Chief Clerk read letter under date of October 10, 1968, from John F.
Cromwell, Acting Director of the Department of Parks and Recreation, in which recom-
mendation was made that the bids for improvements at the Ten Mile Creek County Park not
be awarded until Thursday, October 17, 1968 because their department is presently having
the two (2) lowest bids reviewed by engineers and a report will not be ready until that time.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the awarding of the
contract for Project WC 1 / 68-1, Ten Mile Creek County Park Improvements, be postponed
until Thursday, October 17, 1968; motion made upon the recommendation of Acting Director
John F. Cromwell.

Chief Clerk - Correspondence received from Alexandria Sandra A. Petrosky, Community
Organizer for the Aged:
a) Letter under date of October 7, 1968, suggested that Mr s. Lori DeKeyser
be appointed as an assistant to Mrs. Petrosky in order to continue an effective recreation
program for the County Homes for the Aged; tasks of the assistant will include the schedul-
ing of activities for the programs and arranging for volunteers.

401 Burton Avenue, Washington, Pennsylvania, be appointed as Assistant to Alexandria
Sandra A. Petrosky, Community Organizer for the Aged, for the recreation programs, fee
to be $4. 00 per session and the total amount paid for said services not to exceed $112. 00 for
the remainder of the year; this action to be effective October 1, 1968.
Remarks: Mr. Mazza:
What are some of the recreation activities; what is being done?
Mr. Kittridge: It is just getting started; one project that is being undertaken is the one that
you made arrangements for concerning the painting of ceramic objects; some girl scouts
from the Hickory area are volu nt eers; movies are being shown twice a week; gardening and
sewing.
Mr. Flynn: This is a rehabilitation program at both Homes.

b) Letter under date of October 9, 1968, stated that on September 16, 1968
it was suggested that the Coordinator's Office seek the services of the Mental Health Clinic
Washington, Pennsylvania in order to get a complete evaluation of the patients of both
County Homes; evaluations will begin Friday, October 11, 1968 and continue on each suc -
cessive Friday at the rate of two (2) patients per day and it is hoped that at this rate the
evaluations will be completed within the next year and a half. Transportation to and from the
Mental Health Clinic will be provided by the Institution District.
c) Letter under date of October 7, 1968, announced that the recreation program
for both County Homes for the Aged started the week of October 1, 1968 and will continue on
each Tuesday of the month at the Men's Home and each Thursday of the month at the Women's
Home; scheduled time is 2 p. m. to 4p. m. on each day. The program will be staffed by
volunteers, some of whom are members of the Welcome Wagon Club of Washington, and the
Washington Chapter of the Red Cross. Refreshments will be served during the meeting
period.
d) Letter under date of October 7, 1968, announced that a newsletter for the
Aged of Washington County, "The Golden Age Gazette" is now being prepared for distribution.
The mailing list for the first edition comprises approximately 1, 000 copies, with additional
copies being distributed to key Golden Age Clubs throughout the County. The Golden Age
Gazetts has been made possible through the kind cooperation of Mr. Charles Gillespie and
the Washington -Greene Community Action Corporation. It is the desire of the Coordinator's
Office that the Gazette will keep the Aged of Washington County informed of activities that
will be of service and interest to them.

Mrs. Flenniken, Director of the Washington County Tax Claim Bureau, pre-
sented various private bids to the Board for approval; said bids having been approved by
the Tax Claim Bureau Solicitor:

sold on April 25, 1940 Treasurer's Tax Sale to Washington County, being described as,
House and Lot, Phillipsburg, Adjacent, Pennsylvania Railroad, Emma Jane Estate, and
California Clay Manufacturing Company situate in East Pike Run, now California, Pennsyl-
vania, Washington County and formerly assessed in the name of Clyde Wells, be approved
subject to the approval of the California Area School District and California Borough
Council; the sum of $150. 00 to be accepted from THE GENERAL STATE AUTHORITY.

proved; and that the sum of $50. 00 be accepted from FRED SANTORO AND HELEN SANTORO,

Business - Industry - Education Day Program - Monday', October 14, 1968:
Moved by Mr. Bevec; seconded by Mr. Mazza, that the Board of County
Commissioners host fifteen (15) teachers for the Business -Industry -Education Day visi-
tations, sponsored by the Washington, Pennsylvania Chamber of Commerce; host duties
will be to provide transportation between the George Washington Hotel, plan an interesting
tour and discussion of approximately one hour and share the cost of $2. 75 per guest, which

includes the luncheon program and other related costs.

