BEVEC, JOHN MAZZA, COMMISSIONERS C - - Mr. Mazza asked that the Solicitor inform the Board at the next regular meeting as to what powers the Fourth Class County has with regard to smoke control. He said he was speaking mainly of a chemical plant - the Molydbenum Corporation in Canton Township. Mr. Mazza explained that there have been many complaints in this regard; however, he wished to know first what powers the county has in this regard. Moved by Mr. Bevec; seconded by Mr. Mazza; that the meeting adjourn. Meeting adjourned. Old Business: Awarding of Contract for the Washington County Airport Runway Extension. Chief Clerk informed the Board that Louis M. Mr. Mazza: How about the bond? Mr. Kitt ridge: I was going to take it up separate. Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract for FAA Project No. 9-36-043-04, Contract No. 5, Washington County Airport (runway extension) be awarded to LOUIS M. MCMASTER, INC., P. O. Box 175, McMurray, Pennsylvania, 15317, in the amount of $186, 113. 05, subject to the approval of the Federal Aviation Administration; motion made upon the recommendation of Michael Baker, Jr., Inc., Consulting Engineers. Mr. Kittridge: Also, there is a request to hold the bonds of the three (3) lowest bidders and to return all other bonds held by the Controller's Office. Mr. Whalen: I do not have the records or the bonds. Mr. Yuhas: Michael Baker, Jr., Inc. representative took them with him to compute. Mr. Bevec: Why do they hold the three (3) lowest bids. Mr. Yuhas: In case something happens, and the Federal Aviation Administration does not approve the McMaster firm. SEVEC, JOHN MAZZA, COMMISSIONERS R. D. 1, Fallowfield Township, Charleroi, Pennsylvania, be appointed as Assessor for the taxing district of Fallowfield Township, to serve out the unexpired term of Fred B. Uhlman who has resigned. This is in accordance with correspondence and petition received from E. M. Lheureau, Jr., Chief Assessor, Board for the Assessment and Revision of Taxes, under date of July 31, 1968. Chief Clerk: Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. presented sealed quotes submitted by the banking institutions with regard to the borrowing of Three Hundred Thousand ($300, 000. 00) dollars - Capital Improvement Loan under the Five -Year Municipal Borrowing Act (see Minute No. 28, dated July 25, 1968). The following quotes were opened and read by the Chief Clerk: Percentage Rate Pittsburgh National Bank 3. 30 per annum Mellon National Bank 3. 068 per annum First National Bank of Washington 3. 35 per annum Quotes were reviewed by the Solicitor. Mr. Capano: I would say that Mellon Bank is the lowest. Mr. Kittridge: They did not state anything in their proposal about the take -downs. Mr. Flynn: Were they aware of this? Mr. Kittridge: Yes; I asked them to submit on that basis. Except for this, they are the lowest. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Solicitor be authorized to prepare the necessary papers and resolution, to increase the indebtedness of the County in the amount of $300, 000. 00 for Capital Improvements; said resolution and papers to be made a part of this meeting. Increase of Indebtedness is being made under the Municipal Borrowing Act of 1941 as amended, and will be made at Mellon National Bank; said bank having submitted the lowest interest rate. Remarks: Mr. Bevec: It is not a bad rate at this time, it is exceptionally good. Roll call vote taken: Mr. avec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Correspondence received from The Pennsylvania Association of County Administrators, signed by Joseph W. Mulroy, Secretary, enclosed copies of Senate Bills No. 1735 and No. 1736, legislation now pending in the General Assembly. of Pennsylvania; Senate Bill No. 1735 deals specifically with the establishment of a State Board of Nursing Home Administrators - the Board will consist of ten (10) members representing Private 2 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS Nursing Homes and Non -Profit Nursing Homes, but not one county home administrator now even one representative of the County Hospital Association. Said board will be impower- ed to develop, impose and enforce standards which must be met by the County Home Administrator. Senate Bill No. 1736 relates to the Licensure of all persons charged with the general administration of the County Home. By 1972, the Administrator of