BEVEC, JOHN MAZZA, COMMISSIONERS THE FOREGOING MINUTE READ AND APPROVED: ATTEST: NO. 17 CHIEF CLERK , 1968 Office of the County Commissioners Washington, Pa., April 25, 1968 Board of County Commissioners met in regular session with the following members being present: Commissioners Flynn, Bevec and Mazza. Also present being: County Solicitor Capano, Chief Clerk Kittridge, Mrs. Amor Flenniken - Tax Claim Bureau Director, Mr. Louis Furman - Real Estate Supervisor, Public Information Officer Huber and Mr. Crouse of the Observer Publishing Company. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omis - sions to Minute No. 16, each Commissioner having received a copy. approved, as read. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 16 be Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: None. Unfinished Business: Mr. Mazza: I brought to the attention of the Board, on the Chartiers Creek Flood Control Project, about Nick Cianelli wanting to meet with the Board on a right of way. Mr. Flynn: We will check with Special Counsel Zeman, at the meeting this after- noon. Reporter Robertson entered the meeting. Chairman expressed concern about the leases on the park properties. Mr. Capano: I held up on the leases to get those suitable on the park for farming, they did have them for residential but we are going to be very cautious; we haven't received E 0 the forms yet. SEVEC, JOHN MAZZA, COMMISSIONERS 1 1 Chairman reported that he made a personal inspection of the farm property leased by Tenant Stacko; Mr. Stacko is violating his lease. Mr. Capano: We had a broker who handled the leasing, but he never submitted the leases to the Commissioners for approval; Mr. Mazza: What action are we going to take ? Mr. Capano: We are going to send another letter by registered mail, that he is vio- lating his agreement; his lease expires in June or July, but it will not be renewed. New Business: Mrs. Flenniken, Director of the Washington County Tax Claim Bureau, presented various private bids to the Board for approval; said bids having been approved by the Tax Claim Bureau Solicitor. Purchases by individuals other than the owners: Moved by Mr. Bevec, seconded by Mr. Mazza, that RESOLUTION NO. 169, for coal situate in Buffalo Township, Washington County, Pennsylvania, sold on various tax sales (as per list on file) being described as approximately 3890. 353 Acres Coal, various tracts (as per list on file), situate in Buffalo Township, Washington County, Pennsylvania, formerly assessed in the name of various owners (as per list on file), be approved; and that the sum of $29, 177. 65 be accepted from H. GILMORE SCHMIDT. Washington County Tax Claim Bureau receiving consent of taxing districts involved: McGuffey School District - (Buffalo) - March 4, 1968 and Buffalo Township Supervisors - March 8, 1968. Motion carried unanimously, with Mrs. Flenniken leaving the meet - Mr. Furman, Real Estate Supervisor, submitted a request to the Boar that the County Solicitor be authorized to petition the Court for approval to sell at Private Sale, various properties. Mr. Mazza suggested that in the future, perhaps the Tax Claim Burea could meet with the Washington County Planning Commission, to see if any of the properties are in any of the areas where new roads are going or any county project is planned, to avoid any complications. Mr. Capano: Where the Department has advance knowledge, they have been keeping them off the tax sales; where there is no knowledge, they could check. BEVEC, JOHN MAZZA, COMMISSIONERS Mr. Furman submitted a new deed issued to replace the original that was never recorded and lost by the owner, to the Board for signature. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Board of County Commissioners do hereby sign, and the Chairman of the Board acknowledges the new deed dated April 18, 1968, issued to replace the original deed dated January 1949, which was not recorded and lost (see County Commissioners Minutes dated December 20, 1948) between Washington County and Charles Lasko, a/k/a Losko for property described asr ALL that certain parcel of ground situate in East Pike Run Township, Washington County, Pennsylvania, being more fully described as follows: BEING One -Half (1/2) Acre of surface adjoining the National Pike, Dorsey Bros., near Krepps Knob, Under and Subject to the same exceptions, reservations and conditions set forth or mentioned in deeds in the chain of title. Mr. Cromwell informed the Board that Pete Ciaffoni would like to lease the William Caldwell property for agriculture purposes; said property would lease for $300. 