BEVEC, JOHN MAZZA, COMMISSIONERS NO. 42 Office of the County Commissioners Washington, Pa., November 7, 1968 Board of County Commissioners met in regular session with the following members being present: Commissioners Bevec, Mazza and Flynn. Also present being: County Solicitor Capano, Deputy Controller Whalen, Mr. Gillespie of the Washington -Greene Community Action Corporation, Public Information Officer Huber and Reporter Liesch of the Brownsville -Telegraph. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 41, each Commissioner having received a copy. Moved by Mr. Bevec; seconded by Mr. Mazza, that Minute No. 41 be approved, as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old business: None. Appointment: Moved by Mr. Bevec, seconded by Mr. Mazza, that Clyde W. Bredel be appointed as Farmer Director of the Washington County Soil and Water Conservation District for a four (4) year term commencing January 1, 1969; and that Michael R. Flynn, Chairman of the Board of Washington County Commissioners, be reappointed as the Commissioner member of the Washington County Soil and Water Conservation District. This appointment being made for a one-year term commencing January 1, 1969. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Leave of Absence: Moved by Mr. Bevec, seconded by Mr. Mazza, that a 60-day Leave of Absence as requested, be granted to (Mrs.) Alexandria Sandra A. Petrosky, Community Organizer for the Aged; this action to be effective October 31, 1968. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. �J E 0 0 Motion carried unanimously. MINUTE B❑❑K 303 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS C Moved by Mr. Bevec, seconded by Mr. Mazza, that a 60-day Leave of Absence as requested, be granted to Dorothy Dennis, Cleaning Woman at the Court- house; this action to be effective November 18, 1968. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Appointment: (replacement) Moved by Mr. Bevec, seconded by Mr. Mazza, that John A. Gillespie be appointed as an Orderly at the Washington County Home and Hospital for Men; this action to be effective November 1, 1968. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Correspondence: Letter under date of November 4, 1968, received from Tony Mastrangelo, Superintend ent at the Washington County Home and Hospital for Men, noti- fied the Board that Donald M. Phillips, employee at the Home, was deleted from the County Home Payroll, due to dismissal. Letter under date of October 28, 1968, received from Sister Mary Genevieve of the Tekakwitha Hills School, notified the Board that in order to maintain the high quality of services (care and rehabilitation" at the follow ng institutions -Claver School for Girls;_ Tekakwitha Hills School; Lourdesmont School; Marymount School, Sisters of the Good Shepherd Diagnostic Center) it is necessary for them to increase their reimbursement rate from $9. 00 per day to $12. 00 per day, effective October 1, 1968; said rate includes the evaluation services rendered by the Diagnostic Center; note was made in the letter that it is recognized that a change in rates during our fiscal year may cause some budget- ary problem, and they are willing to modify the effective date of the increase if it should create an undue strain on our budget. Moved by Mr. Bevec; seconded by Mr. Mazza; that the new rate of $12. 00 per day be accepted and approved, but that the billing at the new rate be postponed until January 1, 1969; Tekakwitha Hills School to be so advised. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Solicitor presented three (3) invoices submitted by Joseph F. BEVEC, JOHN MAZZA, COMMISSIONERS Eim Operating Center; Mr. Bevec made note that Invoice No. 47316 in the amount of $4, 308. 01 is for the preliminary plans that were prepared originally and then scrapped by order of the federal government - Invoice No. 47318 in the amount of $13, 260. 00 is for the plans and specifications prepared after the program was revised and Invoice No. 49777 in the amount of $3, 128. 28 represents the difference between the two, based on Bontempo's re - vised estimate of cost. Invoice No. 's 47316 and 47318 had not been paid due to the absence of a final approval of the plans and specifications by the federal government. Moved by Mr. Bevec; seconded by Mr. Mazza; that the following invoices submitted by Joseph F. Bontempo and Associates, in connection with the Civil Defense Emergency Operating Center, be approved for payment. Invoice Number Amount For: 49777 $3, 128. 28 Preparation of revised Preliminary and Final Plans, Specifications and Cost Estimates for 6, 300 sq. ft. Civil Defense Emergency Operating Center in conjunction with the Washington County Home and Hospital. 47318 $13, 260. 00 For Preparation of Preliminary and Final Plans, Specifications and Cost Es timates for 6, 300 square ft. Civil Defense Emergency Operating Center in Conjunction with the Washington County Home and Hospital 47316 $4, 308. 01 For Preparation of Preliminary Plans for 9, 780 sq. ft. Civil Defense Emergency Operating Center in conjunction with the Washington County Home and Hospital. Remarks: Mr. Flynn: This has been approved by the federal government? Mr. Bevec: Yes; we have the telegram. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under date of October 31, 1968, from John W. Macfarlane, Executive Director, Pennsylvania Aeronautics Commission, informed the Board that the Federal Aviation Administration is now accepting requests for funds in the 1970 Fiscal Year - Federal Aid Airports Program; the FAA will be accepting these requests until Friday, November 22, 1968. The allocation of Federal funds is to be made in March of 1969. Representatives of the Pennsylvania Aeronautics Commission will be available to assist wherever possible with planning, programming, and discussions covering the development of new airports and further development of existing airports. Mr. Mazza made note that the Board of Commissioners had received a great deal of mail from many of our major industries in Washington County, suggesting that the Commissioners go over and above the 500 foot runway extension now under con - struction at the County Airport; this would concern the approval of the Washington County MINUTE BOOK 305 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN R. 6EVEC, JOHN MAZZA, COMMISSIONERS Planning Commission. If the Board goes on record approving this, it doesn't necessarily say that the project will be undertaken in 1970. