being: Chief Clerk Kittridge, Deputy Controller Whalen, Public Information Officer Huber,
County Surveyor Yuhas, Mr. Gillespie of the Washington -Greene Community Action Cor -
poration and Reporter Robertson.

located at the Fairgrounds.

The above action taken on the sale of the old vehicles, is in accord -
ance with the County Code.
Chief Clerk submitted certification received from C. Russell Welsh,
Deputy Secretary of the Commonwealth, in accordance with Act No. 2 of the 1967 General
Assembly calling for a Constitutional Convention, the official ballot questions to be submittel
to the electors for their approval or rejection on a separate ballot at the Primary Election
on April 23, 1968.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the County Con -
troller be authorized to advertise for bids for the printing and delivering to the Election
Department of the County Commissioners, the necessary ballots required for the conduct
of the Special Election to be held on Tuesday, April 23, 1968. Said bids to be received in
the Office of the County Controller of Washington County, Courthouse, Washington,
Pennsylvania, until 11: 00 a. m. , Eastern Standard Time, Thursday, March 28, 1968, and
publicly opened immediately thereafter in the presence of the County Commissioners.

Gentlemen:
The Members of the March Term of the Grand Jury for the year 1968
made a tour and examination of the County Home for the Men, the Washington County Jail,
and the Court House, and report as follows:
The County Home for the Men was clean and orderly and the food was
excellent. The superintendent and matron of the home, Mr. and Mrs. Jollick, were very
courteous and cooperative in assisting us on our tour and examination of the Home.
The Warden at the County Jail conducted our tour of the Jail, which
we found to be neat, clean and orderly.
As to the Courthouse, the physical building itself appears to be clean;

however, an inspection of the attic of the Courthouse reveals an excess amount of old recol
which should be removed and placed in storage at another location. There appears to be an
old will book in the attic which could be disposed of by turning it over to the Washington
County Historical Society. The women's lounge could stand some improvement.
It also appears that the District Attorney's Office could use some moi
space in the way of offices for the Assistants, and accomodations for the Grand Jury should
have an amplifier for the witnesses in the Grand Jury.

Letter under date of February 12, 1968, from Edithmarion Stepanian,
Secretary of the Child Welfare Advisory Board, enclosed names of two (2) prospective mem-
bers for the Child Welfare Advisory Board, recommended by the Board.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the following per-
sons be appointed as members of the Child Welfare Advisory Board for a term of three (3)
years commencing and retroactive as of January 1, 1968; appointments made in accordance
with the recommendation of the Child Welfare Advisory Board.

Letter under date of March 12, 1968, from Stanley E. Beck, Bentley-
ville, Council - enclosed a resolution concerning Washington County Housing Authority for
Federal Housing for the Elderly, and read as follows:
At the regular meeting of the Council of the Borough of Bentleyville,
Washington County, Pennsylvania held on Monday, February 5, 1968, the following resolu -
tion was unanimously passed with the following Councilmen voting in the affirmative: John
King, Baldie Costa, George Luketich, Vincent Scorza, Dale Sharp, Stanley Beck and Gail
Ames. RESOLVED, that the Borough of Bentleyville undertake all necessary action, submit
all necessary forms or applications as may be required to obtain Federal Funds for housing
for the elderly to be located in the Borough of Bentleyville, and further to request the
Commissioners of Washington County and other proper parties to cooperate and assist the
Borough in this proposed project.

