BEVEC, JOHN MAZZA, COMMISSIONERS NO. 8 Office of the County Commissioners Washington, Pa., February 15, 1968 Board of County Commissioners met in regular session with the following members being present: Commissioners Bevec and Mazza. Also present being; County Solicitor Capano, Chief Clerk Kittridge, Mr. Elmer Obitko, Director of the Veterans Bureau and Reporter Robertson. Absent being: Commissioner Flynn. Meeting called to order by Acting Chairman Bevec and roll call taken: Mr. Mazza - Present; Mr. Flynn - Absent; Mr. Bevec - Present. Mr. Bevec announced that Commissioner Flynn is still recuperating. Chairman asked if there were any corrections, additions or omis - lions to Minute No. 7, each Commissioner having received a copy. approved, as read. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 7 be Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Old Business: Awarding of contract for Fleet Insurance; bids having been reviewed by the Solicitor and found in order. Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract for Fleet Insurance for Public Liability, Property Damage, Comprehensive A. C. V. , Fire, Theft and Collision coverage, be awarded to HARRIS AND DEZOMBA INSURANCE AGENCY, R. D. 1, Washington, Pennsylvania 15301, in the total amount of $3, 143. 00; this being the lowest responsible bid received, and being in accord with our specifications. Motion made upon the recommendation of the Solicitor. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Note was made that in view of the fact February 22, 1968 (George Washington Birth Date) is a legal holiday, there will not be a regular meeting scheduled by the Board of Commissioners on said date. Public Information Officer Huber entered the meeting. New Business: MINUTE BOOK 47 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS 11 Mr. Obitko, Director of the Veterans Bureau, notified the Board of a bulletin from the Commonwealth of Pennsylvania, Department of Military, that stated Act 163 (bill passed on August 28, 1967 and approved by the Governor October 9, 1967) lifts the burial ceiling of $1, 000 with regard to the County Contribution in the amount of seventy-five dollars ($75. 00) towards the funeral expenses of all honorable discharged veterans and their unremarried widows no matter what the cost of funeral may be, and therefore each county must be prepared to increase their budget to take care of the action approved under this law. Since the bills have been approved by the Governor and are now law, the question is when shall they become effective since no provision was in the bill as to effective date of payment of this money under the new Acts; and a matter that should be referred to the County Commissioners and their County solicitor for their ultimate deci - sion. Bulletin also made note that laws affecting the budget of any political subdivision, enacted finally at a regular session of the legislature shall be in full force and effect at the beginning of the fiscal year of the political subdivisions affected following the date of the final enactment of such law unless a different date is specified in the law itself. Chief Clerk made note that additional funds had been included in the budget for compliance with the Act and Chairman made note that the Veterans' organizations desired effective action as of the date of the passage of the bill. Mr. Charles Gillespie, Community Action Corporation Director, entered the meeting. Moved by Mr. Mazza, seconded by Mr. Bevec, that in accordance with the Act No. 163 of 1967 which removes the $1, 000 ceiling from the law pertaining to Veterans Burials, the County Shall pay the sum of $75. 00 toward funerals of veterans and widows of veterans, unremarried and living in the commonwealth; this action to be effective January 1, 1968. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Local Government Day: Moved by Mr. Mazza, seconded by Mr. Bevec, that Local Govern - ment Day be observed on April 19, 1968, with the theme for said observance being The Constitutional Convention. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Note was made that the above conference is for the benefit of new County Commissioners with regard to new legislation. Deputy Controller Whalen entered the meeting. Appointments: Moved by Mr. Mazza, seconded by Mr. Bevec, that C. O. Williams be appointed as the Director of the Election Department; this action to be effective February 12, 1968. Mr. Joseph Muscaro to be transferred as the Director of the Registration Office. Roll call vote taken: Mr. Mazza - Yes; Mr. Beve c - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that Henerietta Mon- roe be appointed as a Nurse's Aide at the Washington County Home and Hospital for Men; this action to be effective February 12, 1968. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that John Tarko be appointed as a Field Assessor in the Tax Assessment Office; this action to be effective February 12, 1968. Budget Posting: Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that the proposed budget for Washington County for the year 1968, be made available for public inspection in the Office of the Chief Clerk to the County Commissioners, beginning February 26, 1968, for a period of twenty (20) days. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. h Budget Request: Chief Clerk presented Treasurer's Certification of Expenses of MINUTE BOOK 49 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Delegates attending the 46th Annual Convention of the Pennsylvania State Association of Township Supervisors held February 4 - 7, 1968, in the City of Philadelphia, Pennsylvania. Expenses of four (4) delegates at $35. 00 per day - $560. 00; mileage to Philadelphia, Pennsylvania and Return: 2560 miles at 10� per mile - $256. 00 for a total in the amount of $816. 00. Moved by Mr. Mazza, seconded by Mr. Bevec, that the sum of $816. 00 covering expenses incurred at the 46th Annual Convention of the Pennsylvania , State Association of Township Supervisors, be approved for payment; check to be made payable to the "Washington County Association of Township Officials" % Joseph S. Vlcek, 185 Terrace Drive, Monongahela, Pennsylvania. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Chief Clerk presented the semi-annual contract covering the boarding of prisoners at the Allegheny County Work House and Inebriate Asylum for a six-month period commencing January 1, 1968 and ending June 30, 1968, which reflected the actual per diem cost for the stated period, to the Board. Note was made that the words "or Magistrate" were deleted from the contract by Washington County. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Articles of Agreement between Washington County and the Allegheny County Work House and Inebriate Asylum at Parkview, be executed, this being a semi - annual contract covering the boarding of prisoners at said institution, commencing January 1, 1968 and ending June 30, 1968. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Letter under date of February 9, 1968, from Frank J. Barbera, Director, Bureau of Real Estate and Insurance, Commonwealth of Pennsylvania Department of Property and Supplies, informed the Board of notification by the Department of Military Affairs to cancel lease dated March 3, 1961 and made effective September 1, 1960 for entire concrete block building consisting of 1000 square feet of space situate Washington County Airport; said cancellation to be effective March 31, 1968.