00 annually. Mr. Cromwell made note that Pete Ciaffoni had talked with him and made arrangements to make the payments for the property. Reference was again made to the Stacko Farm, and the question was asked, if it is feasible to lease the property. fl MINUTE BOOK 109 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. SEVEC, JOHN MAZZA, COMMISSIONERS Mr. Cromwell: We have gone over this and Pete Ciaffoni is in complete accord; in the lease we show an aerial picture indicating what gound can be used for plowing, cultiva- ting, etc. , so that the county will be protected as much as can be with regard to this problem. Mr. Bevec: Is Mr. Stacko still plowing areas, he shouldn't plow? Mr. Flynn: Yes. Mr. Bevec: Have Tom Felak check this out and have it stopped. Mr. Capano: Steps will be taken to stop him. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Board of Commissioners adopt the recommendation as submitted by Mr. John Cromwell, Acting Director of Parks and Recreation Department, that said Department be authorized to lease the property formerly owned by William Caldwell located in Cross Creek Park, to Pete Ciaffoni; subject to the approval of the County Solicitor as far as the lease is concerned. Mr. Flynn: If it practical to leasp these properties for $1100 in view of the criticism that has been received? Mr. Mazza: What's the purpose of leasing it? Mr. Cromwell: Primarily because we were getting pressure from various persons because the land was just lying there idle. Of course, I agree with Mr. Flynn, however; our first experience was unfortunate, but we are tightening up our leases to avoid any misuse of the land. Mr. Bevec: Would you recommend that we lease or withdraw ? Mr. Cromwell: I would recommend leasing; we have it under our control. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under date of April 24, 1968, from Joseph A. Feconda, Warder notified the Board that the Attorney General of the Commonwealth had requested his appearance as a consultant before the task force on corrections of the Pennsylvania Crime Commission, in Harrisburg on Friday, April 26, 1968; Warden requested authorization to attend, the only expense being involved - mileage. Moved by Mr. Bevec, seconded by Mr. Mazza, that Warden Feconda be authorized to attend the Pennsylvania Crime Commission's Task Force on Corrections in Harrisburg, April 26, 1968; and that mileage expense be approved for payment. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read telegram from Congressman Morgan that announced 110 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS the Federal Aviation Administration has approved federal funds in the amount of $59, 500 for the Washington County Airport; funds will be used to overlay and mark runway parallel taxiway and apron. Mr. Cromwell will check with County Surveyor Yuhas, as to what phase and application the amount applies. Letter under date of April 22, 1968, from Louise Abel, Executive Director of Washington County Child Welfare Services, informed the Board that during the next two (2) months, the agency has the opportunity to utilize the services of Carl J. Di - Vincenzo, a first year graduate student at the University of West Virginia, under a Children and Youth stipend for his training and a former employee at the agency as a Caseworker; his salary will be paid by the Office of Children and Youth, therefore, the only expense for the County may be some transportation, but as of now, the agency does not feel that it will be necessary for him to do any traveling. Moved by Mr. Bevec, seconded by Mr. Mazza, that Carl J. DiVincenz be appointed as an employee at Washington County Child Welfare Services, for a period of seven (7) weeks; this action to be effective April 29, 1968. Bourke, Jr. Executive Director of the Redevelopment Authority of the County of Washington, and the Board of County Commissioners, from the Borough of Charleroi, concerning a public meeting for the purpose of updating the plans for the Charleroi Redevelopment with regard to the proposed Post Office, the housing for the elderly and the low income housing; said meeting will be with Council, members of the Charleroi Planning Commission and citizens of Charleroi, and held in the Borough Building on Wednesday, May 15, 1968, at 7:30 p.m. Mr. Cromwell: 1 received a letter on this meeting and the date has been changed to May 22, 1968. Receipt of the above letter will be acknowledged, and the Borough of Charleroi Council will be informed that the Board of Commissioners will make it a part of their agenda to attend the meeting.
