FLYNN, JOHN R. 6EVEC, JOHN MAZZA, COMMISSIONERS Old Business: Federal Aviation Administration approval of federal funds in the amount of $59, 500 for the Washington County Airport. Mr. Yuhas read letter under date of April 24, 1968, from George M. Gary, Director, FAA Eastern Region, Jamaica, New York, stating the Administrator of the FAA allocated $59, 500 under the terms of the Federal Airport Act for a project at Washington County Airport, Washington, Pennsylvania, to perform the following airport development: Overlay and mark Runway 9-27 (3700' x 75') parallet taxiway (2800" x 40") and terminal apron (10, 000 s. y. ) Mr. Cromwell, Director of the Washington County Planning Commission, entered the meeting. (telegram announcing the approval of funds from Congressmen Morgan was presented at regular session held April 25, 1968 - Minute No. 17) Letter also stated regret that the pressing need for financial assistance required that the allocation be limited to the development described above; said development is considered desirable and necessary to improve Washington County Airport so that it will become a more effective part of the national system of public airports. The funds are to be used only for the development specified above and may not be used for any other development without the approval of the FAA. In the discussion that followed, note was made by Mr. Yuhas, that the approved allocation was all that was received out of the $900, 000 that was requested, but it is sufficient to do the resurfacing; this is money allocated in 1968 for 1969; this is the 1968 request and next year's program; the resurfacing is a part of Phase II of the Airport improvement plans. Mr. Cromwell reported that the Planning Commission approved Phase I of the Airport improvement plans; further study is necessary on Phase II. Chief Clerk requested Mr. Yuhas to submit a report on the total money that would be in- volved with regard to federal, state and county participation, to avoid an oversight insofar as budget preparation is concerned. Mr. Mazza was of the opinion that the Chief Clerk and Director of the Planning Commission should have a copy of any communication pertain- ing to the Airport. Unfinished Business: Mr. Capano informed the Board he had prepared the letter to be forwarded to Mr. William Stacko, R. D. 2, Avella, Pennsylvania 15312, concerning lease violation; letter will be sent by registered mail, return receipt requested, delivered to addressee only. Mr. Cromwell, Director of the Washington County Planning Commission, presented several items to the Board for consideration and approvel. a) United States Department of Agriculture Soil Conservation Service - Harmon Creek Watex Shed, Program P. L. 566 certification; Mr. Cromwell remarked that everything was in order. No read or utility relocation required, and made reference to Item No. 4 or the 1 Certification concerning acquisition of all construction permits required by State or local 117 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Moved by Mr. Mazza, seconded by Mr. Bevec, that certification relating to Land Rights, Water Rights (including storage rights where applicable), and Construction Permits for the Harmon Creek Watershed, Flood Control Structure on Site 479, State of Pennsylvania, be authorized by the Board of Commissioners, County of Washington. Motion carried unanimously. b) Recommendation that the Board of Commissioners accept a Board of View Award: Mr. Cromwell reviewed the events in connection with the condemnation of land and property of Clarence B. D. 2, Finleyville, Pennsylvania, for the acquisition of land for a county recreational park, located in Nottingham Township, making note that the Board of View Award was the same as the original amount offered. Moved by Mr. Bevec, seconded by Mr. Mazza, that the award granted by the Board of View in the amount of $5, 600 be accepted, with regard to condemnation of lands and property of Clarence B. Motion carried unanimously. c) Ten Mile Creek County Park - Consultant Contract; Mr. Cromwell: The contract has been reviewed by Solicitor Ceisler; last year we had another contract, it was our intention to carry this on but it turned out that they were taking on too much work and they were short of staff; however, we wanted to get moving on this so they suggested if we wanted to go into another contract, it would be allright with them. George Kemp is a former employee of the Allegheny County Parks and has said he would be interested; fee schedule is $15. 00 per hour and the contract is an open end contract that can be terminated at any time without penalty. We have money in our budget for consultant ser- vices that are necessary. Mr. Kemp will stay with us right through construction. Moved by Mr. Bevec, seconded by Mr. Mazza, that John Cromwell, Acting Director of the Parks and Recreation Department, be authorized to enter into a contract with George R. Kemp and Associates, Inc., a corporation, having its office and principal place of business at 300 Penn Center Voulevard, Pittsburgh, Pennsylvania, 15235, for consulting services with regard to providing planning, surveying, engineering, landscape, architectural and related services in connection with the acquisition, design and developmen of the Ten Mile Creek County Park, located in Washington County, under the direction and 118 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHIN13T❑N COUNTY, PENNSYLVANIA MICHAEL R. Moved by Mr. Bevec, seconded by Mr. Mazza, that License for Diamond Drill Hole 102 through land owned by the County located in Nottingham