The Board of County Commissioners met in regular session with the follow-
ing members being present: Commissioners Bevec and Mazza. Also present being: County
Solicitor Capano, Chief Clerk Kittridge, Deputy Controller Whalen, Public Information
Officer Huber, Messrs. Spees and Zimmerman of the Washington County Redevelopment
Authority and Reporters Benic and Robertson. Absent being: Commissioner Flynn
(vacation) .
Meeting called to order by Acting Chairman Bevec and roll call taken:
Mr. Mazza - Present; Mr. Flynn - Absent; Mr. Bevec - Present.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 33, each Commissioner having received a copy.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 33, be ap-
proved as read.
Roll call vote taken:
Mr. Mazza - Yes; Mr. Bevec - Yes;
Motion carried unanimously.
Old Business: None
Messrs. Spees and Zimmerman of the Redevelopment Authority were in
attendance at the meeting for the purpose of presenting a resolution to the Board for con-
sideration; said resolution having been adopted by the Borough Council, Borough Planning
Commission and the Washington County Redevelopment Board and in connection with the
Canonsburg Curry Field Urban Renewal Area.
Mr. Spees read the submitted resolution and made note that the resolution
was a standard request and one of the necessary requirements.
Mr. John Yuhas, County Surveyor and Mr. John Cromwell, Director of the Washington
County Planning Commission, entered the meeting.

Mr. Bevec: This is requesting funds from the State?
Mr. Spees: Yes.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the resolution authoriz-
ing the Washington County Redevelopment Authority to file the Application for Redevelop-
ment Assistance Grant, Form BCD-4, for a grant in the amount of $121, 560. 00, in order to
further the redevelopment program in the Canonsburg Curry Field Urban Renewal Area,
be adopted.
Roll call vote taken:
Mr. Mazza - Yes; Mr. Bevec - Yes.
Motion carried unanimously, with Messrs. Spees and Zimmerman leaving
the meeting. The above resolution was read in full; a copy is on file in the Office of the
Chief Clerk.
Mr. John Cromwell, Director of the Washington County Planning Commis-
sion, presented a Service Purchase Contract from the Pennsylvania Department of Health,
Division of Sanitation, to the Board for consideration and approval, pertaining to the Sewage
Facilities Act. Estimated cost involved - $20, 000; reimbursement from the Commonwealth
to the County - $10, 000. 00. In order for the Planning Commission to do this for the County
they had to have resolutions f rom the various municipalities setting forth that the ap-
plicant is authorized to prepare and submit to the Department an official plan on their
behalf.
Mr. Bevec: Is this a county wide plan for sewage facilities and the Planning Commis -
sion is drawing up the plans?
Mr. Cromwell: Yes; we must also come up with a document or map to be presented
to the municipalities and if a municipality does not like their particular map, they will be
permitted to draw up their own. We also have to submit copies of the resolutions of the
various municipalities to the Department. I have the required copies.
Moved by Mr. Mazza; seconded by Mr. Bevec; that the County of Washing-
ton enter into a Service Purchase Contract with the Pennsylvania Department of Health,
for the preparation of an official plan (by the Washington County Planning Commission) as
provided for in the Pennsylvania Sewage Facilities Ac it, reason and purpose - planning
assistance to municipalities with the Sewage Facilities Act, the Act of January 24, 1966
P. L. 1535; and that Acting Chairman Bevec be authorized to execute said Contract.

County Park. The Board of View gave an award in the amount of $25, 400 on said property;
on August 28, 1968, the county had offered $16, 350 based on appraisals; recommendation -
that the county authorize the appeal of this award.
Moved by Mr. Mazza; seconded by Mr. Bevec, that the Board of County
Commissioners hereby authorize that the award granted by The Board of View with regard
to the Putnak Property being acquired as part of Mingo Creek County Park, be appealed;
Motion made upon the recommendation of John F. Cromwell.

Correspondence:
Letter under date of September 10, 1968 from John F. Cromwell,
Director of the Washington County Planning Commission, requested a payment in the
amount of $16, 307. 00 to the Washington County Redevelopment Authority, in accordance
with the county's contract with said Authority dated November 10, 1966 and with regard to
Relocation and Property Management Open Space - 26 Program through August 31, 1968
a report of Open Space expenditures through August 31, 1968 in accordance with the same
contract, under date of September 4, 1968, from Roland H. Bourke, Jr. , Executive
Director of the Redevelopment Authority, was attached to Mr. Cromwell's letter.
Moved by Mr. Mazza; seconded by Mr. Bevec; that the sum of $16, 307. 00
due the Washington County Redevelopment Authority, in accordance with the contract dated
November 10, 1966 relative to the Relocation and Property Management Open Space - 26
Program, be approved for payment.

- Mr. Bevec: This amount will be from the Parks and Recreation Account.
Mr. Cromwell: That is correct. I just want to point out that the sum of $76, 661. 34,
which includes administrative expenses, has been expended; money on the Mingo Creek
County Park will be 100% reimbursed.

Memorandum under date of September 10, 1968 from John F. Cromwell,
concerned certification and an application for Permit from the Power and Water Resources
Board; Necessary in order to undertake the construction of a flood control dam at Site
482 of the Harmon Creek Flood Control Project.
Moved by Mr. Mazza; seconded by Mr. Bevec; that the Board of County
Commissioners be authorized to make certification that the necessary land rights (including
permits to use land) and water rights (including storage rights where applicable) needed for

Tax in the amount of $91. 20 net was paid on July 16, 1968. Payment was
duplicated on August 8, 1968 in the amount of $96. 00 face, making a re-
fund due in the amount of $96. 00 to MELLON NATIONAL BANK AND TRUST
COMPANY, 40 S. Main Street, Washington, Pennsylvania 15301.

