Washington, Pa., May 23, 1968
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Flynn, Bevec and Mazza. Also present
being: County Solicitor Capano, Deputy Controller Whalen, John Cromwell - Director of
the Washington County Planning Commission, Michael Goerge - Parks Administrator,
John Yuhas - County Surveyor, Public Information Officer Huber and Jack Crouse of the
Observer Publishing Company.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 20, each Commissioner having received a copy.
Moved by Mr. Mazza; seconded by Mr. Bevec; that Minute No. 20 be
approved, as read.

Letter under date of May 22, 1968, from Deputy Controller Whalen, was
read by Solicitor Capano, advising the Chief Clerk of the net bank balance in the General
Fund Account as of that date; memo read from Chief Clerk requesting authorization to
borrow $150, 000. 00 at 3. 38 interest on May 24, 1968. Memo also noted that this will
make a total of one million dollars that has been borrowed on the take -down basis of the
original million dollars that was approved by previous board action.
Moved by Mr. Bevec; seconded by Mr. Mazza; that the Chief Clerk be
authorized to obtain an additional sum of $150, 000. 00 on a temporary loan basis from the
total sum primarily authorized, on a take -down basis from the Pittsburgh National Bank.

CERTIFICATE OF INDEBTEDNESS

WASHINGTON COUNTY, PENNSYLVANIA
$150, 000. 00
May 24, 1968
The County of Washington in the Commonwealth of Pennsylvania, promises to pay to
Pittsburgh National Bank, or order, at its Office at 6 South Main Street, Washington,
Pennsylvania, One Hundred Fifty Thousand($150, 000. 00) Dollars, on or before December
31, 1968, with interest from date on the unpaid principal balances hereof from time to
time outstanding at the rate of 3. 38% per annum, interest payments to be made on the first
day of each calendar quarter throughout the year.
Payment of the indebtedness evidenced hereby may be anticipated in whole or in
part at any time and from time to time without penalty.
This certificate of indebtedness evidences a temporary loan in anticipation of taxes
to be collected for the fiscal year in which it is issued and is to be repaid from the first
revenues received by the undersigned during the current fiscal year.
This certificate of indebtedness is executed and delivered pursuant to the authoriza-
tion contained in a resolution duly adopted by the County Commissioners of the County of
Washington at a meeting held on February 1, 1968, which resolution is still in full force
and effect.
IN WITNESS WHEREOF, the undersigned County has caused this obligation to be
executed by the County Commissioners of said County, its seal to be hereunto affixed and
the same to be attested by the Chief Clerk this twenty-fourth day of May, 1968.

Chairman submitted a memorandum under date of May 22, 1968 from
Michael George, Park Administrator, requested that the County Controller be authorized
to advertise for bids for the purchase of a patrol vehicle for Mingo Creek County Park.
Memo indicated that money had been allocated in the 1968 budget for said purpose.
Moved by Mr. Bevec; seconded by Mr. Mazza; that the County Controller
be authorized to advertise for bids, for the purchase and delivery of one (1) Jeep Wagoneer
for Mingo Creek County Park; said bids to be received in the Office of the County Controller
until 11:00 a.m., Daylight Saving Time, Thursday, June 13, 1968, and opened immediately
thereafter in the presence of the County Commissioners.
Remarks: A discussion was held with regard to the jeep which is at the County
Garage and it was suggested that it should be looked into as to what
it is being used for.

Chairman read a letter under date of May 20, 1968, from John L. Brunner,
Attorney at Law, in which Mr. Brunner informed the Board of Commissioners that he
is representing Messrs. Paul Long and Joseph DiNardo (both of Allegheny County) and
that these gentlemen are interested in leasing the Washington County Airport. The Chair-
man stated that the letter would be acknowledged and a meeting would be arranged.
Letter under date of May 15, 1968, from the Department of Health, Harris-
burg, Pennsylvania and signed by Walter A. Lyon, Director, Division of Sanitary
Engineering highly commended the County and the Commission after having reviewed
the Report on Mine Drainage Pollution Control prepared by the Planning Board. He
further stated that arrangements had been made for federal and state officials to tour the
Pennsylvania mines (including Washington County) with regard to the pollution problem.
Chairman stated that again Mr. Cromwell and his staff is to be commended for the job
that they have done.
Mr. Cromwell stated that with regard to the above, the survey started
today (May 23rd). Mr. Mazza said that he wished the records to show that the Commis -
sioners had received no official invitation to go on the tour.
Memorandum under date of May 21, 1968 received from Alexandria
Sandra A. Petrosky , Community Organizer Coordinator, requested that the sum of seventy-
five ($75. 00) dollars be authorized to be used by Mrs. Mary Ann Russell, R.N. for PNA
Institute sponsored by the PNA conference group on Geriatric Nursing in Harrisburg,
Tuesday, May 28, 1968.
Moved by Mr. Bevec; seconded by Mr. Mazza; that the sum of $75. 00 be
authorized to be used by Mrs. Mary Ann Russell, R. N. to attend the above conference.

