Board of County Commissioners met in regular session with the follow-
ing members being present: Commissioners Flynn, Bevec and Mazza. Also present being:
County Solicitor Capano, Chief Clerk Kittridge, Mrs. Amor Flenniken - Director of the
Washington County Tax Claim Bureau, Mr. Louis Furman - Washington County Real Estate
Supervisor, Deputy Controller Whalen, Public Information Officer Huber, Mr. P. J. Pavlak
- Chief Sealer of Weights and Measures, and Reporter Robertson.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 8, each Commissioner having received a copy.
Mr. Capano: With reference to the notification by the Department of Property and
Supplies to cancel lease dated March 3, 1961 and made effective September 1, 1960, for
the concrete block building consisting of 1000 square feet of space situate Washington County
Airport, stated in Minute No. 8, while the letter does say lease, it is my understanding
that there is no lease involved; this is just a notification.

Above information submitted by Mrs. Flenniken, was approved by the Tax Claim Bureau,
Solicitor and the County Solicitor.

Motion carried unanimously.
Mrs. Flenniken reviewed the submitted annual bookkeeping reports
as presented, with the Board; each County Commissioner, County Solicitor, County Con -
troller and Chief Clerk having received a copy; tax claim bureau report covered the period
of January 2, 1967 to January 2, 1968 and listed: total collections, total distributions, total
on hand and recapitulation of distributions. The real estate department report covered the
period of January 1, 1967 to January 4, 1968 and listed: total deposits, distributions and
balance on hand January 4, 1968. In the discussion that followed, Mrs. Flenniken mentionec.
the insufficient checks listed and made inquiry if perhaps a fee could be collected concerning
the same to which Mr. Mazza stated that the matter was something the solicitor would have
to determine; Mrs. Flenniken reported the tax claim bureau is operating on a current basis,
however, note was made that there are a number of older properties that have no title, per-
haps the solicitor can determine what, if any, action can be taken by the Board concerning
these properties; the real estate office is beginning to grow and they are working towards
having two (2) sales a year in said office.
Mrs. Flenniken, Messrs. Furman, Elish and Whalen, left the meeting.
P. J. Pavlak, Chief Sealer, submitted an oral 1967 report on the
Weights and Measures Department - reporting the number of inspections with regard to re-
tail scales, fuel oil meters, gasoline pumps, and numerous processing weighing and liquid
measuring devices, also, the number of prepacked items that were checkweighed during the
course of the year; the number of weighing, measuring devices and check weighings that
had been checked, approved, adjusted, rejected or condemned was reported.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the following
Proclamation be adopted:
WHEREAS: 169 years ago, on March 2, 1799, the Congress of the
United States enacted its first weights and measures law, citing the necessity of standard
weights and measures, the need of weights and measures as a public service, the need of
examining and trying weights and measures devices, and the need of uniformity; and
WHEREAS, honest weights and measures are indispensable not
merely to the economy of the state but to the daily lives of all persons in it, it is a re -
sponsibility of the state, and its subdivisions, to prevent inequity by enforcement of uniform
weights and measures requirements; and
WHEREAS, the County of Washington has recognized these needs as
prerequisites to an orderly and equitable commerce by establishing a Department of Weights
and Measures, which has regularly functioned for many years; and

WHEREAS, said Department of Weights and Measures has 'con -
tinued to perform its duties of inspection of all weighing and measuring devices within the
limits of its jurisdiction to insure equity in all commercial transactions for the protection
of all citizens, whether they be the buyer or the seller; and
WHEREAS, March 1 through March 7 will be observed nationally as
"NATIONAL WEIGHTS AND MEASURES WEEK".
NOW, THEREFORE, We, the Washington County Commissioners,
Washington, Pennsylvania, do hereby proclaim the period of March 1 through March 7, as
"NATIONAL WEIGHTS AND MEASURES WEEK"
in our County; and do urge our citizenry to take cognizance of and recognize the very valuable
contribution to the welfare of the communities of this Nation being made by the Department of
Weights and Measures in their respective jurisdictions.

