Board of County Commissioners met in regular session with the following
members being present: Commissioners Flynn, Bevec, and Mazza. Also present being:
County Solicitor Capano, Chief Clerk Kittridge, County Treasurer Morgan, Public Informa-
tion Officer Huber and Reporters Robertson of the Observer -Reporter and Lilley of the Daily
Notes.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 42, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 42 be
approved as read.

Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.

Old Business: None
Resignations:
Moved by Mr. Mazza; seconded by Mr. Bevec; that the following resigna-

Moved by Mr. Bevec; seconded by Mr. Mazza; that the Purchasing Office
be authorized to purchase a pump and to have this pump installed by the John Bruno
Company without delay because of the emergency that is involved. The total price of this
pump is $511. 85, plus installation.
Remarks:
Mr. Flynn: "This action is being done on an emergency basis. 1t

Michael George, Park Administrator, entered the meeting.
Moved by Mr. Mazza; seconded by Mr. Bevec, that Invoice No. 49911
re: Project No. 09-34-043-04 for Partial Billing for General Inspection services in
connection with the extension to the present runway and lighting at the Washington County
Airport, billed in accordance with Article I-B and Article III-B of the engineering agree-
ment dated January 11, 1968, and in the amount of $913. 19 be approved for payment.

Temporary Indebtedness Note
$225, 000. 00 November 18, 1968
FOR VALUE RECEIVED, the County of Washington, Pennsylvania, a
political subdivision of the Commonwealth of Pennsylvania, promises to pay to Mellon
National Bank and Trust Company, its successors or assigns, in lawful money of the United
States of America, the sum of Two Hundred Twenty-five thousand ($225, 000. 00) Dollars on
August 15, 1969, and interest at the rate of 3. 068% per annum (Computed on the basis of
365 days to the year) on the unpaid balance of the principal amount of this Note on the first
day of each calendar quarter commending January 1, 1969, with the right reserved to pre-
pay all or any part of such principal on the date any interest on this Note shall be payable.
This Temporary Indebtedness Note is issued by the County of Washington
to provide funds for Capital expenditures for municipal improvements in accordance with
Article VII-A added to the Municipal < Borrowing Law of Pennsylvania (Act of 1941, P. L.
159) by Act No. 299 of the General Assembly of the Commonwealth of Pennsylvania 1959
P. L. 802, as amended by its Board of County Commissioners on August 1, 1968, duly
recorded according to law and pursuant to the further approval dated July 16, 1968, by the
Department of Community Affairs of the Commonwealth of Pennsylvania of the Constitutional
Debt Limitation Statement of the County Commissioners, as required by law, made in
connection with the proceedings authorizing this Note.

It is hereby certified that every requirement of law affecting the issuance
hereof has been duly complied with; that provision has been made for the collection of an
annual tax sufficient to meet the installments of interest and principal thereon as they becomE
due, and that the total amount of the debt of the County of Washington, Pennsylvania, including
the aggregate amount of this Temporary Indebtedness Note does not exceed five per centum
0%) of the last preceeding assessed valuation of the taxable property in the County of
Washington and that this Temporary Indebtedness Note and the debt created thereby are
within every debt and other limit prescribed by the Constitution and laws of the Common -
wealth of Pennsylvania and that for the prompt and full payment of all of the obligations
hereof the entire faith, credit, taxing power and resources of the County of Washington,
are thereby irrevocably pledged.

Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chief Clerk be
authorized to borrow the remaining $225, 000. 00 on a take -down basis of the original
$300, 000. 00 Capital Improvement Loan from Mellon National Bank and Trust Company.
(Copy of the above Temporary Indebtedness Note is on file in the Chief Clerk's Office. )

Controller to advertise for bids on the demolition of two buildings along West Beau Street
behind the County Jail. The structures formerly housed the Institution District and Juvenile
Probation Offices.