Township, Washingt County (Mingo Creek County Park) granting the United States Steel Corporation permission to go on the Premises and drill for the purpose of testing the coal lying thereunder, be approved subject to the approval of the County Solicitor. Chairman complimented Mr. Cromwell and his staff on the Mine Drainage Pollution of Streams information, c opy of which has been forwarded to the Department of Mines and Industry. Mr. Cromwell reported he had received an invitation concerning a tour relative to the same on the 24th of May - Secretary Udall will be in attendance. Mr. Cromwell also reported briefly on a recent meeting attendedby Messrs. Mazza, Kenney, Engelhardt and Cromwell, one of the most important issues being inter -county cooperation on sewerage systems. Moved by Mr. Bevec; seconded by Mr. Mazza, that action taken whereby the Board of County Commissioners adopted a resolution, dated October 27, 1966, No. 109,1 for a bid on property described as Lots 202 to 205 inclusive, situate in North Strabane Tow ship, Washington County and formerly assessed in the name of Francis Dooley et ux, be rescinded. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under date of April 29, 1968, from Deputy Controller Whalen, advised the Chief Clerk, of the net bank balance in the General Fund Account as of that date;', it will be necessary that an additional temporary loan be made in the amount of $200, 000. 00. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Chief Clerk be authorized to obtain an additional sum of $200, 000. 00 on a temporary loan basis from the total sum primarily authorized, on a take -down basis from the Pittsburgh National Bank. Remarks: Chief Clerk made note that in checking with Pittsburgh National Bank, the interest rate will be 3. 38% said banking institution submitted the lowest quote with the prime rate at that particular time being 3. 12%. Mr, Whalen: They can't give you a fixed rate. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. The following is a copy of Certificate of Indebtedness issued in accordance with the above motion. CERTIFICATE OF INDEBTEDNESS OF WASHINGTON COUNTY, PENNSYLVANIA. $200, 000. 00 May 2, 1968 The County of Washington in the Commonwealth of Pennsylvania, promises to pay to Pittsburgh National Bank, or order, at its Office at 6 South Main Street, Washing- ton, Pennsylvania, Two Hundred Thousand ($200, 000. 00) Dollars, on or before December 31, 1968, with interest from date on the unpaid principal balances hereof from time to time outstanding at the rate of 3. 38% per annum, interest payments to be made on the first day of each calendar quarter throughout the year. Payment of the indebtedness evidenced hereby may be anticipated in whole or in part at any time and from time to time without penalty. This certificate of indebtedness evidences a temporary loan in anticipation of taxes to be collected for the fiscal year in which it is issued and is to be repaid from the first revenues received by the undersigned during'the current fiscal year. Mr. Whalen: This will make $850, 000. 00; I checked with the County Treasurer and he is making good progress on his tax notices, they should be in the mail by May 31, 1968. I think you can expect tax revenue by about the third week in June. Mr. Whalen reviewed the financial status of the general fund during which t ime the Chief Clerk made not that the full sum of $1, 000, 000. 00 would have to be borrowed. Letter under date of April 29, 1968 from Deputy Controller Whalen advised that it is necessary to make another transfer of funds to the Washington -Greene County Mental Health and Mental Retardation Program; recommended that the sum of $5, 000 be approved for said transfer. Moved by Mr. Mazza, seconded by Mr. Bevec, that the sum of $5, 000, 00 be approved for said transfer. Moved by Mr. Mazza, seconded by Mr. Bevec, that the sum of $5, 000. 00 be transferred from the General Fund Account to the Washington -Greene County Mental Health and Mental Retardation Account. Remarks: This is the second request; we have received one (1) reimbursement check; we are due a grant from the State in a sizeable amount. Mr. Bevec: Have we billed Greene County yet? Georges, Jr. M. D. Secretary, Pennsylvania Department of Welfare, informed the Board that the recent on -site survey relating to Title VI of the Civil Rights Act indicates that the Washington County Home and Hospital for Men and the Washington County Home for Aged Women, were in compliance; regular visits will be made, as mandated by Federal regulation, to insure continued compliance. Solicitor: Mr. Capano presented a lease to the Board for consideration and approvel, concerning the concrete block building, formerly used by the National Guard unit, at the Washington County Airport. Moved by Mr. Bevec, seconded by Mr. Mazza, that the County of Washington Washington, Pennsylvania, lease to the Flyers Club of Washington, Pennsylvania, the concrete block building, formerly used by the National Guard unit as office, together with the parking area adjacent thereto, situate at the Washington County Airport, for the term of two (2) years commencing on the 1st day of May, 1968 and ending on the 305h day of April, 1970, for the sum of $25. 00 per month, payable on the first day of each month; and that Michael R. Flynn, Chairman of the Board of County Commissioners, be authorized to execute said lease. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Mazza expressed an opinion to the Board for consideration - the collection of our rental income at the Airport by John Yuhas or one of our offices.