Letter under date of March 4, 1968, from Richard Snyder, BG, AGC,
PARNG, Acting Adjutant General, Pennsylvania Department of Military Affairs, expressed
thanks to the Board of County Commissioners for their cooperation in responding to the
recent survey regarding county Appropriations for Maintenance of National Guard units
located in the county; and also informed the Board of the current PARNG Reorganization
and furnished the new units and locations of the units in the county.
Notification under date of March 5, 1968, was received from Harry
Steigman, Director - Division of Sanitation; subject being Change in Procedure, Submission
of Applications and Permits, Pennsylvania Sewage Facilities Act, Act 537 to: All Munici -
palities. Where building with on -lot sewage disposal systems is taking place in a munici-
pality it is required by the Pennsylvania Sewage Facilities Act (P. L. 1535) that each builder
or prospective new homeowner obtain a permit for construction before an on -lot sewage dis-
posal system may be installed; in order that each municipality can administer this program
most effectively request was made to forward all required cop ies of permits and applica
(HS8111) to the State Health Center in the County. This procedure will provide a closer
liaison for consultation between enforcement personnel and State Sanitarians. To assure
that this procedure is carried out, the municipal sewage facilities enforcement officer or s
inspector should be notified that effective immediately all completed permits and applica -
tions issued under this Act are to be sent to the State Health Center serving the area and
not directly to Harrisburg as previously instructed. A copy of the notification will be for-
warded to Mr. Cromwell, Director of the Washington County Planning Commission.
Letter under date of March 12, 1968, from the Pennsylvania Depart-
ment of Forests and Waters, Water and Power Resources Board, acknowledged receipt of
the application filed by the Board of Commissioners, County of Washington, for'permit to
ancroach in a tributary of Harmon Creek, Jefferson Township, Washington County, together
with the plans of the proposed work; said application is being processed by the engineering
staff of the Board.
Letter under date of March 1, 1968, from Craig H. Fluent, Acting
Commissioner, Department of Public Welfare, informed Applicants for Hill -Burton Parti-
cipation that "Letters of Intent" filed between January 1, and April 30, 1967 requesting
participation in the Hill -Burton Program for fiscal 1968 are still being considered active
by their office; there have been unavoidable delays in clearing the Federal allocation for
age
Fiscal Year 1968 and obtaining the approval of the State Plan for that year; they hope to be
able to make a distribution of these funds within the next month. It is their recommendation

that since Regulations require the filing of a new "Letter of Intent`r; each year, all sponsors
of proposed projects should file such a letter prior to April 30, 1968 for consideration in
the distribution of the 1969 funds, without waiting for the results of the action taken on their
1968 `Letter of Intent".
Chief Clerk presented Invoice No. 47708 dated February 23, 1968, in
the amount of $12, 825 to the Board for authorization of payment.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Invoice No. 47708
in the amount of $12, 825 as submitted by Michael Baker, Jr., Inc. prepared in accordance
with engineering agreement dated January 11, 1968, and covering the preparation of con -
struction plans and specifications for the proposed FAA Project No. 09-34-043-04, Was
ton County Airport (runway extension), be approved for payment.

Chief Clerk presented petitions signed by qualified electors of various
taxing districts requesting the appointment of an Assessor in their particular district to fill

Mr. Cromwell presented two (2) Licenses concerning the United
States Steel Corporation, a New Jersey corporation, requesting permission to drill testing
holes for coal on the premises of Mingo Creek County Park (a part of), to the Board for
review and approval; said Corporation owns the coal rights.
Moved by Mr. Bevec, seconded by Mr. Mazza, that License for
Diamond Drill Hole 105 and 106 through land owned by the County located in Nottingham
Township, Washington County (Mingo Creek County Park) granting United States Steel
Corporation permission to go on the Premises and drill for the purpose of testing the coal
lying thereunder, be approved subject to the approval of the County Solicitor.

Motion carried unanimously, with Mr. Cromwell leaving the meeting.
County Surveyor submitted a request from the Columbia Gas Company
concerning a right-of-way through county owned property acquired through Treasurer's Tax
Sale in the Borough of Donora. During a review of the map presented by Mr. Yuhas, the
Board was in agreement that the matter should be held in abeyance for further review by the
County Solicitor.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the meeting
adjourn.
Meeting adjourned.
Meeting reconvened at 11: 00 a. m. , for the sole purpose of going on
record in compliance with the County Code, whereby the Board of Commissioners, County
of Washington, notify the public that the 1968 County Budget in final form will be posted be-
fore final adoption. Following being present: Commissioners Flynn, Bevec and Mazza.
Also present being: County Solicitor Capano, Chief Clerk Kittridge, and Reporter
Robertson.
Moved by Mr. Mazza, seconded by Mr. Bevec, that in compliance
with Section 1782 of the County Code, the budget for the financial affairs for the County of
Washington for the fiscal year 1968, in final form will be posted for a period of ten (10)
days, beginning Tuesday, March 19, 1968, and the final date of adoption to be set for Friday
March 2 9, 1968, at 10: 00 a. m.
