BEVEC, JOHN MAZZA, COMMISSIONERS THE FOREGOING MINUTE READ AND APPROVED: ATTEST: CHIEF CLERK NO. 19 , 1968 Office of the County Commissioners Washington, Pa., May 9, 1968 Board of County Commissioners met in regular session with the follow - ing members being present; Commissioners Flynn, Bevec and Mazza. Also present being; County Solicitor Capano, Chief Clerk Kittridge, Mr. Gillespie of the Washington - Greene Community Action Corporation, Deputy Controller Whalen, Public Information Officer Huber and Reporter Robertson. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 18, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 18 be approved, as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: Federal Income Tax Data to be supplied by Commonwealth to County Commissioners. Chief Clerk read letter under date of April 24, 1968, from Warner M. Depuy, Secretary of Revenue, informing the Board that representatives of the Internal Reve- nue Service, secretariat and staff members of the Department of Revenue and other persons constituting a representative group from the counties interested in obtaining certain income tax data from the Federal Government, attended a meeting occasioned by the concern for proper safeguarding of Federal tax data. It was proposed, discussed and agreed upon by those present that the needs of counties of the Second Class A through Eighth Class could be ade - quately served by providing them with what would constitute a "mailing list" of those county residents who have filed individual Federal income tax returns reflecting receipt by them MINUTE BooK 123 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS L during the year of dividend and/or interest payments. It was concluded that this list of taxpayers would embrace those likely to be subject to the county -imposed personal property tax; under this proposal, information furnished to the counties would include no dollar it would be limited to: Name of Taxpayer (complete) Address (street address, city, state, zip code) Social security number (also that of spouse, if given) with respect to safeguards to insure maintenance of the confidentiality of the date from Federal income tax returns entrusted to county commissioners for tax enforcement pur- poses, it was concluded at the meeting that those county commissioners who have previously executed with the Commonwealth agreements to receive the Federal data would be called upon to renew their committment in the form of a letter request for the "mailing list" data, and incorporate in their request a statement of the "safeguards" that can and will be made to apply to this date to insure that the I. R. S. Commissioner, Governor and the Commission- ers of any county are not embarrassedby any incident of improper release or use of data, and that no state or local government employee suffers under the cited penalty provisions of the Internal Revenue Code. These changes in the program have made it necessary to recompute costs and to reapportion the cost per taxpayer name supplied the counties; as soon as these determinations have been made the county will be advised of the approximate number of names to be included on the county list and the apportioned cost per taxpayer name (the cost to our county under the two and one-half cents per name with all filing tax - payers I names furnished had been calculated. During the discussion that followed, Chief Clerk made note the other agreement entered into by the County is void. Moved by Mr. Bevec, seconded by Mr. Mazza, that the matter be tabled, for further discussion. New Business: Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Michael George, Park Administrator, presented a License concerning the U. S. Steel Corporation, a New Jersey Corporation, requesting permission to drill 12 test holes for coal on the premises of Mingo Creek County Park (a part of); said corporation owns the coal rights. Moved by Mr. Bevec, seconded by Mr. Mazza; that License for Diamond Drill Holes 132, 133, 134 and 135 through land owned by the County located in Nottingham Township, Washington County (Mingo Creek County Park) granting the U. S. Steel Corp- is - oration permission to go on the premises and drill for the purpose of testing the coal rights thereunder, be approved. 124 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHIN13TON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Remarks: This will make a total of seven (7) test holes that the U. S. Steel Corp - oration has been given permission to drill, fee being $25. 00 per test hole. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Military Leave of Absence: Moved by Mr. Bevec; seconded by Mr. Mazza, that a Military Leave of Absence be granted to Metro Petrosky, Jr., Community Organizer Coordinator, and a member of the Military Reserve that is to report for Active Military Duty, as requested; this action to be effective May 10, 1968. Roll call vote taken: Mr. Bevec - Yes; Mr, Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Appointment: Moved by Mr. Mazza, seconded by Mr. Bevec, that Mrs. Sandra Petrosky be appointed as Community Organizer Coordinator on a temporary basis; this action to be effective May 20, 1968. Remarks: With Mr. Petrosky leaving his wife, Sandra Petrosky, applied for the position; the Board of Commissioners met with Mr. Petrosky at which time he outlined that his wife is very familiar with the program. Mr. Mazza: I think the appointment is well in order. Mr. Flynn: The State requested that we send in a biography of her scholastic background; letter under date of May 6, 1968, from Herman M. Melitzer, Director - Bureau of Commun- ity Consultation, advised that after reveiwing the personnel information on Mrs. Petrosky, they were pleased to state that she meets the requirements for the position and requested that they be advised officially of her appointment and effective date. