BEVEC, JOHN MAZZA, COMMISSIONERS n IMPORTANT: Bids forms furnished in triplicate, two copies to be filled out and sub- mitted to the Controller on or before 11:00 a. m. , Eastern Standard Time, February 1, 1968. Third copy to be retained by the bidder. Certified check in the amount of $100. 00 accompanied bid. Chairman explained the policy adopted by the Board of Commissioners in the awarding of contracts. Bids are opened in accordance with advertisement - at the designated date and hour, contracts awarded one week later giving the Solicitor and necessary persons involved, an opportunity to review all bids received. Moved by Mr. Mazza, seconded by Mr. Bevec, that all bids be tabled until a tabulation can be made by the Solicitor. Old Busine ss: Awarding of Contracts for the printing and delivering to the Election Department of the County Commissioners the necessary ballots, and election supplies, required for the conduct of the General Primary Election to be held Tuesday, April 23, 1968, and the delivering of ballot boxes with election supplies to the judges of election. Bids having been reviewed by the Solicitor and found in order. Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract for printing and delivering to the Office of the County Commissioners the necessary ballots for the conduct of the General Primary Election to be held Tuesday, April 23, 1968, be awarded to MONONGAHELA PUBLISHING CO., INC., Monongahela, Pennsylvania and WARD PRINTING COMPANY, Washington, Pennsylvania, for the price as set forth in their joint bid; this being the lowest responsible and only bid received and being in accord with our specifications. Roll call vote taken: Mr. Mazzza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract for the furnishing and delivering to the Office of the County Commissioners, election supplies to include computing books, tally sheets, general return sheets, envelopes, number list of voter's certificates, Election Officer's Manuals, etc. , required for use by the Election Officers at the General Primary Election to be held Tuesday, April 23, 1968, be awarded to WILLIAM G. JOHNSTON COMPANY, P. O. Box 6759, Pittsburgh, Pennsylvania 15212, in the amount of $2, 100. 00 (furnishing supplies and computing books for two parties); this being the lowest responsible and only bid received, and being in accord with our specifications. Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract for the delivery of ballot boxes containing election supplies for the General Primary Election to �l L �J be held Tuesday, April 23, 1968, to the Judges of Election for approximately one hundred and ninety-seven (197) precincts of Washington County, be awarded to ROBERT MINUTE BOOK 39 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS CRIQUELLION, R. D. 1, Hickory, Pennsylvania, in the total amount of $900. 00; this being the lowest responsible bid received, and being in accord with our specifications. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Mr. Bevec submitted a request to the Board for consideration from the FFA, that the Board grant official recognition to the Improvement Society of FAA as a boni- fied organization. Moved by Mr. Mazza, seconded by Mr. Bevec, that official recogni- tion be granted the Improvement Society of FFA by the Board of Washington County Com - missioners, as a bonified organization properly organized to sponsor activities for the Future Farmers of Washington County. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Mr. Bevec reported briefly on the Inter State Compact Commission meeting (re: Wheeling Creek Watershed Project) that was held Wednesday, February 7, 1968; Robert Wilson was selected as the Director and payment of Washington County's one- third (1 / 3) share of the cost towards the Project will start this year, in September. Appointments: Moved by Mr. Mazza, seconded by Mr. Bevec, that the following persons be appointed as indicated opposite their names; effective date also indicated opposite their names: Courthouse: Sam Foglia, Watchman, on a per diem basis - to be effective February 12, 1968 Benjamin Bell, Boiler Fireman - to be effective January 29, 1968 Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that Herbert Walter Walls be appointed as an Orderly, at the Washington County Home and Hospital for Men; this action to be effective February 6, 1968. (replacement) Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that Robert C. 40 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHIN13TON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Spencer be appointed as a policeman on the staff of the Department of Parks and Recreation; this action to be effective February 1, 1968. Mr. Spencer of Nottingham Township, will be stationed at the Mingo Creek County Park. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. The above motion was made upon the recommendation of John F. Cromwell, Acting Director of the Department of Parks and Recreation. Mr. Mazza: It could be a possibility that we would need two or three during the summer, is that correct? Mr. Cromwell: Yes, we have thought in terms of two. Mr. Cromwell also made note that Mr. Spencer had resigned from the Township Police Force. Moved by Mr. Mazza, seconded by Mr. Bevec, that the following persons be appointed as Urban Directors to the Board of Directors of the Washington County Soil and Water Conservation District. Chief Clerk submitted a request to the Board that the County Con - troller be authorized to advertise for bids for 1968 Tax Notices and Receipts; and bids - Stream Clearance of two sections of Chartiers Creek near RCA, also McClanes Run located in Chartiers Township. Moved by Mr. Mazza, seconded by Mr. Bevec, that the County Con - troller be authorized to advertise for bids for the printing and delivering to the Office of the County Treasurer, 1968 Real Estate and Personal Property Tax Notices and Receipts. Said bids to be received by the County Controller in his Office in the Courthouse, Washingtor., Pennsylvania until 11:00 a. m. , Eastern Standard Time, Thursday, February 29, 1968, and publicly opened immediately thereafter in the Office of the County Commissioners. Cromwell, Director of the Washington County Planning Commission, requested payment of $2, 100. 00 for property in the Mingo Creek County Park. Moved by Mr. Mazza, seconded by Mr. Bevec, that the sum of $2, 100. 00 be approved for payment to Margaret A. Campbell and Murphy and France, her attorneys, for property in the Mingo Creek County Park which is being acquired by Washing- ton County; said amount to be charged against the Parks and Recreation Account.