Request under date of May 16, 1968, received from Charles O. Bohner,
Executive Director, Washington County Civil Defense, for authorization for himself and
Mrs. Vlasta Draper, Administrative Assistant, to attend a statewide meeting of County
and Local Civil Defense Directors, June 12 - 13, 1968 at Pennsylvania State University,
University Park, Pennsylvania.
Moved by Mr. Bevec; seconded by Mr. Mazza; that Charles O. Bohner,
Executive Director and Vlasta Draper, Administrative Assistant of the Washington County
Civil Defense, be authorized to attend the annual State Council of Civil Defense meeting
on June 12 - 13, 1968 at University Park, Pennsylvania.

Appointment:
Chairman stated that on March 21, 1968, John Yuhas was appointed
Contracting Officer with regard to the Project Agreement between the Soil Conservation
Service - United States Department of Agriculture and the Washington County Commis -
sioners. This is with reference to Harmon Creek Watershed - Site No. PA-479. Chair-
man further stated that the Board must now appoint an assistant to Mr. Yuhas.
Moved by Mr. Bevec; seconded by Mr. Mazza; upon the recommendation
of the Chairman, that Eugene Tenaglia, Bridge Engineer - be appointed Assistant Con -
tracting Officer for the Harmon Creels Watershed - Site No. PA-479 Project.

Motion carried unanimously.
Operation and Maintenance Agreement for Structural Measures between
the Soil Conservation Service - United States Department of Agriculture and the Washington
County Commissioners was read by the Chairman. Chairman stated that the agreement is
in order and the measures covered by this agreement are identified as Flood Prevention
Structure Site No. PA-479.
Moved by Mr. Bevec; seconded by Mr. Mazza; that the Washington County)
Commissioners enter into the above Agreement and that Michael R. Flynn, Chairman of
the Board be authorized to execute said Agreement. In the absence of the Chief Clerk,
Agreement to be attested by the County Solicitor, Mr. Capano.

Moved by Mr. Bevec; seconded by Mr. Mazza; that the Washington County
Commissioners enter into the Project Agreement with the Soil Conservation Service -
United States Department of Agriculture, Contract No. 12-10-360, Harmon Creek Water -
Shed, Site No. PA-479 and that Michael R. Flynn, Chairmain of the Board be authorized
to execute said Agreement and in the absence of the Chief Clerk, Agreement to be attested
by the County Solicitor.

Correspondence read under date of May 15, 1968 from Mrs. Betty Sanford,

Moved by Mr. Bevec; seconded by Mr. Mazza.; that the County of Washington
enter into an Agreement with the Penn Central Company operating The Philadelphia,
Baltimore and Washington Railroad Company with regard to RIGHT OF ENTRY concerning
UNIT 1, OF THE CANONSBURG-HOUSTON REACH OF THE CHARTIERS CREEK FLOOD
CONTROL PROJECT.

Mr. Gillespie of the Washington -Greene Community Action Corporation, entered the
meeting.
United Health Services Building:
Letters were read by the Chairman and Mr. Bevec from interested
citizens with regard to the building site for the new United Health Services Building.
Mr. Mazza stated that he too had received correspondence on this matter. Mr. Gillespie
stated that the building is to now be constructed in the Monessen Redevelopment Area
(Westmoreland County)however, no planning has been done yet for a building. He further
stated that the site decided by Ernst & Ernst (who conducted a survey authorized by the
state) was located in Carroll Township - Washington County; however, the Board of
Directors decided on the Monessen site without consultation on this decision. Mr. Gillespie
further stated that in his opinion, this did not represent a community effort.
Mr. Mazza: I feel that our Board should go on record with letters to government
officials - State Legislature etc., that this be withheld until further study
is taken.
Mr. Gillespie: There will be a meeting in Harrisburg on June 13th. There is a meeting
in Monongahela today, which I am attending.
After a lengthy discussion, Mr. Mazza withdrew his suggestion for
official action upon the request of the Chairman that this subject be held in abeyance until
such time that the Board is better informed. Mr. Gillespie is to make a report on this
and was further directed to advise those persons at the meeting (Monongahela) that the
Board of Commissioners is awaiting further information in this regard, and that, upon the
suggestion of Mr. Mazza, to also note to them that the Washington County Planning
Director has not been consulted on this.
Moved by Mr. Bevec; seconded by Mr. Mazza; that the resignation of
Robert Wilson, employee of the Department of Parks and Recreation; as submitted by
John F. Cromwell - Director, Washington County Planning Commission, be accepted.
This action effective as of May 20, 1968.