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Board of County Commissioners authorize the filing of a request with the Federal Aviation Ad - ministration for funds in the 1970 Fiscal Year - Federal Aid Airports Program, for a 400 foot runway extension at the Airport, providing we have the approval of the Washington County Planning Commission. Remarks: Estimated cost would be $230, 000. 00 and on a matching fund basis; Budget Item: 50% federal - 25% state - 25% county Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under date of November 1, 1968, received from William L. Hutchinson, Secretary -Treasurer of the Washington County Soil and Water Conservation District, requested the sum of $500. 00. Reporter Robertson of the Observer -Reporter, entered the meeting. Letter under date of November 4, 1968, from John T. Shaw, Acting Western Area Director of the Pennsylvania State Council of Civil Defense, made reference to a summary of flooding in Western Pennsylvania covering the years 1955 through 1968, prepared by the Federal -State Forecasting Service in Pittsburgh, Pennsylvania, under the direction of Vernon T. Houghton, Jr. recently received by the Board of County Commis - sioners; making note of the tremendous monetary savings which were made possible through the combined efforts of Mr. Charles Bohner, Civil Defense Director, his organization and the County's continued support of the program. Congratulations were extended by Mr. Shaw for this splendid relationship. Mr. Shaw further stated that there is little doubt that any efforts expended by their office would be of very little value without the complete co - operation of the county and local organizations. Letter under date of November 4, 1968, received from John F. Cromwell, Director of the Washington County Planning Commission, requested the approval of payment for property in the Cross Creek County Park which is being acquired by Washington County. Moved by Mr. Bevec; seconded by Mr. Mazza; that the sum of $16, 507. 50 payable to Ford E. Mower and Mildred Mower, his wife and Leonard M. Mendelson, their attorney, be approved for payment; this transaction to be charged against the Parks and Recreation Account. Said property being acquired by Washington County to become a part of the Cross Creek County Park. 306 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHIN13TON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS c Treasurer Morgan entered the meeting. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under date of November 4, 1968, received from John F. Cromwell, Director of the Washington County Planning Commission, requested the approval of pay- ment for loss of lease for the camp in regards to the F. E. Mower property located in the Cross Creek County Park. Moved by Mr. Bevec, seconded by Mr. Mazza, that the sum of $1, 000. 00 payable to Jack Hardman and Leonard M. Mendelson, his attorney, be approved for pay- ment; said amount is the agreed damage for the loss of the lease for the camp in regards to the F. E. Mower property located in Cross Creek County Park; transaction to be charged against the Parks and Recreation Account. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under date of November 6, 1968, received from George Kubovcik, Acting Probation -Domestic Relations Officer, requested that Miss Juanita Berkey, be permitted to attend the Third Pennsylvania Conference on Desertion and Non-support being held in Harrisburg; an advance in the amount of $60. 00 to cover expenses was also requested. Moved by Mr. Mazza; seconded by Mr. Bevec, that Juanita Berkey, Assistant Chief Adult Probation Officer, be authorized to attend the Third Pennsylvania Conference on Desertion and Nonsupport being held in Harrisburg, Pennsylvania on November 21 and 22, 1968; advance in the amount of $60. 00 is approved for payment. Miss Berkey will submit an itemized report of expenses incurred, upon her return. Remarks - Mr. Mazza: Since we are so near budget time I think we should go on record to notify the Courts and every other Department what our position is going to be when funds are not set up in the budget for various conventions, etc. Note was made that the above mentioned convention is provided for in the budget; however, the Departments should always submit a list of the various conventions they anticipate attending to the Board of Commissioners. New Business: Chairman announced that the Courthouse would be closed Monday, November 11, 1968, in observance of the Veterans Day Holiday. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS 7 Solicitor: Mr. Capano presented a Lease Agreement with the Gregg Excavating Service for the rental of Hangar Space at the Washington County Airport, to the Board for consideration and approval. Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Commissioners Washington County, Commonwealth of Pennsylvania, enter into a Lease Agreement with Gregg Excavating Service, R. D. No. 1, Box 154, Canonsburg, Pennsylvania, for hangar space at the County Airport to store one (1) Mooney Executive 9060-V aircraft; said lease to be for the term of one (1) month beginning November 1, 1968 and thereafter from month to month; payments shall be made beginning of each calendar month in the sum of $30. 00; payable to the Washington County Commissioners, c/o John Yuhas, County Surveyor, 67 West Cherry Avenue, Washington, Pennsylvania 15301. Michael R. Flynn, Chairman of the Board of County Commissioners is hereby authorized to sign the Lease Agreement. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Whalen stated that payment to the Election Boards had been made in the amount of $32, 714. 70 - approximate overall cost of the November 5, 1968 Election would be $50, 000. 00. Chairman commended the Controller's Office and the Treasurer's Office for the prompt payments to the Election Boards.... payments to all of the Boards were processed by 12:00 Noon, the day following the election. Mr. Capano made note that the division of precincts proved most effective. Moved by Mr. Bevec; seconded by Mr. Mazza; that the meeting adjourn. Meeting adjourned.
