Board of County Commissioners met in regular session with the
following members being present: Commissioners Flynn, Bevec and Mazza. Also present
being: County Solicitor Capano, Chief -Clerk Kittridge, Deputy Controller Whalen, Mr.
Gillespie of the Washington -Greene County Community Action Corporation, Parks Ad -
ministrator George, County Surveyor Yuba s, Washington County Planning Commission
Director Cromwell, Public Information Officer Huber and Reporter Robertson.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 19, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 19
be approved, as read.

Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Old Business: None.
Resignations:
Moved by Mr. Mazza, seconded by Mr. Bevec, that the resignation as
submitted by Jacquelyn Bianchi, Clerk Stenographer I for Child Welfare Services of Wash-
ington County, be accepted; this action to be effective May 31, 1968.

Moved by Mr. Mazza, seconded by Mr. Bevec, that the resignation
as submitted by Sara Wilson, Attendant II at the Washington County Home for Aged Women,
be accepted, this action to be effective May 10, 1968.

Hospital; this action to be effective May 9, 1968.
Remarks: Mr. Mazza: Are we up to par?
Chief Clerk: No; this is the second one appointed on a part time basis.

Chief Clerk presented a check in the amount of $153, 486. 00 to the
Board, representing Project 70 Land Acquisition Assistance Grant from the Commonwealth
of Pennsylvania; said check to be deposited in the Parks and Recreation Account.
Mr. Cromwell made note that approximately $200, 000. 00 is forthcoming from Open Space
and approximately $100, 000. 00 from Project 70.

Moved by Mr. Bevec, seconded by Mr. Mazza, that the following persons
be appointed as part-time personnel as indicated opposite their names; effective date also
indicated opposite their names.

Memorandum under date of May 14, 1968 from John F. Cromwell, Director
of the Washington County Planning Commission, requested that the Board authorize
Messrs. Cromwell and Anthony to attend the first state-wide conference of Community
Affairs, sponsored by the Department of Community Affairs.
Moved by Mr. Bevec, seconded by Mr. Mazza, that John F. Cromwell and
John D. Anthony of the Washington County Planning Commission, be authorized to attend
the First Annual Community Affairs Conference at Pocono Manor on June 5, 6 and 7, 1968.

Mr. Cromwell: Yes; this conference replaces the Planners -Technicians Conference,
which conference was normally attended by members of the planning commission staff.

Memorandum under date of May 15, 1968, signed by Louis A. Sheehan
and George Kubovcik of the Adult Probation Office and Domestic Relations Office respective-
ly, advised the Board that no one from their office attended the Middle Atlantic States
Conference at West Point, New York, nor had they received the $100. 00 advance )as per
Minute No. 19, dated May 9, 1968), and requested that $100. 00 be advanced to cover ex -
penses for the Pennsylvania Probation and Parole Conference to be held May 19 - 22, in
Allentown, Pennsylvania; checks to be made available Friday, May 17, 1968. The Board
made note that Miss Berkey of the Probation Office was also authorized to attend this con -
ference. Chief Clerk submitted a request that anytime such conference requests are to be
processed concerning advance of funds, they should be submitted for presentation to the
Board for approval at a date early enough, possibly eight (8) days prior, in order to allow
proper time for approval and check preparation.
Moved by Mr. Bevec, seconded by Mr. Mazza, that one (1) additional
employee from the above mentioned departments; be authorized to attend the Pennsylvania
Probation and Parole Conference to be held in Allentown, Pennsylvania, on May 19, 20, 21
and 22, 1968; and that the sum of $100. 00 be approved to cover expenses.