Solicitor presented various Tax Refunds to the Board for approval; said
refunds having been approved by the County Treasurer, Tax Assessment Office and the
County Solicitor.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the Tax Assessment
Office be authorized to prepare the following tax refunds due to either duplication or over-
payment of real estate tax.

On July 26, 1967, taxes were paid on the full amount of 14, 325. The
tax amounted to 200. 55, less discount of 10. 03, making a net payment of
190. 52. At the time of payment, taxes were paid on a house that did not

house in error in 1967.

Chairman stated that the Board of Commissioners had reviewed projected
figures of the financial status of the County based on current expenses and what could hap-
pen between now and the end of the year.
Mr. Flynn: We intend to send out to all row offices both elected and appointed depart-
ment heads, application forms for budget requests and we also intend to hold a meeting with
the department heads sometime within the near future to discuss what is on the horizon for
1969.
Deputy Controller Whalen submitted the projected financial status of the
county a s of September 30, 1968, indicating the 1968 total budget for county tax income in
the amount of $2, 914, 646. 00 (this is 1968 current and(blinquent real estate tax and 1968
current and delinquent personal property tax) - receipts collected for the same through
Se :ptember 30, 1968 in the amount of $2, 782, 152. 76 and budget balances for the same in

the total amount of $132, 493. 24; the controller's balance as of September 30, 1968 less
the estimated payroll and estimated regular expenditures for the same quarter, leaves an
estimated cash balance as of December 31, 1968, in the amount of $252, 553. 6 0; a 1967
fourth quarter comparison of total income and regular expenditures was also made.
Mr. Whalen: To the best of our knowledge all major payments have been made in the
General Fund. . . that is the retirement fund payment, transfer to the Sinking Fund, repay-
ment of temporary loans, so it is possible that we can close out 1968 with a fairly good
reasonable balance.
Mr. Flynn: On your projections, is this conservative?
Mr. Whalen: Yes.
Mr. Flynn commended Mr. Whalen on his enlightening report and made
note that with the various existing programs such as Child Welfare Services, Mental Health,
Public Defender, etc. , the county is mandated by law on salary increases and in view of the
projection, the possibility of operating in the red.
Mr. Whalen: In addition to the programs you mentioned there is also the District Court
next year. Salaries of the local judges will be paid by the State; however, there will be
local court rooms, secretaries and clerks, such expenses will be borne by the County. At
the present, our local minor judiciary cost is less than $40, 000 - with this District Court set
up this will be a drop in the bucket.
Comments - on recent newspaper article with regard to Judge Sweet requesting salary in -
creases for the Guards at the Jail.
Mr. Mazza: speaking as the minority commissioner... we have come a long way as far
as the fiscal affairs of this county is concerned and I am not going to be a part of any crazy
spending or any spending not set up in the budget; it is easy for the men in higher jobs for
them to make statements pertaining to various salaries (Controller Elish entered the meet-
ing); there is nothing set up for these salaries. There is a limit to where the taxpayers will
go and they have reached the limit where they will go... Mr. Mazza made note that in 1935
and 1936, the Jail housed as many as 125 prisoners and operated with three (3) employees -
a Warden and two (2) deputies. There are approximately ninety (90) prisoners in the Jail
today. , . what I am leading up to is this, I am recommending that since the trend of national
government is setting up regional libraries and institutions, then I think we should think
about setting up a regional Jail so far as I am concerned. I am not going to go along with a
general increase because we cannot affort this, where there are inadequacies, I will.
There has been more progress under this Board of County Commissioners than any that I
know of.
Mr. Flynn: It is easy to criticize and I don't question his right to criticize, but we are
governed by law (Fourth Class County Code).

Mr. Elish: We have a subcommittee appointed by Judge Sweet to make a study of this.
I sent a letter out to all fourth class counties and some third class counties (Westmoreland)
as to their budget, number of prisone rs, payment to the staff. We have sent about nine (9)
letters and I have received three (3) replies. When we get these figures they will be pre-
sented, because we want to be fair.
Mr. Bevec; Some of these people are trying to compare the salaries of our men with
those of the men in Allegheny County; however, Allegheny County has great commerce -
industry and tax rates.
Mr. Whalen informed the Board that the Certificate of Deposit investment
in the amount of $500, 000 has matured; recommendation - that the sum of $150, 000 be re-
tained in the General Fund and the balance to be re -invested.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the sum of $250, 000
be invested in a Certificate of Deposit for a period of thirty (30) days at 5 1 /2% and the
sum of $100, 000 be invested in a Certificate of Deposit for a period of sixty (60) days at
5 5/8%; motion made upon the recommendation of the Controller's Office.
