Also present being: County Solicitor Capano, Chief Clerk Kittridge and County Surveyor Yuhas. Absent being Commissioner Mazza - on vacation. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Absent; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 25, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Flynn, that Minute No. 25 be approved, as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chairman expressed thanks to the various firms that submitted bids, from the Board of County Commissioners, and stated that the successful bidder would be notified within a week or ten (10) days, because the bids must be reviewed and verified by the Soil Conservation Service. Mr. Stuart: Is the low bid represented? Bidder: Yes. BEVEC, JOHN MAZZA, COMMISSIONERS Moved by Mr. Bevec, seconded by Mr. Flynn, that Dr. Richard L. Berkey, Psychiatrist, be retained as a consultant two (2) days per week, for the Mental Health/Mental Retardation Program: Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk presented a request to the Board, that the County Controller be authorized to advertise for bids for the sale and removal of buildings located in the various county parks. Moved by Mr. Bevec, seconded by Mr. Flynn, that the County Controller be authorized to advertise for bids, for the sale and removal of 8 houses, 4 barns, 10 cabins and other buildings located in Mingo Creek County Park, Nottingham Township and Cross Creek County Park, Hopewell and Cross Creek Townships of Washington County, Pennsyl- vania, said bids to be received at the Office of the County Controller of Washington County, Courthouse, Washington, Pennsylvania, until 11:00 a.m., Daylight Savings Time, Thursday, August 1, 1968 and opened immediately thereafter in the presence of the County Commis - s ione rs . Chief Clerk presented a request to the Board, that the County Solicitor be authorized to petition the Courts, with regard to the demolition of two (2) buildings located on West Beau Street. Moved by Mr. Bevec, seconded by Mr. Flynn, that the County Solicitor be authorized to prepare the necessary papers for presentation to the Courts, in connection with the demolition of (1) building located at 78 West Beau Street, that formerly housed the Juvenile Probation Office and (2)-building located at 82 West Beau Street, that formerly housed the Institution District Office. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk presented proposed rate and use schedule, submitted by Harry M. Harvey and in connection with the provision in a lease entered into June 1, 1968, between the county and Mr. Harvey, which provides for party of the second part, that is Harry M. Harvey, to sublet the use of the racetrack, showgrounds and other facilities at Arden, covered under the lease. Rates: Showring $25. 00 per day plus lights Racetrack $25. 00 per day, plus upkeep of one day Concession stand $10. 00 per day plus electricity and water Individual use of track: Standardbreds $6. 00 per month or 30 cents per day Thoroughbreds $6. 00 per month or 30 cents per day Ponies $4. 00 per month or 20 cents per day Remarks: When Mr. Harvey is notified of the approval of the above rates, he will be instructed to post said rates in a conspicious place. Philips, President of Peters Creek Historical Society, Inc., Finleyville, Pennsylvania 15332, requested their 1968 budget appropriation. Letter under date of June 28, 1968, from Joseph R. Hookey, President of the Washington County Mental Health Association, 58 East Cherry Avenue, Washington, Pennsylvania, stated that The Mental Health Association would appreciate continued financial assistance toward better planning for services for the mentally ill and their families in the county, making note that the Association has been greatly helped by the assistance the Washington County Commissioners have given to the organization in the past year; their program could have not developed as well as it has, without their help. Letter under date of July 1, 1968, from Esther A. Spanish, Executive Director of Washington County Council on Alcoholism, Inc. 18 West Wheeling Street, Washington, Pennsylvania 15301, requested their 1968 budget appropriation in the amount of $3, 000. 00. Correspondence: Letter under date of July 2, 1968, from Samuel L. Rodgers, Solicitor Borough of Houston, informed the Board, at the regular meeting of the Council of the Borough of Houston on July 1, 1968, he was directed as Solicitor of the Borough, to call their attention to the deplorable condition of Little Chartiers Creek from the bridge on Pike Street to the Chartiers Township line; debris, rubbish, trees, stones and dirt have accomu- lated in the creek bed and along the sides of the creek, impairing the channel, and causing MINUTE BooA_ BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. The Borough of Houston earnestly requests that the County Commissioners take remedial action promptly to correct this unsatisfactory condition. Chairman stated that this letter will be held in abeyance until County Surveyor Yuhas returns to the meeting. Letter under date of July 8, 1968, from Robert G. Bartlett, Secretary of Highways, Commonwealth on Pennsylvania Department of Highways, acknowledged letter under date of June 27, 1968, from Chief Clerk Kittridge, advising that the Washington Count-r Board of Commissioners had adopted a resolution favoring retention of the Western Area Civil Defense Headquarters in Butler, where it is now located in a V. A. Hospital building. In May 1967 the State Council of Civil Defense approved construction of a new permanent operating center at Indiana State Un9versity. The design work including test borings is 