the County Home must have attended and passed a number of college level courses as specified by the State Board of Nursing Home Examiners; these courses are now being set up and the Administrator shortly will be required to go back to school. Public Law 90 - 248 90th Congress H. R. 12080 requires each State to license Nursing Home Administrators. P. L. 90 - 248 does not spell out what standards must be met by an administrator to be licensed. The Pennsylvania Association of County Hospital Administrators, urged the Board of County Commissioners to contact the sponsors and the Senator in our District, asking that Senate Bill No. 1735 be amended and at least three (3) County Hospital Administrators be appointed to the State Board of Nursing Homes. Action on the Bills will probably be taken in September. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Board of Com - missioners, County of Washington, support the position of the Pennsylvania Association of County Administrators, as requested, with regard to Senate Bill No. 1735 being amended so that County Home Administrators will be equally represented on the State Board. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under date of July 30, 1968, received from The Board of Directors of the Washington County Mental Health Association, signed by Ruth L. Rutherford, Recording Secretary, acknowledged receipt of their 1968 budget appropriation check in the amount of $1, 000. 00, and expressed heartfelt thanks for said financial support and the interest shown by the Board of County Commissioners, in adequate mental health facilities for all persons who live in Washington County. Solicitor Capano presented various tax refunds to the Board for approval; said refunds having been approved by the County Treasurer, Tax Assessment Office and the County Solicitor. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Tax Assessment Office be authorized to prepare the following tax refunds, due to either duplication or overpayment of real estate tax. 1. This tax had been liened on the first Monday of May, 1968 and should rightfully have been paid to the Washington County Tax Claim Bureau, making a refund due in the amount of $3. 99 to Robert S. and Isabel Dulaney, 1364 Gabby Avenue, Washington, Pennsylvania. 2. Re: 1968 Assessment Elrama Sportsmens Club Union Township Tax in the amount of $50. 16 net was paid on July 5, 1968 on total assessed valuation of $3, 300. Tax adjustment No. 2246 removed house, reducing total assessed valuation to $3, 000. and tax to $45. 60 net, making a refund due in the amount of $4. 56 to Elrama Sportsmens Club, P. O. Box 275, c/o Ralph L. Whitworth, Secretary, Elrama, Pennsylvania 15038. 3. Re: 1966 Assessment Thompson, Samuel and T. Ross Morris Township Tax in the amount of $25. 54 net was paid on June 27, 1966 on total assessed valuation of $1, 920. Tax adjustment No. 888 reduced total assessed valuation to $860. and tax to $11.44 net, making a refund due in the amount of $14. 10 to Samuel and T. Letter under date of July 1, 1968, received from Theodore Botula, Superintendent of the Allegheny County Work House and Inebriate Asylum, enclosed the semi-annual contract covering the boarding of prisoners at the Allegheny County Work House and Inebriate Asylum for a six month period commencing July 1, 1968 and ending December 31, 1968, which reflects the actual per diem cost for the stated period. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Articles of Agree- ment between Washington County and the Allegheny County Work House in Parkview, be executed; this being a semi-annual contract commencing July 1, 1968 and ending December 31, 1968. Remarks: Note was made that the County Solicitor had deleted the word "Magistrate" from the Agreement, and that the rate of $6. 50 per day for each prisoner, was the same. Georges, Jr., M.D., Secretary of the Pennsylvania Department of Public Welfare, advised the Board of County Commissioners, that they may anticipate receiving $27, 630. 