Mr. Merante left the meeting.
Moved by Mr. Mazza; seconded by Mr. Bevec; on the basis of the
recommendation of Special Counsel Zeman, that Yuhas and McClelland be authorized to
survey the property of JOHN HAINES, 204 Curry Hill Road, North Strabane. This is in
conjunction with the Chartiers Creek Flood Control Project.

The Board of County Commissioners met in regular session with the
following members being present: Commissioners Flynn, Bevec and Mazza. Also present
being: County Solicitor Capano, Chief Clerk Kittridge, John Yuhas - County Surveyor,
Deputy Controller Whalen, Mr. Gillespie of the Washington -Greene County Community kt
Corporation, Public Information Officer Huber and Reporter Robertson.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions, or omissions to
Minute No. 23, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 23 be
approved as read.

Correspondence:
Chief Clerk read a letter under date of June 12, 1968 from Raymond H. Tiedy,
Secretary of Washington Sportsmen's Association, requesting that the road leading from
the fairgrounds to the clubhouse be repaired.
Chief Clerk read a letter under date of June 17, 1968, from Joseph W.
Mulroy, Secretary of the Pennsylvania Association of County Hospital Administrators, re-
questing representation in Hershey, Pennsylvania, for the Annual Pennsylvania Association
of County Hospital Administrators Conference to be held on September 26 and 27th.
Moved by Mr. Bevec; seconded by Mr. Mazza; that the Superintendents at
the Men's Home and Women's Home attend this conference in Hershey.

Chief Clerk read a letter under date of June 12, 1968 from Genevieve Blatt,
Assistant Director of the Office of Economic Opportunity, addressed to Mrs. Alexandria
Sandra Petrosky, Community Organizer Coordinator, expressing delight in Mrs. Petrosky's
interest in Project FIND. Also expressed in the letter was gratefulness to the County
Commissioners for the action they Pave taker in recognizing the needs of the, older people.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chief Clerk and the
County Solicitor be authorized to make application to the Bureau of Community Affairs for
the approval of a $300, 000. 00 Capital Improvement Loan under the Five -Year Municipal
Borrowing Act.

Chief Clerk submitted a request that the County Controller be authorized to
advertise for bids for Contract No. 5, Runway Extension, of the Washington County Airport.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the County Controller be
authorized to advertise for bids for Contract No. 5, Runway Extention, of the Washington
County Airport; said bids to be received in the Office of the County Controller until 11:00 a.
Daylight Savings Time, Thursday, July 18, 1968, and opened immediately thereafter in the
presence of the County Commissioners. Also included in this motion is the appearing of the
advertising of the Runway Extension bids in the Observer & Reporter, The Valley Indepen-
dent, and the Daily Republican.
Remarks: Some discussion was held as to whether or not the Runway Extension bids
should be advertised in just two newspapers or three. The Chief Clerk explained that bids
are advertised in the two newspapers with the largest circulation. County Solicitor Capano

remarked that some people have complained to him that they have no knowledge of certain
advertisements because they did not appear in the paper. After some discussion it was
agreed upon that the Runway Extension bids appear in the Observer & Reporter, The Valley
Independent and The Daily Republican.

Chief Clerk submitted a memorandum under date of June 18, 1968, from
Michael George, Park Administrator, requesting that the County Controller be authorized
to solicit bids for the construction of five (5) sanitary facilities and five (5) parking areas
in Mingo Creek County Park.
Moved by Mr. Bevec, seconded by Mr. Mazza; that the County Controller be
authorized to adve5tise for bids for the construction of five (5) sanitary facilities and
dive (5) parking areas at Mingo Creek County Park; said bids to be received in the Office
of the County Controller until 11 : 00 a. m. Daylight Savings Time, Thursday, July 11, 1968
and opened immediately thereafter in the presence of the County Commissioners.

Moved by Mr. Bevec, seconded by Mr. Mazza, authorizing the agreement
between The Bell Telephone Company of Pennsylvania and the County of Washington for the
purpose of constructing, reconstructing, operating and maintaining aerial and underground
communications facilities, consisting of such poles, cables, wires, guys, anchors and
other fixtures and appurtenances as the Grantee may from time to time require on, over,
under, along and across the land of the County, in Smith Township, Washington County,
Pennsylvania.

Chief Clerk presented specifications for the supplies required for the
Tax Assessment Office for the year 1969 to be advertised for bids.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the County Controller be
authorized to advertise for bids for the furnishing and delivering of Tax Assessment Su
for the year 1969 to the Tax Assessment Office of Washington County Courthouse, Washing-
ton, Pennsylvania. Saidbids to be received in the Office of the County Controller until
11:00 a.m. , Daylight Savings Time, Thursday, July 11, 1968, and opened immediately
thereafter in the Office of the County Commissioners.
