Board of County Commissioners met in regular session with the following
members being present: Commissioners Flynn, Bevec and Mazza. Also present being:
County Solicitor Capano, Chief Clerk Kittridge, Mrs. Amor Flenniken - Director of the
Washington County Tax Claim Bureau, Park Administrator George, Treasurer Morgan,
Mr. Roland Bourke - Director of the Washington County Redevelopment Authority, County
Surveyor Yuhas and Reporter Robertson.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 21, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Flynn, that Minute No. 21 be ap -
proved, as read.

Old Business: Awarding of Contracts:
Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract for the
purchase and delivery of Eight (8) New- 1968 Model Automobiles, American - Made - Fords,
Chevrolets, Plymouths or equivalent, be awarded to the PANKOPF FORD SALES, INC.,
470 Washington Road, Washington, Pennsylvania, for the total sum of $13, 649 . 96; this
being the lowest responsible bid received and being in accord with our specifications.
Motion made upon the recommendation of the County Solicitor.

SUPPLY COMPANY, R. D. 2, Oakdale, Pennsylvania 15071, for the total sum of $4, 077. 00
this being the lowest responsible bid received and being in accord with our specifications.

Special Order of Business: Progress Report on the status of the various urban renewal
projects throughout the county by Roland H. Bourke, Jr., Executive Director of the Was
ton County Redevelopment Authority.
Chairman commended Mr. Bourke and his staff for a job well-done with
regard to a meeting held in Canonsburg, Pennsylvania on June 5, 1968, attended by the
Board of Commissioners, members of the Redevelopment Authority Executive Board,
Mr. Bourke, and Mr. Umstead, Assistant Director.
Mr. Bourke informed the Commissioners of the following:
California State College Project
Conveyance of the second parcel of land in the California State College
project to the General Stat6 Authority had taken place on May 17, 1968; The Commonwealth
will construct buildings costing $4, 735, 000 on the parcel; the widening and improvement of
Third Street through the campus will be initiated sometime in August and be completed with
sixty days thereafter.
Charleroi
On May 1, 1968, the Authority entered into a Loan and Grant Contract with
the Federal Government for the execution of the McKean Avenue Project, the purpose of
which is to provide a site for a�iew U. S. Post Office; the Authority will begin to negotiate
for the acquisition of real estate in the McKean Avenue Project within the next 45 days; the
Authority is working in close cooperation with the Borough Council, Borough Planning Com -
mission and Chamber of Commerce on the Charleroi Central City Project to implement a
successful commercial development program.
Deputy Controller Whalen entered the meeting.
Donora
A $30, 000 grant from the State Department of Community Affairs has been
approved which will enable the Redevelopment Authority and MIDA to retain consultants to
provide detailed cost estimates of improvements to the former U. S. Steel site suggested in
the study performed by Ernst and Ernst under a grant from the Federal Economic Develop-
ment Administration; the Commissioners, were advised that the Authority and their con -
sultants were analyzing a large portion of the downtown to select a recommended area for
renewal that would provide thegreatest benefit to the community.
Monongahela
A Survey and Planning Application submitted to the Federal Government on
June 27, 1967 is still under review by the Department of Housing and Urban Development.

Bentleyville
has indicated an interest in undertaking an urban renewal project and has
adopted the necessary health and safety codes required under the Workable Program for
community improvement. The renewal consultant will begin preparation of the Survey and
Planning Application after the Borough Code Enforcement Officer has begun a systematic
code enforcement program.
McDonald
A Survey and Planning Application for a renewal project has been prepared.
Upon satisfactory enforcement of the various health and safety codes for a minimum of 6
months the McDonald Application can be submitted to the U. S. Department of Housing and
Urban Development.
Canonsburg Curry Field Urban Renewal Project
The review of the Part I Application for the Canonsburg Curry Field Urban
Renewal Project was completed in the Philadelphia regional office of HUD and is expected
to be sent to Washington, D. C. shortly. An early approval of this Application is essential
in order that the redevelopment program may be coordinated with the time schedule for the
flood control work of the U. S. Army Corps of Engineers. Regarding the Canonsburg
General Neighborhood Renewal Plan, the Federal Government is receptive to combining the
two proposed renewal projects within the G. N. R. P. to allow better planning and to better
meet the national goal of providing housing for low and moderate income groups. The
Authority has made an application for an advance of state planning funds for the preparation
of a Part I Application for Loan and Grant which will substantially expedite the time sched
of the G. N. R. P.
Washington
Part II of the Amendatory Application for the Washington Central Project
was approved on May 15, 1968. The Highway Department expects to complete the work
of the new Jefferson Avenue from Hall to Maiden Streets by September 1 of this year. In
reviewing the disposition of project land, the American Glass and Mirror Company has
already bompleted their building and several other structures such as Kings Court Apart -
ments, Chapman, Inc. , Coca Cola, the housing for the elderly and low rent public housing
are well underway. Construction will begin late this summer on new quarters for the
Goodyear Rubber Company and the new main office of the First National Bank. Next Spring
a new U. S. Post Office Building will be constructed within the project on Jefferson Avenue
between Hall and Chestnut Streets. The Authority is working with additional developers for
the few remaining industrial parcels and the proposed commercial complex.
Mr. Bourke also informed the Commissioners that the Authority has created
the new position of Community Development Director to enable the Authority to provide more

personal service to various communities throughout the County. The Community Develop-
ment Directors will maintain offices in the communities to which they are assigned and will
serve as the local representatives of both the Redevelopment Authority and County Industrial
Development Agency.

be authorized to advertise for bids for the purchasing and delivering of one (1) New 1968
Model Automobile, American Made - - Ford, Chevrolets, Plymouth or equivalent; said bids
to be received in the Office of the County Controller until 11:00 a. m. , Daylight Saving Time,
Thursday, June 27, 1968, and opened immediately thereafter in the presence of the County
Commissioners.