Mr. Whalen: We processed a tax refund that was revised by someone and the refund was
$. 60. Now I think you understand that to disburse $. 60 costs the County
approximately $5. 00; isn't there something you could come up with where
it doesn't go back into the previous year or something where no refunds
would be made under $1. 00, this seems ridiculous. I will almost guarantee
you that two (2) years from now, that $. 60 check will be outstanding.
Mr. Bevec: I am sure that happens in other business; they are entitled to the refund.
Mr. Whalen: I think it should become effective with the current year.
The Board was in agreement that Mr. Whalen's point was well taken, and
the matter will be discussed with the Board of View.
Airport Runway Extension Project:
Mr. Capano made reference to correspondence received by Mr. John
Yuhas, Inc. , concerning the Washington County Airport proposed runway extension, re -
ceived from Donald W. Bertram, P. E. , Assistant to the Vice President, Michael Baker,
Jr. , Inc. The official grant agreement for federal funds for the construction of said ex -
tension will be in the amount of $120, 000. 00; the Pennsylvania Aeronautics Commission
will, based'on the estimated total project cost, contribute $59, 500. 00 toward this project;
local share will be $60, 500. 00. Necessary requirement - that a resolution be adopted by
the board of commissioners, certified by the Chief Clerk, and five (5) copiers of the
resolution together with the application forms (enclosed in correspondence) forwarded to
the Pennsylvania Aeronautics Commission, at the earliest possible date.
Mr. Yuhas: This is just an application submitted to the State.

for financial assistance with the Pennsylvania Aeronautics Commission for construction
of an extension to the present E-W runway at the Washington County Airport, and
WHEREAS, the Pennsylvania Aeronautics Commission requires that a
resolution b e passed ;by the applicant designating the proper authority to the person who
is to act as representative of the County of Washington.

NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners
of the County of Washington that Michael Flynn, Chairman of the Washington County Board
of Commissioners, be and he is hereby authorized and directed to act as the representative
of the County of Washington to execute all documents pertinent to the construction of the
improvements at the Washington County Airport as may be required by the Pennsylvania
Aeronautics Commission.

certify that the above resolution is a true and correct copy of the resolution adopted by the
Washington County Board of Commissioners at a legally convened meeting held on the 12th

Mr. Capano informed the Board, that Crile Machine Company would like to
install a proposed drain on the property of the Washington County Institution District in
South Strabane Township; a license for this purpose will be satisfactory, as indicated by
a representative of Crile Machine, and all that will be needed is a letter of consent from
the county granting them permission to enter on this land and to install the drains.
Mr. Yuhas: They have built a testing plant - a cooling system for steel, for use by the
various industries such as J & L, U. S. Steel, etc. , they are going to run this water down
into the creek. Instead of giving them a right of way, a license will be satisfactory; this is
on a temporary basis, provided it complies with the sewage act. This drain water will not
be polluted.
Moved by Mr. Mazza; seconded by Mr. Bevec, that a letter of consent
be approved by the Washington County Board of Commissioners, granting Crile Machine
Company permission to enter county owned property located in South Strabane Township,
for the installation of drains, as requested.

Mr. Capano informed the Board, that the following divisions of precincts
in Canton and Union Townships respectively, have been prepared and presented to the Court.
Canton Township -

Precinct No. 2 had 1299 voters;
(will now have 712 voters)
Union Township -
Precinct No. 1 had 854 voters
(will now have 635 voters)
Precinct No. 5 had 1126 voters
(will now have 606 voters)

Mr. Capano: They have been divided in such a way that the building - up of the areas has
been taken into consideration. The hearing has been set for Monday, September 23, 1968;
we do not anticipate any problems.
Mr. Capano also made note that compensation of election boards had been
changed (in accordance with Act 211), that involves an increase of $4. 00 for each member
of the board, with the maximum rate to be received increased from $35. 00 to $39. 00; to be
effective immediately.
Mr. Bevec: This is a must, Act approved.
Moved by Mr. Mazza; seconded by Mr. Bevec, that the Election Boards
be compensated, in accordance with Act 211; this action to be effective immediately.

Chartiers Creek Flood Control Project:
Moved by Mr. Mazza; seconded by Mr. Beve c, that the County of Washing-
ton, does hereby grant to the government of the United States the unqualified right of entry
on all lands, easements and rights of way which the County of Washington has obtained and
which are required for the construction of the Chartiers Creek Flood Control Project.

Solicitor Capano made note that the above action was a necessary require-
ment for the construction of the above -mentioned project and Chairman stated that a letter
in connection with same has been forwarded to the Corps of Army Engineers, by Special
Counsel Zeman.

Meeting reconvened at 11:00 a. m. , for the purpose of opening bids for:
a) Furnishing and delivering of coal for heating the Washington County
Courthouse, Jail, Washington County Home and Hospital for Men, and the Washington County
Home for Aged Women for the 1968-1969 season; and
b) The printing and delivering to the Election Department of the County
Commissioners the necessary ballots, and election supplies, required for the conduct of
the General Election to be held Tuesday, November 5, 1968, and the delivering of ballot
boxes with election supplies to the judges of election for the one hundred ninety-nine (199)
precinct.
