Reappointment: Moved by Mr. Bevec, seconded by Mr. Mazza, that Michael R. Flynn be reappointed as the Washington County Commissioner Member of the Wheeling Creek Watershed Protection and Flood Prevention Commission, replacing Commissioner Bevec. Remarks: Commissioner Bevec was appointed to serve temporarily in place of Mr. Flynn during his absence as a result of illness. adjourn. Also present being: County Solicitor Capano, Chief Clerk Kittridge, Mr. Kyle Riggs of the Redevelop- ment Authority, Mr. Cromwell, Director of the Washington County Planning Commission, Public Information Officer Huber and Reporter Robertson. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Old Business: COUNTY AID: Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 14 be Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn- Yes. Motion carried unanimously. None. Moved by Mr. Bevec, seconded by Mr. Mazza, that May 10, 1968, be designated as the cut-off date for municipalities to make application for County Aid (Liquid Fuels); allocations to be based upon 75 per cent of the regular formula (60 per cent mileage and 40 per cent population). Remarks: In comparison to the year 1967, the 25 per cent reduction amounts to approximately $30, 000 less in allocations to the various municipalities. LOCAL GOVERNMENT DAY: - Moved by Mr. Mazza, seconded by Mr. Bevec, that the following Proclamation be adopted. PROCLAMATION LOCAL GOVERNMENT DAY - APRIL 19, 1968 WHEREAS, The Pennsylvania Legislature by Act No. 22 of 1965 gave recognition to the importance of local government in our Commonwealth; and WHEREAS, Our country and its system of government depends upon active and creative local governments for strength and vitality in defining and achieving a national purpose; and WHEREAS, It is the primary responsibility of local government to build livable communities for people in order that they might work in security, play in peace, and raise their families in happiness; and WHEREAS, All citizens should be encouraged to learn about the functions and to participate wherever possible in the affairs of local governments; and WHEREAS, April 19th has been set aside as LOCAL GOVERNMENT DAY throughout Pennsylvania; NOW THEREFORE, The BOARD OF COMMISSIONERS of Washington County hereby proclaim April 19, 1968, as LOCAL GOVERNMENT DAY and call upon all citizens to cooperate in recognition of this ob - servance. Amwell Township 2-9-15 DB 716-272 2,900. 100% Chief Assessor has on file applications for exemption from the payment of county taxes on certain real property in accordance with Amendment to article IX, Section 1, of the Consti- tution of g'ennsylvania, for the tax year of 1968, on the above described properties of the above named veterans. Each of the veterans, having been duly sworn, doth repose and say that he is a citizen and a resident of Pennsylvania, and he resides in and occupies the residence for which he seeks exemption from real estate taxes, that his physical condition has not changed but remains th same as stated on his application for exemption from payment of certain real property taxes in accordance with Amendment to Article IX, Section 1 of the Constitution of Pennsylvania. They further doth despose and say that the statements on their application, voluntarily made by the applicant, are true, in substance and fact. Chief Assessor has made investigation of the above applicants and has found that each is qualified for exemption according to law. Therefore, he suggests that the Board adopt the following: WHEREAS, the State Veterans Commission, after investigation, has determined the above named persons, from the standpoint of need, to be entitled to exemption under the provisions of the 1961 amendment to Article IX, Section 1, of the Constitution of Pennsylvania, and WHEREAS, the Washington County Chief Assessor has made investigation and determined that the above named met the requirements set by this Board and are eligible for tax exemp- tion for the properties indicated as being assessed in their names. Now, Therefore, upon motion of Mr. Mazza, seconded by Mr. Bevec, and agreed to by Mr. Flynn, the above applicants, in accordance with the provisions of the Amendment to the Constitution recited aforesaid, are hereby exempt from the County Taxes assessed against them for the property indicated opposite their names, to the extent of percentage indicated. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under date of April 5, 1968, from A. B. Kenney, Chairman of the Southwestern Pennsylvania Regional Planning Commission, requested that the County of Washington remit to the Commission as early as feasible in the month of May, the sum of $4, 273. 