Board of County Commissioners met in regular session with the follow-
ing members being present: Commissioners Flynn, Bevec and Mazza. Also present be -
ing: County Solicitor Capano, Chief Clerk Kittridge, Deputy Controller Whalen, Public
Information Officer Huber and Reporter Robertson.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 9, each Commissioner having received a copy.
Moved by Mr. Bevec; seconded by Mr. Mazza, that Minute No. 9 be
approved, as read.

Old Business:
Awarding of contract for Stream Clearance of two sections of
Chartiers Creek near RCA and McClanes Run, located in Chartiers Township; bid having
been reviewed by the Solicitor and found in order.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the contract for
approximately 3, 500 feet (more or less) of stream clearance of two sections of Chartiers

COMPANY, INC. P.O. Box 428, Burgettstown, Pennsylvania 15021, for the price as
set forth in their bid; this being the lowest responsible and only bid received, and being in
accord with our specifications. Motion madekipon the recommendation of the Solicitor.

Chief Clerk read memorandum received from the Office of the County
Controller stating the net bank balance in the General Fund Account as of March 5, 1968;
recommendation was made that an additional loan be made at this time in the amount of
$200, 000. 00.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chief Clerk
be authorized to obtain an additional sum of $200, 000. 00 on a temporary loan basis from
the total sum primarily authorized, on a take-down basis from the Pittsburgh National Bank.

CERTIFICATE OF INDEBTEDNESS

$200, 000. 00 March 8, 1968
The County of Washington in the Commonwealth of Pennsylvania, promises to pay to
Pittsburgh National Bank, or order, at its Office at 6 South Main Street, Washington,
Pennsylvania, Two Hundred Thousand ($200, 000. 00) Dollars, on or before December 31,
1968, with interest from date on the unpaid principal balances hereof from time to time out -
standing at the rate of 3. 12% per annum, interest payments to be made on the first day of
each calendar quarter throughout the year.
Payment of the indebtedness evidenced hereby may be anticipated in whole or in part
at any time and from time to time without penalty.
This certificate of indebtedness is executed and delivered pursuant to the authoriza -
tion contained in a resolution duly adopted by,the County Commissioners of the County of
Washington at a meeting held on February 1, 1968, which resolution is still in full force
and effect.
This certificate of indebtedness evidences a temporary loan in anticipation of taxes
to be collected for the fiscal year in which it is issued and is to be repaid from the first
revenues received by the undersigned during the current fiscal year.
IN WITNESS WHEREOF, the undersigned County has caused this obligation to be
executed by the County Commissioners of said County, its seal to be hereunto affixed and
the same to be attested by the Chief Clerk this 8th day of March, 1968.

Chief Clerk presented a request as submitted by Miss Louise Abel,
Executive Director, Washington County Child Welfare Services, requesting permission to
attend the annual conference of The Child Welfare League of America, Central Region,
which will be in Detroit, Michigan, from April 3, 1968 through April 6, 1968; Miss Abel
listed the institutes and open sessions that will be available at the conference directed to -
ward Public Child Welfare and made note that the conferences not only serve to broaden the
Caseworkers concept of what services can be offered but also can give new and useful ideas
for the Agency to put into practice; approximate expenses listed includingtraveling expenses
totaled $213. 76, check to be made payable to Miss Louise Abel.
Moved by Mr. Bevec, -seconded by Mr. Mazza, that Miss Louise Abel,
Executive Director of Washington County Child Welfare Services and Mrs. Elizabeth Cowden,
Caseworker with the Washington County Child Welfare Services, be authorized to attend
the annual conference of The Child Welfare League of America, April 3, 1968, through
April 6, 1968, in Detroit, Michigan.

New Business:
Mr. Mazza gave the Chief Clerk a letter to read, from Wm. R. B.
Froehlich, Executive Director of the Southwestern Pennsylvania Regional Planning Commis-
sion, directed to Mr. Donald W. Bertram, P.E. , Michael Baker, Jr. , Inc. , said letter
being written in response to the recent request of Mr. Bertram to the SPRPC to review and
provide recommendation on an application by the Washington County Board of Commissioner
to the Federal- Aviation Agency for a construction grant for a 500 foot runway extension at
the Washington County Airport from funds authorized by P. L. 88-280, the Federal Airport
Act of 1946, as amended. Said review and recommendation will meet the requirements of
Section 204 of the Demonstration Cities and Metropolitan Development Act of 1966. Letter
made note that their review of the proposed project indicates that the project has the en-
dorsement of the Washington County Planning Commission. The Commission approved
the project in their letter of January 30, 1968, pointing out that "this favorable review was
based primarily upon the fact that the extension was necessary for the safety of those
planes now using the airport. Information on the project was sent to the Pennsylvania State
Planning Board and was found to be not in conflict with its plans and programs, in
addition, the project was approved by the Regional Advisory Board of SPRPC at its meet-
ing February 9, 1968, as a result of their review and their contacts with other agencies,
the SPRPC find that the project appears to be in order and is in harmony with good regional
development; therefore, they recommend that the Federal Aviation Agency, Department
of Transportation, approve and finance this project.
The Board made note that approval of the SPRPC is a necessary basic
requirement for the Airport runway extention project.
Solicitor:
Mr. Capano informed the Board concerning the clean-up in the attic
where the documents are kept, that the Courts have given approval to remove and destroy
some of the old records (prior to 1948; these certain books and records prior to 1948
that are to be removed from storage and destroyed have been set aside and are ready to
go; however, the approval of the offices that are involved is necessary at this time. Mr.
Capano, further stated that a letter will be required, directed to the particular office in -
volved, to receive their approval; we must not only have space up there but the extra
weight is a strain on the architecture.
Mr. Whalen: What is the basic rule - seven (7) years?
Mr. Capano: It's not altogether clear.