99% completed, and construction of a well and installation of utilities preliminary to construction of the center are substantially completed, involving expenditures of $24, 000; the State Council is reviewing the site selection, at the request of Senator Oesterling, to determine if it is feasible to discontinue construction at Indiana and to construct the center at another suitable location without endangering Federal contributions. The views of the Washington-, County Board of Commissioners will be made available to the entire Council for considera- tion. Letter under date of July 3, 1968, from Alex H. Manning, Secretary of The Firemen's Relief Association, Washington, Pennsylvania, informed the Board, that the members of the Firemen's Relief Association felt that there should be some compen- sation to the Association with regard to the free fire protection that the City of Washington has given at the County Home and former Children's Home; if any member of their associa- tion should be permanently disabled on answering our fire alarm, the financial responsibility would be upon the Firemen's Relief Association. They would appreciate immediate con - sideration. Mr. Bevec: Our chief protection comes from the fire companies located in the town- ships where the buildings are located (South Strabane and Chartiers Townships); I think this matter should be looked into. Mr. Flynn: I think the Solicitor should look into the matter. Mr. Capano: We will take this matter up with the gentlemen and discuss it with them and report at a later date. Solicitor presented various tax refun ds to the Board for approval; said refunds having been approved by the County Treasurer, Tax Assessment Office and County Solicitor. California Borough Tax in the amount of $62. 17 net was paid on June 20, 1968, by Losko, Charles, James, Michael and George R. Tax Adjustment No. 1527 cor- rected description and reduced assessed valuation to $3640. and tax to $55. 33 net, making a refund due in the amount of $6. 84 to Charles Losko, R. D. 2, Box 72, Brownsville, Pennsylvania 15417. b) Re: 1967 Assessment Wilkinsburg Real Est. and Trust Company Speers Borough Taxes in the total amount of $111. 52 were paid on July 19, 1967 on total assessed valuation of $8385. 00. Correction Slip dated March 28, 1968, re- duced total assessed valuation to $6255. 00 and taxes to $83. 19 net, making a refund due in the amount of $28. 33 to Lewis W. Morgan, 310 Maple Avenue, Pittsburgh, Pennsylvania 15218. Refer to letter dated June 11, 1968 and addressed to E. M. Lheureau, Jr. c) Re: 1967 Assessment Smith, Herbert Canonsburg 2nd Ward Tax in the amount of $1. 99 net was paid on June 7, 1968, to County Treasurer in error. This tax had been liened on first Monday of May, 1968 to Washington County Tax Claim Bureau and tax on same was paid by Tax Claim Bureau Receipt No. 55552. Tax for 1968 was also paid on June 7, 1968, making a refund due in the amount of $1. 99 to Herbert Smith, 9 Youngstown Street, Canonsburg, Pennsylvania. Chief Clerk presented Amendments and Changes to County Park Ordinance adopted February 1, 1968, as submitted by Parks Administrator George, to the Board for consideration. Moved by Mr. Bevec, seconded by Mr. Flynn, that the first (1st) reading be given the Amendments and Changes to the County Park Ordinance that was adopted Febru- ary 1, 1968, this date (July 11, 1968); to be finally adopted Thursday, July 25, 1968. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. The Amendments and Changes pertaining to Sections: Three (3) Refuse Disposal Seven (7) Dangerous Weapons Eight (8) Behavior Ten (10) Soliciting Fifteen (15) Penalties Sixteen (16) Enforcement, were given first (1st) reading by Solicitor Capano. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under date of June 28, 1968, from Louise Abel, Executive Director of Washington County Child Welfare Services, contained a recommendation that the home of George and 011a Windsheimer, Midway, Pennsylvania, be considered as an emergency home to accept any child, regardless of age, color or creed at any hour of the day or night; the home is a large, old-fashined home, with a well lived-in look, a large yard for play area and situated on six acres. All modern conveniences are available. It is possible for them to sleep eight (8) children in their home. Note was made that the Windsheimers have been foster parents with the agency since October 1954, during this time they have had 45 foster children. They are willing to keep their home available for emergency care for the sum of $125. 00 a month (whether children are in the home or not) and in addition to pay our regular board payment when a child is placed in the home. The children would remain in the home for thirty days or slightly longer until some permanent plan can be made. Miss Abel also made note that for the past two years their budktet account 322-2-11 has provided $3, 000 a year for two emergency homes. Up until now, they have not been successful in locating these homes; they have had difficulty in locating a home, even though the need has existed and some other arrangements, while not the best, had to be used. Mr. Flynn: I suggest that we enter into an agreement with the Windsheimers. Mr. Bevec: We do have many emergency cases where we must place children. Moved by Mr. Bevec, seconded by Mr. Flynn, that the Washington County Commissioners enter into an agreeme nt with George and 011a Windsheimer, 400 Massey Road, Midway, Pennsylvania, for the purpose of using their home as an Emergency Home for the placement of foster children for the period of thirty (30) days or slightly longer until such time as a permanent plan can be made; they will be paid the sum of $125. 