Solicitor presented various Tax Refunds to the Board for approval; said
refunds having been approved by the County Treasurer, Tax Assessment Office and the
County Solicitor.
Moved by Mr. Bevec; seconded by Mr. Mazza; that the Tax Assessment
Office be authorized to process the following tax refunds due to either duplication or
overpayment of real estate tax.
1. Re: 1968 Assessment
Hatton, William A. & Jeanette
Charleroi, Pennsylvania
Tax in the amount of $26. 52 net was paid on June 19, 1968 and
payment was duplicated on July 30, 1968 in the same amount.
Refund in the amount of $26. 52 to CHARLEROI FEDERAL SAVINGS
AND LOAN ASSOCIATION, First Street and McKean Avenue,
Charleroi, Pennsylvania, 15022.
2. Re: 196E Assessment
McBridge, Wilbur H.
North Strabane Township
Tax in the amount of $131. 71 net was paid on August 1, 1968 on
total assessed valuation of $8, 665. 00. This valuation included
$5, 560. 00 assessment for 2 - sty fr hse - buildings, 2 sty fr hots e -
garage and frame shed but Mellon National computed tax on same and
paid on additional amount of $84. 51 net, which is a double payment
on these structures. Refund due in the amount of $84. 51 to MELLON
NATIONAL BANK AND TRUST COMPANY, 40 South Main Street,
Washington, Pennsylvania 15301.

the Solicitor, that the Tax Assessment Office be authorized to process the following tax
refunds due to either duplication or overpayment of real estate tax.

Tax in the amount of $21. 89 net was paid on August 1, 1968, on
on assessed valuation of $1, 440. 00 Correction Slip dated October 18,
1968, reduced assessed valuation to $100. 00 and tax to $1. 52 net,
making a refund due in the amount of $20. 37 to ROBERT J. AND
DOROTHY M. CIAFFONI, 311 Crawford Street, Canonsburg,
Pennsylvania 15317.
4. Re: 1968 Assessment

on assessed valuation of $1, 635. 00. Correction slip dated

Tax in the amount of $153. 60 net was paid on assessment of $10, 105. 00
on August 1, 1968. Correction slip dated October 24, 1968 showed an
error in transfer of properties and corrected assessed valuation to read
$1, 865. 00 and tax to read $28. 35 net, making a refund due of $125. 25
to CHESTER C. AND VIOLET R. SAYRE, 110 W. Valleybrook Road,
McMurray, Pennsylvania.

Motion carried unanimously.
Mr. Morgan, Treasurer, left the meeting.
Solicitor Capano presented an agreement which was to be executed with
Frank Gavlak & Sons, Inc. , lowest responsible bidder at $77, 389. 00, for Ten Mile Creek
County Park improvements.
Michael George, Park Administrator, gave a report on the proposed im -
provements which will occue at Ten Mile Creek County Park under this agreement. They
include a new parking lot, Attendants' building, picnic pavillion, 100- foot floating dock,
additional walkways, landscaping, rebuilding stream bank with walk, and additional picnic
tables.
Mr. Elish, Controller, entered the meeting.
Moved by Mr. Mazza; seconded by Mr. Bevec, that the Chairman of the
Board of Commissioners, Michael R. Flynn, be authorized to sign and execute the agree-
ment with Frank Gavlak & Sons, Inc., Bentleyville, for Ten Mile Creek County Park im -
provements.
Remarks:
Mr. Capano: "Have the Consulting Engineers approved the contract? "
Mr. George: "Yes. "

Motion carried unanimously.
Mr. Mazza; "I would like to authorize the Jury Commissioners to cast my vote in case of
my absence for the meeting being held in Canonsburg tonight. "
Meeting recessed.
Meeting reconvened at 7:30 p. m. in the Borough Building in Canonsburg for
the purpose of adopting the Resolution of the Board of Commissioners of the County of
Washington approving the Urban Renewal Plan and the Feasibility of Relocation for the
Curry Field Urban Renewal Area, Project No. PA. R-165.
Moved by Mr. Bevec; seconded by Mr. Mazza; that the above resolution be
adopted.