An inspection of the attic storage area was made March 6, 1968, by th
following persons: Judge Charles G. Sweet, Prothonotary Bob Franks, Building Super -
intendent Anthony Bevec and Records Custodian Todd Proctor. Permission was granted
by Judge Sweet to remove from storage and destroy certain books and records prior to
1948:

Mr. Cromwell, Director of Washington County Planning Commission, entered the meeting.
Mr. Mazza: I would like to make a recommendation to the Board for consideration.
I think that since we are in the midst of the budget and have been working on it for quite
some time, and we will not be ready for complete adoption for several weeks, and since
we have the Economy League here in the County, I would like to recommend that we have
them come in the Courthouse to make a study of the departments, job classifications,
duties and number of employees, in comparison to the other fourth (4th) class counties
under the jurisdiction of the Commissioners, and then sit down with the row- offices to
make a study of their offices (with their approval), because this thing is getting out of
hand and I think it would create a better image as far as the public is concerned. ,
Mr. Flynn: Your point is well taken Mr. Mazza; it is a question whether they would
make a job study on classifications, but they will make a comparison.
Mr. Bevec: Why don't we discuss this with the representative when he returns for
another meet ing.
Mr. Gillespie of the Washington-Greene Community Action Corporation, entered the meet -
ing.
Mr. Cromwell reported the receipt of the easement on Site 479, Har -
mon Creek Flood Control Project, said easement consisting of four (4) parcels and the first
of several easements that Michael Starvaggi will contribute to the County. Mr. Cromwell
submitted an application to the Board for consideration and approval to be submitted to
the Commonwealth of Pennsylvania, Department of Forests and Waters, Water and Power
Resources Board, pertaining to the same.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the Board of
Commissioners, County of Washington, make application for the consent or permit of
the Water and Power Resources Board to construct, or to make a change in, or addition
to, a flood control structure in, along or across a tributary of Harmon Creek, at a point
approximately 1, 000 feet from Harmon Creek, which point of intersection of the tributary

and Harmon Creek lies approximately 11, 000 feet east of the Pennsylvania - West Virginia
State Line; and that the Chairman of the Board be authorized to sign said application.

The above structure will be located in Jefferson Township, Washing-
ton County, for the purpose of flood control in the Harmon Creek Watershed, a project
being undertaken by the Soil Conservation Service under the Small Watershed Protection
and Flood Prevention Act, P. L. 566, the necessity and description of which has been spelled
out in the watershed work plan prepared by the Soil Conservation Servic& for said project
and dated September 1962; the dam will be an earth-compacted structure with dimensions
that were shown on an attached map; this site has been given the number of 479. Note
was made that the above application is a routine requirement.
During a discussion of recent articles in the local newspapers express-
ing views on the proposed 1968 county budget by County Controller Elish, Chairman stated
that at no time had the County Controller personally availed his services to the Board with
regard to any budget consultation; Chairman did mention the date of his return to his duties
following an absence due to illness, at which time the Controller entered his office to make
inquiry of a matter concerning salaries; Chairman mentioned other dates whereby letters
were received from the Office of the County Controller, signed by the same, along with
signatures of the Deputy Controller and Controller's Solicitor, taking exception of the
budget; summation being that personal political motivation is indicated.
Mr. Mazza: Speaking as the minority Commissioner, stated his interest in the
economy and efficiency of County government over the years and was of the opinion
that the majority Commissioners in the last five (5) years have stabilized the expenditures
of the county; was also of the opinion that Deputy Controller Whalen has done an excellent
job with reference to the various reports being submitted; the Board of Commissioners
is very much aware of the various programs and responsibilities and if the programs are to
be carried out, they will require new money; there is no question in his mind as to cutting
costs, but if so, it must be done all the way down the line.
Mr. Bevec: made note that during the absence of the Chairman, not once was he
contacted by the Controller, and expressed his reason for his voting record of "No" con-
cerning high salary increases, without any additional taxes, he will continue to exercise
his vote in this manner.
Mr. Capano: remarked that in attending a recent conference in Harrisburg, Pennsyl-
vania, it was learned that will all of the mandatory provisions of the State Concerning