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk submitted requests to the Board, that the County Controller be authorized to advertise for bids for the purchasing of automobiles and a tractor -Mower. Moved by Mr. Mazza, seconded by Mr. Bevec, that the County Controller be authorized to advertise for bids, for the purchase and delivery of Eight (8) New 1968 Model Automobiles, American Made - Fords, Chevrolets, Plymouths or equivalent; said bids to be received in the Office of the County Controller until 11:00 a. m. , Daylight Saving Time, Thursday, May 23, 1968, and opened immediately thereafter in the presence of the County Commissioners. Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller be authorized to advertise for bids, for the furnishing and delivery of one (1) 4-wheel type Tractor & Mower to Mingo Creek County Park, Nottingham Township, Washington County, Pennsylvania; said bids to be received in the Office of the County Controller until 11:00 a. m. Daylight Saving Time, Thursday, May 23, 1968 and opened immediately thereafter in the presence of the County Commissioners. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under date of April 26, 1968, from Arthur V. Harris, President, (Per W. P. Horn, TRIAD - THREE RIVERS IMPROVEMENT AND DEVELOPMENT CORP- ORATION, a non-profit organization) informed the Board that the Allegheny County Commis- sioners declared the week of June 17, 1968, as Three Rivers' Week in Allegheny County and during the week there will be all kinds of activities such as, motor boat races, water shows, water skiing, beauty pageants, fishing contests, a boat parade, etc.; as a neighbor of Allegheny County, perhaps Washington County might wish to take part in the River - Fun Program. This letter will be forwarded to Harry Sutherland, Director of the Washington - Greene Tourist Promotion Agency. Budget Item: Letter under date of May 1, 1968, from Roland H. Bourke, Jr., Director of the Redevelopment Authority of the County of Washington, requested the second quarter payment of $13, 537. 50, as authorized by the Board of the Redevelopment Authority of the County of Washington at their regular meeting held April 29, 1968. Chief Clerk presented memorandums directed to Judge Sweet, requesting that the following be authorized to attend conferences, and receive the following indicated advances: a) The Middle Atlantic -States Conference of Correction which will be held in West Point, New York, May 12 - 15, 1968 - Louis A. Sheehan . . . . . . . . $187. 80 Adult Probation Officer George Kubovcik . . . . . . . . $164. 85 Domestic Relations Officer b) memorandum directed to F. D. Whalen, approved by Judge Sweet to attend: 1968 PAPPC Conference (Pennsylvania Association on Probation and Parole Conference) in Allentown, Pennsylvania, May 19 - 22, 1968 - its MINUTE B0017, BOARD OF COUNTY COMMISSIONERS WASHINGT13N COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS Juanita Berkey. . . . . . . . . . $133. 20 Assistant Chief Adult Probation Officer Mr. Whalen: There is $400. 00 in the budget to cover such requests. During the discussion that followed, note was made that with the exception of the State Association conferences authorized by law, those persons planning to attend meetings or conferences must have the approval of their Department Hqd, upon presenting the request to the Board of County Commissioners for final approval - adequate funds must be in the various budget accounts to cover the expenses of the conferences. Moved by Mr. Bevec, seconded by Mr. Mazza, that the above named per - sons be authorized to attend the above mentioned conferences, as requested; and that the expenses be limited to $100. 00 per person. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - No. Motion carried. Letter under date of May 1, 1968, from Charles L. Mayer, Mayor of the City of Washington, submitted a request from City Council, that the Board of County Com - missioners obtain other facilities for the use of the voters in the First Ward, due to limited quarters at the Police and Fire Headquarters. Mr. Bevec suggested that the voters in the First Ward be permitted to use the Warden's Residence, stating that the Ward is now small but will be big when the new federal housing is completed. This letter will be forwarded to the Election Bureau. Mr. Flynn: To clarify an item that appeared in the papers whereby Washington County received the amount of $1, 916, 860. 00 of Hill -Burton Funds, the subject was right but the composition was wrong, because we do not receive money to distribute to the hospitals in the county, but as of yesterday, May 8, 1968, we received work that the County of Washing- ton did receive the grant, following four (4) years of endeavor on the part of the Commis - s i.one rs . Mr. Mazza reported to the Board, he had received quite a number of calls concerning the condition of some of the voting booths; perhaps when they come in they could be checked to see that they are stable and capable for use. Mr. Bevec made note that the Election Bureau has a list of similar calls and the Chief Clerk stated that something would have to be done with regard to the weakly constructed booths.