00 per month (whether children are in the home or not) in addition to regular board payment when a child is placed in the home. The County Solicitor is hereby authorized to prepare said agreement. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Reference was also made in the same letter from Miss Abel, to a visit on June 20, 1968, made by Miss Caroline T. Mudd, Director of Field Instruction, Division of Social Work, West Virginia University, Morgantown, West Virginia, to the agency, at which time Miss Mudd was interested in knowing if the Agency is willing to offer field in - struction to students in the Graduate School of Social Work in the academic year 1968 - 1969. ISO MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. GEVEC, JOHN MAZZA, COMMISSIONERS This would mean that two (2) second year students from the University would be placed in the Agency from September 1968 through February 1969. They would adhere to all regu- lations set-up by the Agency. They would be giv(tn a limited number of cases, using what they have learned in their first year of Graduate School to try to help the client solve their problems. Most of the students are on stipends or scholarships and no salaries would be involved; however, because of the nature of the job assignment, the students would need to be in contact with the clients outside of the office, necessitating the payment of mileage to them. This should be the only expense and should be a limited amount. Mr. Bevec: This is a federal program where they provide such funds to the college. Moved by Mr. Bevec, seconded by Mr. Flynn, that the Washington County Child Welfare Services participate in the field instruction program to two (2) second year students in the Graduate School of Social Work, West Virginia University, in the academic year 1968 -1969 (September 1968 through February 1969). Solicitor: Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Capano presented a request to the Board from Special Counsel Zeman, (Canonsburg -Houston Reach of the Chartiers Creek Flood Control Project) that where it has become necessary to proceed by eminent domain, to adopt resolutions condemning properties of John C. Haines and Josephine J. Haines, his wife and The Richard Construction Company, Inc. , both properties being located in North Strabane Township. Moved by Mr. Bevec, seconded by Mr. Flynn, that resolutions as pre - sented by Special Counsel Zeman with regard to the condemnation of land in North Strabane Township, Washington County, Pennsylvania - being the property of John C. Haines and Josephine J. Haines, his wife, and the Richard Construction Company, Inc. , be adopted; and that Special Counsel Zeman/be authorized to file a Declaration of Taking in connection with the same. County Controller Elish entered the meeting. Remarks: Chairman stated that Mr. Merante would be interested to know that the Board of Commissioners are sure that the necessary releases will be given by the Pennsyl- vania Transformer Company, and with the above action concerning the filing of Declaration of Taking, we will be ready to move on Unit One of the flood control project. Mr. Marante : On behalf of our Borough Council, we want to thank you for the action you have taken to expedite this matter. Mr. Bevec: We appreciate the help that you have given the Board of Commissioners. County Surveyor entered the meeting. Letter from Samuel L. Rodgers, Solicitor of the Borough of Houston, was reviewed and discussed at this time. Note was made that it is not the responsibility of the County to maintain streams unless it is a project created by the County, which requires joint maintenance with the municipality involved. Chairman: You did look into this, Mr. Yuhas ? Mr. Yuhas: Yes; estimated cost is between $5500 and $6000. Chairman: I think we should notify the Borough of this, and make inquiry if they are interested in participating in the cost of cleaning this stream. Letter will be acknowledged. Mr. Capano: Our experience has been those where we have the obligation, the local municipalities have not cooperated in maintaining the streams and keeping them clean once they have been cleaned -up. Mr. Merante left the meeting. Agreement between Owner and Architect on a basis of a Percentage of Construction Cost - re: Civil Defense Headquarters in the proposed new county home: Mr. Capano made reference to Minute No. 76, dated March 11, 1965, whereby Joseph F. Bontempo and Associates, Registered Architects, was designated to draw the plans for a County Civil Defense Center in the new county home, and Minute No. 83, dated April 29, 1965 whereby the resolution concerning project application for architect - engineer fees to cover initial plans for said emergency operating center, was adopted; making note that the formal agreements were not executed. Recommendation - that the execution of the agreements be authorized effective as of the date federal approval of matching funds was approved. Moved by Mr. Bevec, seconded by Mr. Flynn, that the Commissioners of Washington County enter into an agreement between owner and architect, on a basis of a percentage of construction cost, with the Joseph F. Bontempo and Associates firm, for the design and facilities of the Emergency Operating Center for Civil Defense to be located in a section of the Proposed Washington County Home and Hospital ; said plans are to be prepared in accordance with the rules and regulations set forth by the Federal Government Office of Civil Defense, Region II, Olney, Maryland and planned in accordance with the Resolution adopted by the Commissioners on April 29, 1965.
