Board of County Commissioners met in regular session with the following
members being present: Commissioners Flynn and Bevec. Absent being: Commissioner
Mazza (on vacation). Also present being: County Solicitor Capano, Chief Clerk Kittridge,
Deputy Controller Whalen, Mr. Crouse of the Observer Publishing Company and Thomas
Benec of the Daily Republican.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Absent; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 26, each Commissioner having received a copy.

Moved by Mr. Bevec; seconded by Mr. Flynn; that the contract for the
furnishing and delivering of Tax Assessment Supplies for the year 1969 to the Tax Assess-
ment Office of Washington County Courthouse, be awarded to MONONGAHELA PUBLISHING
COMPANY, INC., West Main Street, Monongahela, Pennsylvania, for the total sum of
$4, 747. 18; this being the lowest responsible bid received and being in accord with our
specifications. Motion made uponthe recommendation of the County Solicitor.

Budget Item
Letter under date of July 11, 1968 from Roland H. Bourke, Jr. , Executive
Director, Redevelopment Authority of the County of Washington, requested their third
quarterly allotment in the amount of $12, 484. 50. Certified copy of the resolution authoriz-
ing requisition attached to letter.
Appointment
Chief Clerk read a letter under date of July 11, 1968, from Roland H.
Bourke, Jr. , Executive Director, Redevelopment Authority of the County of Washington,
advising that the term of Mr. Park Y. Rankin as a Board Member of the Redevelopment
Authority, will expire creating a vacancy on that body as of July 31, 1968. Mr. Bourke
stated that he had been requested to commend Mr. Rankin to the Board of Commissioners
as the appointive body, and request his reappointment as a member of the Authority's
Board.
Moved by Mr. Bevec; seconded by Mr. Flynn; that Mr. Park Y. Rankin of
Can onsburg, Pennsylvania; be reappointed for a five-year term commencing July 31, 1968;
as a member of the Board of the Redevelopment Authority of the County of Washington.

Moved by Mr. Bevec; seconded by Mr. Flynn; in accordance with request
from John F. Cromwell, Director, Washington County Planning Commission; to approve

acquired by the County of Washington. Check to be made to the order of Attorney Robert
Ceisler, Trustee, as follows: (This is to be charged against the Parks and Recreation
Account. )

Chief Clerk read a letter under date of July 10, 1968 from the Allegheny
Trails Council #527, Boy Scouts of America in answer to our letter of June 19, 1968.
They expressed appreciation to Mr. Thomas O'Rourke, Park Superintendent and to the
County Commissioners for their taking the time and effort to commend the Scouts of the
Mon -Valley District and to inform Mr. O'Rourke and the Commissioners of their grateful
appreciation for the opportunity to render a good turn of note, worth and purpose.
Chief Clerk informed the Board that the District Attorney had requested
authorization for two representatives from his staff to attend a special school in New York
which will ddal with changes in the Federal and State criminal law at a cost of $450. 00.
Moved by Mr. Bevec; seconded by Mr. Flynn; that authorization be given
to the District Attorney for two representatives from his staff to attend the above special
school.
Remarks: It was noted that in the District Attorney's over-all budget account, there
would be funds available for this; however, Deputy Controller Whalen
stated that it would be necessary to make a transfer at this time.

Chief Clerk read an invitation to the County Commissioners under date
of July 15, 1968 from L. H. Andrews, Director and Chairman of Industrial Parade,
Washington County Agricultural Fair, Inc. Invitation extended was for the Commissioners
to be present at a ribbon cutting ceremony, August 12, 1968, as a kick-off for the first
industrial exhibit at the county fair. However, Chief Clerk made note that the annual
County Commissioners Convention will coincide with this date.
County Solicitor
County Solicitor Capano read for the second time the proposed Amendments
and changes to County Park Ordinance adopted February 1, 1968. (See Minute No. 25,
dated July 11, 1968. )
Moved by Mr. Bevec; seconded by Mr. Flynn; that authorization be given
to the Solicitor to petition the Court for the division of Union Township Voting precincts
Nos. One and Five and to therefore create two new precincts - Six and Seven.
Remarks: At present, one of these precincts has 1100 registered voters.

Mr. Capano presented Degrees and Prothonotary's Confirmations on
Washington County Real Estate Properties approved by virtue of Court Order, May Term,
1968, and asked that authorization be given for the execution of these deeds. (See

Moved by Mr. Bevec; seconded by Mr. Flynn, that the deeds be executed for
the following described properties to the following persons listed below for the sum or price
set opposite the same under and by virtue of the action of this Board taken April 25, 1968,
as recorded in Minute No. 17, and the Decrees of the Court of Common Pleas dated June 10,
1968, the said deeds to be delivered to the purchasers named therein upon payment of the
consideration recorded therein together with the costs of the proceedings and that Michael R.
Flynn, Chairman be and he is hereby authorized to execute the said deeds as and for the
County of Washington and is hereby constituted an appointed attorney in fact to acknowledge