Chief Clerk notified the Board of the resignation as submitted by
Karen Baumgardner, Clerk in the Tax Assessment Office; resignation to be effective
March 22, 1968.
Chief Clerk announced: Final budget hearings will begin Monday, March 5, 1968; the
Registration Office will be open Friday, March 1, 1968 and Monday, March 4, 1968, from
9: 00 a. m, to 9: 00 p. m. , for the purpose of voter registration.
Chief Clerk presented a tax refund to the Board for approval; said
refund having been approved by the County Treasurer, Tax Assessment Office and County
Solicitor.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assess -
ment Office be authorized to prepare the following tax refund due to either duplication or
overpayment of real estate tax.
Re: 1967 Assessment

Tax in the amount of $68. 16 net was paid on July 28, 1967, by
McMahon, William & Nora V. and payment was duplicated on
August 1, 1967 in the amount of $68. 16 by Dollar Savings Bank,

V. McMahon, 283 Woodside Dr., Washington, Pennsylvania.

Chief Clerk presented checks received from the Commonwealth
of Pennsylvania Treasury Department - re: Washington - Greene County Mental Health &
Mental Retardation Program -
a) Check in the amount of $ 6, 714. 51, for the period 7 / 1 / 67 to
12/31/67, and
Grant -in -Aid program, Services for the Aging, involving Federal Funds -
b) Check in the amount of $1, 341. 00, the Commonwealth's share
for a two -month period of the Grant for the following program

Payments for the subsequent periods will be forwarded quarterly.
Letter under date of February 26, 1968, from Metro Petrosky, Jr. ,
Community Organizer Coordinator, requested permission to attend a conference in Harris-
burg; purpose of the conference being to discuss new rules and regulations, forms and
suggested bookkeeping procedure, as required by the administration on aging.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Metro Petrosky,
Jr. , be authorized to attend a conference March 11 and 12, 1968, in Harrisburg, Pennsyl -
vania.

Chief Clerk announced Mr. Petrosky is attending a meeting in Beaver County concerning the
operation of various new programs, and will report at a later date acquired information to
the Board.
Letter under date of February 26, 1968, from Donald W. Bertram,
P. E. , Michael Baker, Jr., Inc., enclosed the original and three (3) copies of their In -
voice No. 47708 dated February 23, 1968, in the amount of $12, 825, prepared in accordance
with engineering agreement dated January 11, 1968, and covers the preparation of construc-
tion plans and specifications for the extension to the present runway and lighting at the
Washington County Airport.
Deputy Controller Whalen entered the meeting.
Chairman made reference to the time Commissioners Bevec and
Mazza were appointed as Chairman of the Chartiers Creek Flood Control Project - Canons+
burg Houston Reach and Proposed extension of Washington County Airport Runway,
respectively.
Chairman: Mr. Mazza, you are hereby appointed to handle the Airport Project
(Washington County Airport FAA Project No. 09-34-043-04) and everything pertaining there-
to with regard to the various papers, etc. that will be involved.

Solicitor read a Public Notice from the Department of the Army,
Pittsburgh District, Corps of Engineers, signed by Wayne S. Nichols, Colonel, that the
Commonwealth of Pennsylvania, Department of Highways, has made application for a permit
to construct a highway bridge over the Monongahela River between Monessen, Pennsylvania
and Donora, Pennsylvania, approximately 38. 0 miles above the mouth of the river; those
who may be interested are invited to submit statements of any objections they may have to
the proposed work from the standpoint of navigation. All statements will be received and
considered until March 11, 1968.
During a brief discussion of the concrete block building being
vacated at the Washington County Airport, effective March 31, 1968 (per Minute No. 8,
dated February 15, 1968,) reference was made to the request as submitted by the Washington
Flyer's Club concerning the use of the building (per Minute No. 212, dated November 30,
1967).