Chief Clerk:
Presented a check in the amount of $6, 805. 85 to the Board from the
Commonwealth of Penns ylvania, representing the planning grant for the period 4/ 1 / 68 to
6/30/68, for the Washington -Greene County Mental Health Mental Retardation Program.
Mr. Cromwell in a memorandum under date of May 13, 1968, made
reference to recent action taken by the Board of County Commissioners, whereby monies
received from leasing properties in the proposed Cross Creek County Park, would be
placed in the Parks and Recreation Account and used for land acquisition, and submitted
a recommendation that a resolution be adopted which would broaden the first resolution by
authorizing that any revenues or monies received relative to the county parks be placed in
the Parks and Recreation Account. Such revenue would include fines, sale of buildings
to be removed, permit fees, etc.
Mr. Whalen: In the way of fines, if it is a state statute, I think that the law says it is to

go into the General Fund.
Mr. Cromwell: The only fines in mind are those pertaining to our Ordinance.
During the brief discussion that followed, the Board was of the opinion
that the word 'fines' should be eliminated.

The Board of Commissioners hereby authorize that any and all revenues
received relative to the county parks, such as sale of buildings to be removed and permit
fees, etc. , be placed in the Parks and Recreation Account of Washington County.

Memorandum under date of May 15, 1968, from Parks Administrator
Michael George, informed the Board that the Valley Inn Volunteer Fire Department of
Carroll Township, was interested in obtaining a sheet metal building in Mingo Creek Park
located on the property formerly owned by Robert Scena; the building under consideration
has been destined to be removed as it has no significant value in the use and operation of
the park. It was requested that this building be donated to the Valley Inn Volunteer Fire
Department for services performed in burning specific buildings in the park and that they
be given until June 3, 1968, to have it removed; the fire department has also expressed
willingness to volunteer their services in burning additional buildings to be removed in the
park.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the request as
submitted by the Parks Administrator, with regard to the sheet metal building in Mingo
Creek Park located on property formerly owned by Robert Scena, being donated to the
Valley Inn Volunteer Fire Department of Carroll Township, be approved.

County Court House
Washington, Pennsylvania
Gentlemen:
The members of the May Term of the Grand Jury for the year 1968 -
made a tour and examination of the County Home for Aged Women, the Washington County
Jail, and the Court House, and report as follows:
The County Home for Aged Women was clean and orderly and the food
was excellent. The superintendent and matron of the ome, Mr. and Mrs. John Showalter,
were very courteous and co-operative in assisting us on our tour and examination of the
Home.
The Warden at the County Jail conducted our tour of the Jail, which we
found to be neat, clean and orderly.
As to the Court House, the physical building itself appears to be clean,
however, the women's lounge could stand some improvement.
It also appears that the District Attorney's office could use some more
space in the way of offices for the Assistants, and accomodations for the Grand Jury should
have an amplifier for the witnesses in the Grand Jury.

Letter under date of May 7, 1968, from J. Ferguson, Secretary,
Pennsylvania Department of Forests and Waters, Water and Power Resources Board, signec
by Mrs. E. M, Kilpatrick, enclosed an original and five copies of a Supplemental Agreement
between the Board and the County of Washington for Flood Control District No. 40 as amend-
ed, to be executed by theCommissioners; letter was addressed to T. P. Shearer, Esquire,
Chartiers Creek Flood Control District, at the Grant Building, in Pittsburgh, who in turn
forwarded it to Special Counsel Zeman. It was requested that all executed copies be re -
turned; a fully executed copy of the Supplemental Agreement will be returned when com
by the Commonwealth.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Supplemental
Agreement with regard to the Chartiers Creek Flood Control District No. 40, as amended,
be entered into by and between the Water and Power Resources Board of the Commonwealth
Pennsylvania and the County of Washington, Pennsylvania.
Remarks: The agreement is a supplement to the original agreement made in
September of 1961; this is financial participation in the amount of $45, 000; this is the first
phase of the Canonsburg -Houston Reach of the Chartiers Creek Flood Control Project.

