ing members being present: Commissioners Bevec and Mazza. Also present being: County
Solicitor Capano, Chief Clerk Kittridge, Public Information Officer Huber and Reporter
Robertson. Absent being Commissioner Flynn.

said Ordinance has been property advertised and becomes effective this date.
Moved by Mr. Mazza, seconded by Mr. Bevec, that An Ordinance Pre-
scribing Rules and Regulations for Preserving Public Property and to Promote and Preserve
Health, Safety and Welfare in Washington County Parks Operated by the Washington County
Department of Parks and Recreation, and Prescribing Penalties for the Biblation of such
regulations, be adopted.

tion with the Washington County Home and Hospital; both invoices totaling $17, 568. 01 and
subject tob0% reimbursement for a total of $8, 616. 00 from the federal government.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Invoice No. 4731E,
in the amount of $13, 260. 00 and Invoice No. 47316 in the amount of $4, 308. 01, as sub -
mitted by Joseph F. Bontempo and Associates, be approved for payment.

Mr. John Cromwell, Director of the Washington County Planning Commission, entered
the meeting.
Letter under date of January 26, 1968 from Thomas W. Georges, Jr...
M. D. , Secretary, Pennsylvania Department of Public Welfare, enclosed a revised Agree-
ment regarding State Civil Service coverage for personnel of Washington County Child Wel-
fare Agency and Mental Health and Mental Retardation Program, replacing the Agreement
signed by the Board of County Commissioners during 1967 which is null and void. Letter
stated that at a recent meeting with the Legislative Welfare Committee of the Pennsylvania
State Association of County Commissioners and its officials, the enclosed Agreement was
discussed at length, at which time it was explained to the Joint Committee that the Agree-
ment presented to the Board in June was found unsatisfactory by the Federal Government
because it did not mandate a uniform personnel practice for all counties. The revised
Agreement has been approved by representatives of the Department of Health, Education
and Welfare, the Civil Service Commission, the Attorney General and, of course, the
Department of Public Welfare, and meets all of the requirements necessary to obtain fed -
eral funds. The Department would appreciate receiving the executed Agreement no later
than March 1, 1968 and a final executed copy of the Agreement will be forwarded when all
signatures are affixed.

Agreement regarding State Civil Service coverage for personnel of Washington County

munication system, be approved; contract to be effective February 1, 1968 and until
terminated by either party with 30 days advanced notice via certified mail, for the sum of
$50. 00 per month.

Letter under date of January 24, 1968, from District Attorney Costa,
requested authorization to attend a four (4) day concentrated seminar in Harrisburg,
Pennsylvania; his First Assistant will accompany him.
Moved by Mr. Mazza, seconded by Mr. Bevec, that District Attorney
Jess D. Costa and First Assistant District Attorney Richard DiSalle, be authorized to
attend a four (4) day seminar sponsored by the National District Attorneys Association and
the Pennsylvania Department of Justice, February 12 - 16, 1968, in Harrisburg,
Pennsylvania.

Memorandum under date of January 31, 1968, from Michael George,
Parks Administrator, recommended that the present police service contract with Robert C.
Spencer for Mingo Creek County Park be nullified and void.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the police service
contract with Robert C. Spencer, dated November 1, 1967 for Mingo Creek County Park, be
cancelled and annulled; this action to be effective February 1, 1968.

Administrator George, recommended that those county employees who presently reside in
county parks be officially notified that the county will no longer pay for the utilities and heat -
fuel at their place of residence.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the following
Washington County employees who presently reside in county parks be officially notified
that the county will no longer pay for the utilities and heating fuel at their place of resi -
dence; this action to be effective March 1, 1968.

Note was made that Mr. Cromwell, Acting Director of the Parks and
Recreation Department, will notify the employee residents of the action taken by the Board
of Commissioners.
Chief Clerk reported that the First National Bank of Washington, Mel -
Ion National Bank and Pittsburgh National Bank, had been contacted for the purpose of
securing quotes for the borrowing of one million dollars on a take -down basis, as authorized
As of this morning, one (1) quote was received.
Mr. Kittridge: The banks were properly notified one-half hour after the regular
Board meeting held January 25, 1968.
Mr. Capano: They were properly notified.
Chairman upon the recommendation of the County Solicitor, instructed
the Chief Clerk to open and read the received quote.
Quote: January 30, 1968
The Washington Office of the Pittsburgh National Bank herewith
commits to lend the County of Washington during the 1968 Fiscal Year, temporary loans to be
repaid from anticipated tax revenues totaling in the aggregate One Million Dollars ($1, 000, 0(10)
at an interest charge of three and twelve one hundredths per centum (3. 12%) per annum.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Pittsburgh
National Bank be selected as the banking institution to borrow One Million Dollars
($1, 000, 000. 00) and the following resolution adopted:
RESOLUTION
WHEREAS the Board of County Commissioners, on February 1, 1968,

adopted a resolution authorizing the borrowing of one million dollars ($l, 000, 000. 00) in
order to meet current expenses, and in anticipation of revenues from taxes and
WHEREAS the Chief Clerk obtained quotes on the interest rates from
the various banks and the lowest rate quotes was 3. 12% per annum; therefore
BE IT RESOLVED THAT the Chief Clerk be authorized to borrow from
the Pittsburgh National Bank, the sum of Two Hundred Fifty Thousand Dollars ($250, 000. 00)
as part of the authorized aggregate amount adopted in the Resolution of February 1, 1968.

