Cromwell, Director, Washington County Planning Commission; that the bid, as received, for the construction of five (5) parking areas in the Mingo Creek County Park Area be rejected and to re -advertise same for bids. Quotes from the lending institutions on a take -down basis will be available at the next regular meeting at which time a resolution will be adopted. Moved by Mr. Bevec; seconded by Mr. Mazza; that Thomas Boyer, Box 68, Allenport, Pennsylvania, be appointed as Assessor for the taxing district of Allenport Borough to serve out the unexpired term of Gladys Balmer who has resigned. This is in accordance with correspondence and petitions (twp) received from E. M. Lheureau, Jr. , Chief Assessor, Board for the Assessment and Revision of Taxes under date of July 24, 1968. Moved by Mr. Mazza; seconded by Mr. Bevec; with the approval of the County Solicitor; that the Washington County Board of Commissioners be authorized to enter into a Lease Agreement with A. Boyd Siegel for ten (10) rooms that will be used for an out -patient clinic. The ten (10) rooms are located on the second floor of the Siegel Building at 21 East Wheeling Street. Lease is for a period of five (5) years commencing August 1, 1968 for the sum of $500. 00 a month which will include all utilities, janitor service and air conditioning. Whalen, Deputy Controller, under date of July 23, 1968, advising that all temporary loans in the total amount of $1, 000, 000. 00 have been paid in full to Pittsburgh National Bank. He further stated that total interest paid in connection with these loans was in the amount of $8, 802.40 which is $1, 197. 60 less than the 1968 budget for temporary loan interest. Chief Clerk announced that a check in the amount of $3, 599. 00 had been received from the Commonwealth of Pennsylvania to be used for payments to Day Care Services - P. A. R. C. and Washington County Society for Crippled Children. Chief Clerk read a letter under date of July 24, 1968 from the District Attorney requesting that the amount of $450. 00 which had received approval at the regular meeting held on July 18, 1968 for two members of his staff to attend a special school, be increased to $500. 00. An error had been made in computing the costs of this school. Correspondence under date of July 19, 1968 from Robert D. Vance, President, Washington County Historical Society, informed the Board of the sincere appreciation for the assistance which the County Commissioners have rendered to the Society for the maintenance and operation of the LeMoyne House. Budget Item Chief Clerk read correspondence under date of July 18, 1968 from J. R. Somerville, Secretary - Washington County Agricultural Fair, Inc., requesting their 1968 allocation. Chief Clerk read correspondence under date of July 24, 1968 to the Board from John F. Cromwell, Director of the Washington County Planning Commission with regard to William M. Caldwell Property - Cross Creek County Park. Mr. Cromwell stated that the county appraisers, Donald York and James McCleery, have established the fair market value of this property at $18, 500. 00 and $19, 000. 00 respectively. However, the Board of View has awarded $30, 000. 00 but has not yet filed its report. Moved by Mr. Mazza; seconded by Mr. Bevec; upon the recommendation of John Cromwell, Director of the Washington County Planning Commission, that the Board of County Commissioners authorize an appeal to the award granted by the Board of View with regard to the acquisition of property owned by William M. Caldwell, said land being acquired as part of the Cross Creek County Park, in order that action can be taken when the report is filed: Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read a letter directed to John F. Cromwell, Director, Washington County Planning Commission under date of July 22, 1968, from Boyd Tilton, Secretary, Borough of Centerville, requesting that Mr. Cromwell use his office to have the Pennsylvania Department of Highways construct an interchange at the Lowhill, Centre ville Borough terminus of the new Mon - Valley Expressway. Letter further stated that should the interchange be located in Centreville, it would provide easy access to the Expressway and would also help stimulate the economy of theBorough by its use. Mr. Cromwell stated that letter is to be acknowledged inasmuch as it fits in with our way of thinking. Moved by Mr. Bevec; seconded by Mr. Mazza; that a letter be directed 1 C' to Dr. Thomas W. Moved by Mr. Mazza; seconded by Mr. Bevec; that the following Amend - ments and Changes to the County Park Ordinance - adopted February 1, 1968 - be here - with adopted as read by the County Solicitor (Third Reading): Section 3. Refuse Disposal. Amended to read: "No person shall dispose of any waste, ,garbage or matter -to -be discarded except in receptacles designated for the respective purposes, nor shall any person bring any refuse, garbage, or matter -to -be discarded into the park and dump or dispose of said matter within the park. " Section 7. Dangerous Weapons. Amended to read: "No person shall use in or take into the park any firearms, bow and arrows, or any type of weapon, except a park police officer, unless specific areas are designated for their use. 11 Section 8. Behavior. - Amended to read: "No person shall conduct herself or himself within the park in any manner which causes harm to the health, safety, morals or general welfare of any person using the park or to the park authorities. Gambling, drunkeness, disorderly or indecent conduct and profane and offensive language are hereby prohibited. " Section 10. Soliciting. Amended to read: "No person or persons shall solicit, peddle or offer any article for sale or service for hire within the park or set up therein any stand or booth for such purposes without a permit from the Director of the Department of Parks and Recreation. Alcoholic Beverages shall read "The only alcoholic beverages permitted in the park is beer and only when consumed along with food as part of a picnic. " Section 16. Motion carried unanimously. - Mr. Mazza: "I did not go into details yesterday on complaints filed in Nottingham Township in seeking Right of Ways on some of the properties. The Supervisors and the Secretary of Nottingham Township Board felt that they should be notified in advance so that they can adjust their plans and will know what some of our plans are. It should be a matter of policy to notify the districts in advance so that they know what the county is doing. I was on vacation when a meeting was held in the Nottingham area. Property owners should be notified also so that they can make plans to secure new residences.' It was noted that these persons are served a paper to be put on notice. Mr. Cromwell stated that some information was given out before the Department really knew what they were going to do. He stated that they do not want to release information officially until they were pretty well organized and had everything lined up. He further stated that some people want to sell and some do not. Mr. Cromwell said that as far as the Township Supervisor is concerned, Mr. O'Rourke, Parks Superintendent, has been attending at least one meeting a month with the Supervisor, however, being summer, he is busier than during the winter months.
