough, Beaver
County, Pennsylvania, as the Consulting Engineers for the estension of the Runway at the
Washington County Airport.
Remarks: - Mr. Bevec: I seconded the above motion on the basis that it
is a hazard that is being corrected.

Mr. Yuhas: Prior to any construction, I think the Commissioners, should meet
with myself, the Solicitor and Engineer and strike out what we are going to do and what
we are not going to do.
Chief Clerk presented the following information on an Evening Real
Estate Educational Program: Registration - January 18, 1968, 6:00-8:00 p. m. at
Trinity High School. Fee is $40. 00 for each 16 week course and partial payment is due
upon registration. Textbook cost is approximately $9. 00. The following classes will
meet Tuesdays, beginning February 6, 1968:
Real Estate Administration & Management 6:00 - 8:00 p.m.
Real Estate Appraising 8:00 - 10:09 p.m.
Mr. Kittridge: There are five (5) field assessors
Mr. Bevec: I am very much in favor of them going to school.
Mr. Mazza: I certainly agree with Commissioner Bevec.
Mr. Flynn: You can't demand that they go to school.
Mr. Bevec: Let's offer them the course.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the program of
training at Trinity High School be approved for those participants at the expense of the
County; costs to include Registration, mileage one way and text books.
Mr. Bevec: We are going to ask the field assessors to go.
Mr. Flynn: You can't compel them to go.