Airport Runway Extension Project:
Solicitor read letter under date of January 15, 1968, to County
Surveyor Yuhas from Gerald D. Curtin, Chief, Airports Branch, Department of Trans -
portation, Federal Aviation Agency, in which reference was made to Washington County
Airport, Project No. 9-36-043-04 at Washington, Pennsylvania requesting that eleven (11)
copies of the following statement be forwarded to the office at our earliest convenience:
1. Statement of Consideration of Local Community Interest
2. Statement of Compatible Usage of_Land
3. Statement of Consistency with Plans of the Area in which the
Airport is located. ry
4. Statutory Requirements for review of FAAP Projects by Area -
wide planning agencies
5. Sponsor Assurance of Nondiscrimination in Federally assisted
programs of the FAA
all of the above -mentioned statements are required as supporting documents to the Project
Application. The five documents should be complete and signed by the individual who will
execute the Grant Agreement. Mr. Capano made note that this deals with the agreements to
be executed with the FAA prior to the money being made available and recommended that a
resolution be adopted whereby we enter into this agreement with the FAA and that the Acting
Chairman be authorized to execute the Agreement.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the County of
Washington enter into a Grant Agreement with the Federal Aviation Agency (FAA) for a
grant of Federal Funds for the purpose of aiding in financing a Project consisting of the
following -described airport development:
1. Construct 500' x 75' extension to E / W Runway
2. Mark E / W Runway
3. Install Medium Intensity Lighting on Runway Extension
4. Relocate existing R. E. I. L. Units at East End of W/W Runway
and that Acting Chairman Bevec, be authorized to execute these papers.

Chairman made reference to the meeting on the Inter State Compact
Commission (Wheeling Creek Watershed Project) and made note that Commissioner Flynn
will be unable to attend the next couple of meetings and Mr. Cromwell had suggested that
Commissioner Flynn be replaced with another member of the Board in order that the Com-
pact pact may be able to transact necessary business.
Moved by Mr. Mazza, seconded by Mr. Bevec, that John P. Bevec in
the absence of the Chairman of the Board of Commissioners, Michael R. Flynn, serve as
the Commissioner Member to the Interstate Compact Commission.

County Controller Peter Elish entered the meeting.
Mr. Charles O. Bohner, Executive Director of Washington County
Civil Defense, entered the meeting to submit a report on the Washington County Civil
Defense Flood Warning System for the Monongahela River Valley; said report advised
the Washington County Board of Commissioners what has been done by the Washington
County Civil Defense Office in regards to the Flood Control problem in the Monongahela
River Valley Area, prior to and after the March 6-7 1967 Flood, and the dissemination
of information pertaining to high water and possible flooding conditions received by the
Office from Mr. Ross I. Webb, Director, Western Area State Council of Civil Defense,
Butler, and the Federal -State River Forecasting Service, Pittsburgh, Pennsylvania.
Mr. Bohner also reported on the various meetings that he has attended and outlined the
Flood Warning system he has set-up in the Mon Valley River Area, Washington County,
and the coordination and cooperation with Mr. Milton Herskowitz, Executive Director,
Fayette County Civil Defense; Mr. Bohner made note that a meeting had been held with
Mr. Huber, Public Information Office for the Washington County Planning Commission,
at which time he showed him and demonstrated the direct tie-in line that he has with
Radio Station WJPA in Washington in case of a Nuclear Attack warning is received by the
Civil Defense Office. WJPA has been designated as one of the many National Emergency
Broadcasting Companies; a meeting has been scheduled by Mr. Huber at Radio Station
WESA Charleroi, Pennsylvania, for February 8, 1968, at 3:00 p.m., with officials
from WESA, Mr. Vernon T. Houghton, Jr., Chief of the Federal -State River Forecasting
Service, Pittsburgh, Mr. Ross I. Webb, Western Area Director, State Council of Civil
Defense, Mr. Milton Herskowitz, Executive Director Fayette County Civil Defense, and
Mr. Bohner. The purpose of this meeting is to go over the entire Flood Warning System

coordinate all their efforts. Following the submitted report, Mr. Bohner answered various
questions asked by the Board during which time Mr. Bevec state d that the Civil Defense set-
up has been greatly improved with the various political divisions and on February 21, 1968,
there will be a meeting in Uniontown with reference to the public officials and the role they
should play in the Civil Defense Program; this will be a four (4) hour session.
Mr. Capano: In conjunction with the previous motion approving a maintenance con-
tract between Engineered Communications and Washington County Civil Defense, a motion
is in order to approve payment of the bills carried over prior to the contract approval.
Moved by Mr. Mazza, seconded by Mr. Bevec, that invoices regarding
Radio Contract Maintenance Policy No. 030167-01, for the months of January and February
and the billing for general repair on the Generator totaling $165. 19, be approved for pay-
ment.

Meeting reconvened at 11:00 a. m. , for the purpose of opening bids for
the printing and delivering to the Election Department of the County Commissioners the
necessary ballots, and election supplies, required for the conduct of the General Primary
Election to be held Tuesday, April 23, 1968, and the delivering of ballot boxes with election
supplies to the judges of election for the one hundred and ninety-seven (197) precincts, with
the following being present: Commissioners Mazza and Bevec, Chief Clerk Kittridge, County
Solicitor Capano, Deputy Controller Whalen, Reporter Robertson, Bidders: Mr. John T.
Robinson, representing Monongahela Publishing Company, Inc.; Mr. H. Ward, Jr.,
representing Ward Printing Company, Mr. John J. Maloney, representing William G. John-
ston Company and Mr. Earl Riggle.
Bids submitted and read by Deputy Controller Whalen, said bids being
properly advertised and submitted.