18, under the payments to Counties for child welfare services program; said payment is for the second quarter, April 1, 1968 to June 30, 1968 and should be received within a few weeks. BEVEC, JOHN MAZZA, COMMISSIONERS Pennsylvania Association of County Hospital Administrators, notified the County Hospital Administrators, County Commissioners, Welfare Directors and other County Hospital Management Personnel, that the Annual Pennsylvania Association of County Hospital Administrators Conference would be held September 26, 27, 1968, at the Hershey Motor Lodge, Hershey, Pennsylvania. Moved by Mr. Bevec, seconded by Mr. Mazza, that Tony Mastrangelo, Superintendent of the Washington County Home and Hospital for Men, and John Showalter, Superintendent of the Washington County Home for Aged Women, be authorized to attend the Annual Pennsylvania Association of County Hospital Administrators Conference, September 26, 27, 1968, at the Hershey Motor Lodge, Hershey, Pennsylvania. Pavlak and George Messerotes, Chief Sealer and Assistant respectively, be authorized to attend the Pennsylvania Association Weights and Measures 53rd Annual Conference, in the Benjamin Franklin Hotel, Philadelphia, Pennsylvania, September 16th to the 19th in - clusive, 1968. Budget Items; a) Letter under date of July 29, 1968, received from Edward J. Woods, County Agricultural Agent of the Cooperative Extension Service, requested an allotment in the amount of $ 5, 000. 00. b) Letter under date of July 25, 1968, received from Wm. L. MINUTE BOOK Ova BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS Chief Clerk reported that the case of Washington County v. The Pennsyl- vania Railroad, Township of South Franklin, and Department of Highways of the Common- wealth of Pennsylvania, has been settled; Solicitor made note that this was the bridge at VanKirk used by school busses and in very dangerous condition and the complaint to the Pennsylvania Public Utility Commission was initiated by the Washington County Plan- ning Commission. A copy of the Order by the Pennsylvania Public Utility Commission, dated July 22, 1968, ordered: that the complaint of Washington County, alleging that dangerous conditions exist at the crossing, above grade, where State Highway Route 62128 crosses over the single track of Waynesburg and Washington Railroad Company in South Franklin Township, Washington County, be and is hereby sustained; the costs involved to improve the bridge will be paid by the Penn Central Company and Department of High- ways. Chief Clerk read letter under date of July 25, 1968 to John L. Ruckman, Richard L. Burley, Harold Russell and Michael R. Flynn, from Robert G. Wilson, Executive Director of the Wheeling Creek Watershed Commission; said letter quoted from the Watershed Act (Compact) Article VII - Fiscal Affairs, the first paragraph as follows: "The Commission shall submit at the appropriate or designated time to the Board of Commissioners of the County of Ohio, West Virginia, the County Court of Marshall County, ;Nest Virginia, the Board of Commissioners of Greene County, Pennsylvania, and the Board of Commissioners of Washington County, Pennsylvania, an annual budget of its estimated expenditures, which budget shall contain specific recommendations of the amount or amounts to be appropriated by each of the named governing bodies. " A copy of the budget was enclosed to be presented to the individual Board, as stipulated above, for their approval; attention was called to the fact that the County apportionments in the Estimated Income of the budget, as agreed upon by the Watershed Commission at their February 7, 1968 meeting. BEVEC, JOHN MAZZA, COMMISSIONERS C ... _ Solicitor: Sometime ago, the County went on record to petition the Court for the ap - proval of purchasing Arden Station; there were some legal matters to be clarified, said matters have been clarified and we are ready to make the purchase. $450. 00 was the down payment and the balance due is $4, 050. 00. Moved by Mr. Mazza, seconded by Mr. Bevec, that the sum of $4, 050. 00, balance due on the purchase of Arden Station, be approved for payment. Mr. Mazza asked Mr. Whalen what his financial projection for the balance of the year was to which Mr. Whalen replied that he would be in a better position to answer once the June Controller's Monthly reports are completed; however, he did men - tion the fact that the budget is a very tight one, several emergencies have been taken care of, some transfers to offset any deficiency in a department have been made, we have retired all of the temporary loans, and the net bank balance in the General Fund at the close of business yesterday (July 31, 1968) was in the amount of $650, 000. 00. There is no backlog of bills - everything is on a current basis. Meeting recessed.
