Moved by Mr. Bevec, seconded by Mr. Mazza, that Attorney William C.
Porter be appointed as the Solicitor for the Washington County Tax Claim Bureau, replac-
ing Sanford Finder; this action to be effective January 15, 1968. (Attorney Porter, when
necessary, will assist the County Solicitor. )

Motion carried unanimously.
Mr. Mazza made inquiry about the creation of a Bond Authority Corporation
and was informed by Mr. Flynn, that on the case pending in the Courts, it was announced
that a decision will be handed down around the first of February and that is why nothing
has been done as yet; we are keeping informed on the matter.
Moved by Mr. Mazza, seconded b y Mr. Bevec, that the meeting adjourn.

Board of County Commissioners met in regular session with the following
members being present: Commissioners Bevec and Mazza. Also present being: Chief
Clerk Kittridge, Public Information Officer Huber and Reporter Robertson. Absent being
Commissioner Flynn.
Meeting called to order by Acting Chairman Bevec and roll call taken:
Mr. Mazza - Present; Mr. Flynn - Absent; Mr. Bevec - Present.
Mr. Bevec announced that Commissioner Flynn is hospitalized and will not
be in attendance for awhile, although his recovery is coming along well.

Old Business:
Chief Clerk read letter from Charles O. Bohner, Executive Director of Washington
County Civil Defense, regarding the letter from Mr. John D. Anthony, Analysis Planner,
relative to the developing of a workable flood warning system for the Monongahela River
Valley area be established to warn people in the area of possible flooding in their commun-
ities. (See Minute No. 212, dated November 30, 1967) Mr. Bohner advised that such a
warning system was in effect during the March 7, 1967 flood in the Mon Valley area, and wa 3
used very effective to disseminate information for the Washington County Divil Defense
Office, that was received from the Western Area, State Council of Civil Defense, Butler,
Pennsylvania, to people in the Mon Valley River Area. Mr. Bohner also reviewed the
manner in which the warning was relayed to those involved during the March 7, 1967 flood.
A joint County Flood Control meeting will be held Monday, January 22, 1968 at 7:30 p. m. , i1i
the Lower Belle Vernon Borough Building, at which time Mr. Vernon T. Houghton, Jr.,
Chief of the Federal - State River Forecasting Service, Pittsburgh, Pennsylvania, will
address the group and answer questions pertaining to flood and river conditions in the Mon
Valley River area; a report will be submitted on the joint meeting by Mr. Bohner, before
the County Commissioners at their regular meeting on February 1, 1968.
County Solicitor Capano entered the meeting.
Chief Clerk presented a petition signed by those petitioners of the
taxing district known as North Strabane Township, concerning the appointment of Paul L.
Fidel, to serve out the unexpired term of Frank Oklesson, former Assessor who resigned.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the Board of
Commissioners make recommendation to the Board for the Assessment and Revision of
Taxes, Washington County, that Paul L. Fidel, 121 Griffwood Drive, Canonsburg, Pennsyl-
vania, be appointed as the Assessor for the taxing district of North Strabane Township, to
serve out the unexpired term of Frank Oklesson.

Chief Clerk presented a request to the Board that the County Controller be authorized to
advertise for bids for fleet insurance.

be authorized to advertise for bids for the furnishing of Fleet Insurance in a reliable and
approved insurance company for public liability, property damage, comprehensive A. C. V. ,
fire, theft, and collision coverage on trucks, automobiles, and road building machinery
owned and operated by Washington County. Bids to be received by the County Controller in
his Office in the Courthouse, Washington, Pennsylvania until 11:00 a.m. , Eastern Standard
Time, Thursday, February 8, 1968, and opened immediately thereafter in the Office of the
County Commissioners.

Chief Clerk - Correspondence:
Letter under date of December 8, 1967, from John L. Ruckman, a member
of the Board of Commissioners of the County Of Ohio, Wheeling West Virginia, notified
the Board that the Ohio County Board of Commissioners named the following two (2)
individuals as their members to the Inter State Compact Commission as it relates to the
Watershed Project:
1. John L. Ruckman, representing the Ohio County Commissioners
2. Jack Bethel, 33 Biltmore Avenue, Wheeling, West Virginia 26003
citizen appointee
and would appreciate receiving the names of the Washington County membership; once the
membership is known, it is hopeful that a joint meeting can be held in order to formulate
the plans of the Watershed Commission.

