met here and put a call through to Congressman Morgan's office. If we
don't get this grant we can forget about it for this year as far as Phase I
is concerned. "
Moved by Mr. Bevec; seconded by Mr. Mazza; on the recommendation
of Deputy Controller Whalen; that a budget transfer be made in the amount of $100, 615. 80
from the General Fund to the Employees' Retirement Fund.

The Board of County Commissioners met in regular session with the
following members being present: Commissioners Flynn, Bevec, and Mazza. Also
present being: County Solicitor Capano, Chief Clerk Kittridge, John Yuhas - County Surveyor -
Mr. Gillespie of the Washington -Greene County Community Action Corporation, Michael
George - Parks Administrator, Public Information Officer Huber and.Reporters Robertson
and Benic.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 31, each Commissioner having received a copy.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 31 be
approved as read.

Moved by Mr. Bevec; seconded by Mr. Mazza; that the County approve
the new application to the Power and Resources Board for the revision of plans for the
Ten Mile Creek Area. Michael George, Park Administrator, reported to the Board that
the newly revised estimate will be $83, 066 instead of the $54, 310 estimated last year.

Mr. Whalen, Deputy Controller, entered the meeting.
Chief Clerk notified the Board that he received a check for $12, 321. 00.
This represents 9. 9% completion by the Contractor for the Harmon Creek Flood Control
Project No. 479 minus 10%. Chief Clerk also stated that the Controller's Office is opening
up a new account for this money to be deposited. This account will be known as the Harmon
Creek Flood Control Escrow Account. The payment of $12, 321. 00 will then be paid to the
Contractor.
Remarks:
Deputy Controller Whalen requested that all the bids that were submitted
on this project be turned over to the Controller's Office so that they would have these bids
on file.
Moved by Mr. Bevec; seconded by Mr. Mazza, approving the bill from
Zeman & Zeman, Attorneys at Law, in connection with the Chartiers Creek Flood Control
Project, for professional services rendered between the date of March 30, 1966 until
August 26, 1968. A total of 118 3/4 hours @ $35. 00 per hour equaling $4156.25 for pro -
fessional services. Total costs advanced amounted to $98. 20 making a grand total of
$4254. 45.

Chief Clerk reported to the Board that various electric motors and fans
that were replaced a year ago in the Boiler Room are of no use to the County and requested
that since the value is less than $200. 00, that this list be posted in a public place and sold
to the highest bidder.
Moved by Mr. Mazza, seconded by Mr. Bevec, that this list of electric
motors and fans be posted in a public place and sold to the highest bidder.

Moved by Mr. Bevec; seconded by Mr. Mazza, that the County Controller
be authorized to advertise for bids for the furnishing and delivering of coal for heating the
Washington County Courthouse, Jail, Washington County Home & Hospital for Men, and the
Washington County Home for Aged Women for the 1968 - 1969 season. Said bids to be
received in the Office of the County Controller until 11:00 a. m. , Daylight Saving Time,
Thursday, September 12, 1968 and opened immediately thereafter in the Office of the County
Commissioners.

be authorized to advertise for bids for the renovation of the Commissioner's Office, Con -
ference Room and Waiting Rooms. Said bids to be received in the Office of the County
Controller until 11:00 a. m. , Daylight Saving Time, Thursday, September 26, 1968 and opened
immediately thereafter in the Office of the County Commissioners.
Remarks:
Mr. Mazza: "I feel that this remodeling should have been done years ago and I want to be
recorded as voting "Aye".

Chief Clerk announced that inasmuch as next Monday is a Holiday - Labor
Day - the Courthouse will be closed.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Louise Abel, Executive
Director of the Child Welfare Services, be authorized to use her judgment on the placing of
James Amon and Robert McGlumphy in the Children's Rehabilitation Center that will be most
helpful for them and beneficial to the County. Also included in this motion was the approving
of the continuing of using the facilities at the Children's Rehabilitation Center in Butler,
Pennsylvania, with the increased rate of $10. 00 per day excluding medication whenever
needed.

Office be authorized to prepare the following tax refunds, due to either. duplication or over-
payment of real estate tax:
1. Re: 1967 Assessment
Main, Elsie
McDonald Borough
Tax in the amount of $15. 23 net was paid on August 1, 1968 to
County Treasurer in error. This tax had been liened on the first
Monday of May, 1968 and should rightfully have been paid to the
Washington County Tax Claim Bureau, making a refund due in the
amount of $15. 23 to ELSIE MAIN, 100 Johnson Street, McDonald,
Pennsylvania 15057.
2. Re: 1967 Assessment
Gregory, Raymond E. and Susan
Cecil Township
Tax in the amount of $14.86 was paid on December 11, 1967 by
Delinquent Receipt #009852 and payment for 1967 tax was duplicated
on August 15, 1968 in the amount of $13. 51 face, making a refund
in the amount of $13. 51 to RAYMOND E. & SUSAN GREGORY,
Lawrence, Pennsylvania 15055.
3. Re: 1968 Assessment

Tax on valuation of $765. 00 was paid in amount of $11. 63 net on
June 11, 1968. Tax Adjustment #1555 increased assessed valuation
to $1885. 00, making a new balance due on valuation of $1120. 00.
Through an error, a new tax card was sent out bearing valuation of
$1660. 00 and tax of $26. 56 instead of valuation of $1120. 00 and tax
of $17. 92, making a refund in the amount of $8. 64 to ROBERT I. &
MARGARET GODFREY, Box 717, Bentleyville, Pennsylvania 15314.
4. Re: 1968 Assessment

Tax in the amount of $21. 00 was paid on June 26, 1968. Tax adjust-
ment #2484 reduced valuation to $1355. 00 and tax to $20. 60 net mak-
ing a refund due of $. 60 to MICHAEL A. & MARGARET SITKO,
R. D. 5, Washington, Pennsylvania 15301.
5. Re: 1967 Assessment
Shetler, Francis V. & Rita
Canton Township
Tax in the amount of $39. 17 net was paid on June 28, 1967 and
payment was duplicated on July 6, 1967 in the amount of $38. 50
net. The difference in tax is the result of removal of part of lot
303 as a duplication making a refund in the amount of $38. 50 to
FRANCIS V. AND RITA SHETLER, 2598 Diane Drive, Washington,
Pennsylvania 15301

Moved by Mr. Bevec, seconded by Mr. Mazza, approving the execution of
an option on the avigation easement on the Pete Cargene and Mamie Cargene property
located in South Franklin Township. The purchase price of this avigation easement would
be $1, 500. 00.