We should have a recommendation from Special Counsel approving the

Mr. Cromwell submitted a list of leases concerning property located
in Cross Creek County Park, to the Board for consideration and approval.
In reviewing the requests, Mr. Capano asked if the leases contained
reservations as to "no sub -letting", to which Mr. Cromwell replied this would be one of
the stipulations.
Mr. Capano: Will it also contain a reservation as to the harvesting of crops ?
Mr. Cromwell: Yes.
Mr. Capano also made note that something would have to be provided
concerning lease violation. Mr. Cromwell informed the Board that Tenant Stacko is going
to re -seed his property.
Messrs. Capano and Flynn: We would like to have this in writing.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the following leases
be approved for the specified amounts and periods, as indicated, for the leasing of Property
in Cross Creek County Park.
1. Property formerly owned by John L. Thompson (C-29)
containing 164. 85 acres, more or less,

County Surveyor Yuhas submitted an application of Tri-State Aviation, Inc. , for an ex -
emption pursuant to section 416 (b) of the Federal Aviation Act of 1958, as amended, to
permit operation in charter service of a DC-3 aircraft having a maximum gross take -off
weight in excess of 12, 500 pounds and a maximum capacity of fourteen passengers; ap -
plication is being filed with the Civil Aeronautics Board to get the DC-3 included in Tri-
State's fleet for charter service.
Mr. Yuhas: There are some forms that the Board of Commissioners approve; this
supports Tri-State's petition.
Mr. Capano: What effect will this have with any future agreements with Mr. Breese
of Tri-State?
Mr. Yuhas: As far as the county is concerned, none whatsoever.
MOTION OF THE WASHINGTON COUNTY COMMISSIONERS FOR PERMISSION TO
FILE LATE -
Moved by Mr. Mazza, seconded by Mr. Bevec, pursuant to Rule 17 (b)
of the Procedural Regulations of the Civil Aeronautics Board that it be granted permission
to file late the Answer to the Application for Exemption of Tri-State Aviation, Inc. , in
Docket 19871. The Washington County Commissioners only recently received in the mail a
copy of Tri-State's Application, and did not have sufficient time thereafter to meet and ap -
prove the required resolution to file the Answer. It is requested, therefore, that such lack
of the necessary time to take official action will be treated as excusable within the meaning
of Rule (17) (B). Chairman of the Board of Washington County Commissioners is hereby
authorized to sign the stated Motion.

Mr. Capano presented a proposal submitted by the Pittsburgh Testing
Laboratory, covering the proposed bituminious paving for the Washington County Airport
Project; proposal was reviewed by the Michael Baker, Jr., Inc. and the rates included
therein were found to be reasonable for this type of project, therefore, recommendation
was made by Michael Baker, Jr., Inc. Consulting Engineers - Planners - Surveyors, that
the Washington County Board of Commissioners enter into an agreement with the Pittsburgh
Testing Laboratory for the performance of these tests.

Moved by Mr. Bevec, seconded by Mr. Mazza, that the Washington
County Board of Commissioners enter into an agreement with the Pittsburgh Testing
Laboratory, Inspecting Engineers and Chemists, 850 Poplar Street, Pittsburgh, Pennsyl -
vania, for the purpose of having tests performed of the bituminous pavement, with regard
to the Washington County Airport Project.

Motion carried unanimously.
Mr. Yuhas: Once this is done, we will be ready to advertise for bids; we have to
advertise three times and bids would be opened probably by June 27th, then everything has
to go into Cleveland for review.

Moved by Mr. Bevec, seconded by Mr. Mazza, that the resignation as
submitted by Mary Klinger, employee at the Washington County Home for Aged Women, be
accepted; this action to be effective May 7, 1968.

Mr. Bevec: I was down at the Mingo Park area on Saturday, and I want to say that
there has been a lot of progress down there and you can tell the program is moving; there
were about 35 - 40 young men from the Tau Kappa Epsilon Fraternity of California State
College, working at the Park. I think we should direct a letter to the men from the
fraternity and to Michael Basich, who made the arrangements.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chief Clerk
be instructed to send aletter of thanks in behalf of the Washington County Commissioners,
to the Tau Kappa Epsilon Fraternity and Michael Basich, for their volunteer work at Mingo
Creek County Park.