Chief Clerk submitted a request to the Board, that the County Controller be
authorized to advertise for bids for the construction of one earthfill floodwater retarding
structure.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller
be authorized to advertise for bids, for the construction of One (1) Earthfill Floodwater
Retarding Structure located in the Harmon Creek Watershed (Site 479), approximately one
and one half miles north of Eldersville, Washington County, Pennsylvania; said bids will
be received in the Office of the Contracting Officer (County Surveyor's Office), 67 West
Cherry Street, Washington, Pennsylvania, until 10:00 a.m., Daylight Saving Time, Thurr-
July 11, 1968, and then be publicly opened and read in the Commissioners Office, Court
House, Washington, Pennsylvania.
Remarks: This structure is a federal project - 100% financed; Mr. Yuhas was appointed
as contracting officer, therefore, the County Controller is being authorized in conjunction,
to advertise as requested.

Agreement - Standard Form of Agreement between Owner and Architect, on a basis of a
percentage of construction cost:
Moved by Mr. Bevec, seconded by Mr. Mazza, that the County of Washington)
Owner, enter into an Agreement with Mrs. Gretchen Anthony, Registered Architect, for
services rendered in connection with the renovation of the Conference Room and the Offices
of the County Commissioners, at the Courthouse; fee to be 7% of the estimated cost and any
additional services to be computed at the rate of $15. 00 per hour. This action to be
effective June 6, 1968 and the Chairman of the Board, is hereby authorized to sign the
Agreement.

Notification received from Ruth Gething, Personnel Coordinator - Counties,
Pennsylvania Department of Public Welfare, informed the Board that the minimum salary
for the Social Worker I classification has been upgraded from 30-B to 30-C, effective May
31, 1968, by Amendment No. 208; reference was made to Item 7 (i) on Page 4 of the
Agreement "Salary changes adopted by the said Board on or after the date of the agreement
shall not be mandatory for county child welfare and mental health/ mental retardation per -
sonnel until the beginning of the county's new fiscal year following. " Therefore, the salaries
of Social Worker I's presently employed at the minimum salary of $7, 772. 00 may be in -
creased to $8, 163. 00 on or after May 31, 1968. However, provisions must be made in the
1969 budget to include the increases.
Letter under date of May 29, 1968, from Douglas Bowman, County Superin-
tendent of Schools, enclosed a list of the expenses of the Annual Spring Convention of
Boards of Education which was held at Trinity High School, on Tuesday, April 23, 1968; the
county contributed the sum of $400. 00 towards their expenses.
Letter under date of May 28, 1968, from Mary Patterson, an interested
citizen of Monongahela and President of the Women's Democratic Club, stated that she
was in agreement with the other people that have sent letters of objection regarding the
proposed location of the new United Health Services Building in Monessen, Westmoreland
County, Pennsylvania; and is hopeful that the County Commissioners will be in the position
to aid in any way that they can, to have the funds withheld until a complete analysis can be
made of the study for the Carroll Township site.
Letter under date of May 31, 1968, from Vernon T. Houghton, Jr. , Chief
River Forecaster, United States Department of Commerce Weather Bureau, Pittsburgh,
Pennsylvania, brought to the attention of the Board, the excellent and efficient job of flood
warning dissemination accomplished by Mr. C. O. Bohner, Washington County Civil Defens(

Director, during the recent Monongahela River flood of May 24 - 26, 1968; it was mainly
through his efforts that the flood forecasts were properly disseminated and effectively used
by each community along the Monongahela River in Washington County to hold damages to a
minimum. Mr. Bohner deserves credit for a job "well done".
Budget Item:
Letter under date of June 4, 1968 from Norman W. Lyon, Director of the
Citizens Library, requested their county appropriation in the amount of $5, 000. 00.
Solicitor:
presented two (2) leases to the Board for approval.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Lease Pgreement
between Washington County, a political sub -division of the Commonwealth of Pennsylvania,
located in Washington County, Lessor, and Washington County Agricultural Fair, Inc. , of
Washington, Washington County, Pennsylvania, Lessee, for all that certain tract of land
situate in Chartiers Township, Washington County, Pennsylvania, known as Arden Fair
Grounds, be approved; and that the Chairman of the Board be authorized to execute said
Agreement. Said Agreement is for a term of four (4) years beginning on the first day of
June, 1968 and ending on the 31st day os May, 1972.

located in Washington County, Lessor, and Harry M. Harvey, R. D. 1, Washington,
Pennsylvania, Lessee, for all that certain tract of land situate in Chartiers Township,
Washington County, Pennsylvania, being a part of Arden Downs, which includes the one -
half mile dirt tract and cinder training tract, the automobile track, the showring, the
grandstands and four horse barns being numbered 1, 2, 3 and 4 and grooms bunkhouse -
this lease shall also include parking facilities in and around the fairgrounds area in con -
nection with demonstrations and events with all rights of ingress and egress reasonably
necessary thereto, be approved; and that the Chairman of the Board be authorized to
execute said Agreement. Said Agreement is for a term of four (4) years beginning on the
first day of June, 1968, and terminating on the 31st day of May, 1972.
Remarks:
Mr. Capano: There is a new feature where the County will receive one dollar per
month for each horse stall rented and twenty-five percent of all revenue derived from
rentals and admissions charged for use of the tracks, grand stand and showring.