Moved by Mr. Mazza, seconded by Mr. Bevec, that Michael R. Flynn,
Chairman of the Board of Commissioners, County of Washington and John F. Cromwell,
Executive Director of the Washington County Planning Commission, be appointed as
members to the Inter State Compact Commission.
Remarks: Note was made that Mr. Cromwell is well versed on the program and has
been with it from the beginning and he is aware of the complete situation; Mr. Flynn is also
well acquainted with the situation; they both attended all of the meetings on the Compact.

Deputy Controller Whalen entered the meeting.
Moved by Mr. Mazza; seconded by Mr. Bevec, that the contract between
the Mackenzie Electric Service and Washington County be renewed to replace any and all
beacon pole lights at the Washington County Airport; contract to be effective from the 15th
day of January, 1968 to the 15th day of January, 1969.
Remarks: - Mr. Whalen: A certificate of Insurance must accompany the contract.

Controller Elish entered the meeting.
Chief Clerk presented a check in the amount of $798. 98, received from the Commonwealth
of Pennsylvania, Department of Military Affairs, Pennsylvania Aeronautics Commission,
representing the first and final payment on Agreement Number 93-A-68-18 (ME-17-49) be-
tween the County of Washington and the Commonwealth of Pennsylvania with regard to the
strobe lights at the County Airport.
Notification of Grant Award (revised Project) was received from
Elias S. Cohen, Commissioner, Department of Public Welfare, for the Services for the
Aging Program; the total amount of the award for the project year (11 / 1 / 67 to 10 / 31 / 68)
was in the amount of $8, 700. 00.
Notification was received from William H. Martin, that due to increased
labor equipment and various other costs in the maintenance of the sanitary land -fill, it
will be necessary to request an increase in the services being rendered to the county.
After considering the matter, the daily pick up for the County Home for Men would be in-
creased from $75. 00 to $85, 00 per month; County Home for Women - from $42. 00 to
$47. 00 per month and the Jail from $22. 00 to $27. 00 per month (note was made that
Mr. Martin provides the container service and keeps the said institutions free of garbage
and rubbish.

Notification also made note that Mr. Martin also provides a sanitary landfill for the use of
the County trucks at a charge of $20. 00 per month; and that private enterprise is providing
a very needed service which covers practically the entire Southeastern part of our
county and probably a territory which includes more than 50% of our population and all of
the industries in that district at no expense to the county other than the charges above
listed; attention being called to this service because of the fact that many counties are struggling
with the problem of the disposal of garbage and rubbish and under his present setup,
Mr. Martin is certain that we have land available for the next twelve or fifteen years.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the fee for
sanitary landfill for the use of the County trucks as provided by William H. Martin, be
increased from $20. 00 to $30. 00 per month.
Remarks: The Board was of the opinion that the services provided by William H.
Martin were very necessary that save the County of Washington, the City and surrounding
townships a great deal of money; Mr. Mazza has made inspection of the operation.

Mr. Capano presented a tax refund to the Board for approval; said
refund having been approved by the County Treasurer, Tax Assessment Office and County
Solicitor.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the Tax Assessment
Office be authorized to prepare the following tax refund due to either duplication or over -
payment of real estate tax.

Tax in the amount of $4 5. 75 net was paid on June 20, 1967
by DeFrance, Charles Talbert. T. A. #4117 corrects the acreage
by decreasing Charles Talbert DeFrance acreage and transferring the

Mr. Capano submitted an Ordinance concerning the County Parks to
the Board for consideration and recommended that it be read this date, advertised, to be
effective February 1, 1968.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the first (1st) reading
be given an Ordinance prescribing Rules and Regulations in the Parks operated by the
County of Washington and imposing penalties for violation thereof, and that the Solicitor
be authorized to advertise said Ordinance.

County Controller Elish left the meeting.
Mr. Whalen informed the Board that he had received a call from Mrs. McCamic,
Director, Home Health Services (Mon Valley United Health Services, Inc.), that the
county contribution for 1967 had been expected to be in the amount of $6, 000. 00; how -
ever, said Services had received the sum of $3, 000. 00, a balance in the amount of
$3, 000. 00 is still due. This matter will be checked with Chairman Flynn.
County Controller reentered the meeting.
Mr. Mazza stated that the County Solicitor should be authorized at this time
to draft a resolution in readiness to proceed should the issuance of bonds concerning the
construction of industry receive a favorable decision from the Court; said preparation
would give the Board a chance to review thoroughly.