00 as the County's second payment toward its share of the Commission's estimated expenses during the current year. BEVEC, JOHN MAZZA, COMMISSIONERS 95 1 1 Moved by Mr. Bevec, seconded by Mr. Mazza, that the second installment in the amount of $4, 273. 00 due the Southwestern Pennsylvania Regional Plan - ning Commission for the year 1968, be approved for payment; check to be made payable to the Southwestern Pennsylvania Regional Planning Commission and mailed to: 564 Forbes Avenue, Pittsburgh, Pennsylvania 15219. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Riggs of the Washington County Redevelopment Authority, presented a resolution concerning the Donora Riverfront Area in the Borough of Donora, to the Board for review and approval. Mr. Gillespie of the Washington -Greene Community Action Corporation, entered the meet- ing. In review, Mr. Riggs outlined the plans involving the application for Redevelopment Assistance Grant, Form BCD-4, in the amount of $30, 000 from the Common wealth of Pennsylvania, with regard to the Riverfront Renewal Feasibility Study Area; Solicitor Capano reviewed the submitted resolution and recommended its adoption. Deputy Controller Whalen entered the meeting. Moved by Mr. Bevec, seconded by Mr. Mazza, that the resolution authorizing the Washington County Redevelopment Authority to file the Application for Redevelopment Assistance Grant, Form BCD-4, for a grant in the amount of $30, 000, in order to further the redevelopment program in the Borough of Donora, be adopted; and that the Chief Clerk be authorized to certify that the resolution has been adopted. Remarks: Similar resolutions have been adopted by the Planning Commission of the Borough of Donora and Donora Borough Council; note was made that the Washington County Planning Commission was not required to adopt a resolution; however, said Com - mission is aware of some of the outlined planning. Mr. Cromwell presented two resolutions to the Board for review and approval pertaining to Ten Mile Creek County Park and Mingo Creek County Park, in re: the $500 Million Conservation and Reclamation Program which provides that the Common - wealth of Pennsylvania will make assistance grants in the amount of fifty percent of project development cost for recreation facilities in county and regional parks; requested grants being $27, 155. 00 for Ten Mile Creek Park to cover expenses namely, riprapping of stream bank, a boat dock, boat trailer/parking area, picnic shelter, parking lot, attendant's '+ MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHIN13TON COUNTY, PENNSYLVANIA MICHAEL R. BEVEC, JOHN MAZZA, COMMISSIONERS shelter, first aid room, playground equipment and other; Mr. Cromwell made note that the County would match the grants with an equal sum, which money has been included in the capital improvements program; the requested grant for Mingo Creek Park in the amount of $26, 844. 00 will be used for the installation of five (5) sanitary facilities and five (5) park- ing areas. Moved by Mr. Bevec, seconded by Mr. Mazza, that the resolution approving the filing of Application for Assistance under the $500 Million Conservation and Reclamation Program, in the amount of $27, 155. 00 with regard to Ten Mile Creek County Park, and the resolution approving the filing of Application for Assistance under the $500 Million Conservation and Reclamation Program, in the amount of $26, 844. 00 with regard to Mingo Creek County Park, be approved; and that the Chairman of the Board be authorized to execute the necessary papers. Chairman commended Mr. Cromwell on the prepared report by the Washington County Planning Commission on the county's proposed six -year highway pr which was presented by Mr. Cromwell to the Pennsylvania Highway Commission at a recent hearing, listing the Mon Valley Expressway for top priority; in reporting briefly on the he ing, Mr. Cromwell stated that it was very well attended. Mr. Whalen reported: $50, 000 surcharge - their office (County Controller) had been scheduled to go to Court on Monday, April 15, 1968, but they had received another Court Order that delay had been requested by the Bonding Company for former Treasurer Stuart, to permit the auditors to complete their auditing of the records; they are now scheduled to appear April 24, 1968; county financial status - $650, 000 has been borrowed to date; net balances to date - approximately $225, 000. Mr. Mazza reported that Mr. Charles A. Gillespie, executive direc - for of the Washington -Greene Community Action Corporation, had been appointed Chairman of the Southwestern Pennsylvania Health Planning Corporation. adjourn.
