Washington, Pa., December 26, 1968
Board of County Commissioners met in regular session with the following
members being present: Commissioners Bevec and Mazza. Also present being: County
Solicitor Capano, Chief Clerk Kittridge, Public Information Officer Huber, County Surveyor
Yuhas, Reporters Robertson of the Observer -Reporter and Lilley of the Dailey Notes.
Absent being: Commissioner Flynn due to illness.
Meeting called to order by Acting Chairman Bevec; and roll call taken:
Mr. Mazza - Present; Mr. Flynn - Absent; Mr. Bevec - Present.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 47, each Commissioner having received a copy.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 47 be
approved, as read.
Roll call vote taken:
Mr. Mazza - Yes; Mr. Bevec - Yes.
Motion carried unanimously.
Deputy Controller Whalen entered the meeting.
Old Business: None.
Leave of Absence:
Moved by Mr. Mazza; seconded by Mr. Bevec; that a 60-day Leave of
Absence be granted to James Scarton, Stone Mason -Washington County Bridge Department,
as requested; this action to be effective January 1, 1969 to March 1, 1969.

Gentlemen:
With reference to our inspection report of May 13, 1968, we wish to advise that on
December 11 and 12 we examined the Washington County Prison for the second time this year.

It was noted that construction of the three inmate processing cells was completed and that
new toilets were installed in 17 more cells. At the same time, the prison againlas found
to be orderly and clean and in satisfactory state of maintenance otherwise.
Recreation and employment activities for inmates remain inadequate, but the basic correc-
tional treatment program of the prison remains on the progressive side.
As yet plans have not been completed to: provide an outdoor recreation area; replace the
canvas cots in the cells with standard steel bunks; and, install modern lighting fixtures in
the inmate living quarters.
In was noted that there were only 12 guards on the prison roster, whereas 14 was the mini-
mum number needed, per agreement in February 1966 by this office and members of the
Prison Board. It appears necessary to bring the supervisory force up to that minimum,
in order to assure adequate control and supervision of prisoners on all work shifts and dur-
ing all major activities, as the inmate population seems to be definitely increasing. The
prison records show a consistently higher average population this year than during the
past several years. At the time of our first inspection this year there were 63 persons
confined, and during this inspection there were 65. It was noted that only one non -inmate
cook is on the payroll, whereas at least two are needed to assure properly planned and
balanced and well cooked meals.
Interviews with 16 prisoners revealed no grievances concerning the way they are being
treated and cared for. They included two females and three juvenile males, and some
awaiting-, trial as well as serving sentence.
The cooperation and courtesies which our representative received are appreciated.

Mr. Bevec: We can note that the complaints are not by the inmates but the state officials;
A part of the program we have been working on; every year we have been improving the
cells and plumbing equipment.
Mr. Kittridge: Three (3) cell blocks have been completed, some work has been completed
in the women's quarters.
Mr. Bevec: The annual complaint is the outside facilities.
Mr. Mazza: I feel our Board has made a great amount of progress in our Jail; I am very
much impressed with the work that has been done. Of course we know that more work is
required and a matter to get into.
Mr. Mazza; reported briefly on an inspection tour made by the Board of
Commissioners at Western State making note that they have an abundance of land in contrast
to the County's lack of space. Mr. Bevec reported that Commissioner Flynn had directed
a letter to Dr. Howard H. Pepple, Superintendent at Western State School and Hospital and

the Department of Welfare for the purpose of securing one of the buildings at said institution
as the Juvenile Home; they have a building that is well situated with cells for what we need
but a reply has not yet been received.
Chief Clerk presented an invoice received from Michael Baker, Jr. , Inc.
Consulting Engineers, to the Board for approval.
Moved by Mr. Mazza; seconded by Mr. Bevec; that Invoice No. 50237 -
Project No. 9-36-043-D904 in the amount of $1, 391. 52, as submitted by Michael Baker, Jr. ,
Inc. Consulting Engineers for resident inspection of construction, including field compaction
testing in connection with runway extension at the Washington County Airport (Payroll Period:
November 1 through November 30, 1968), be approved for payment.

County Surveyor Yuhas presented an invoice in the amount of $16, 416. 00
due Louis M. McMaster, Contractor for work performed through November at the Washington
County Airport, to the Board for approval.
Moved by Mr. Mazza; seconded by Mr. Mazza; that the sum of $16, 416. 00
payable to Louis M. McMaster, Contractor (Estimate No. 2) for the Washington County Air-
port improvement and construction, be approved for payment.
Remarks: Note was made that County Surveyor Yuhas has certified that 39% of the
work has been completed by said contractor.

County Surveyor Yuhas presented FAA forms for Grant Payment No. 2 for
reimbursement on the Airport Project to the Board for approval and signature.
Moved by Mr. Mazza; seconded by Mr. Bevec; that FAA Application Forms
for Grant Payment No. 2 in the amount of $10, 858. 44 for reimbursement, be approved for
signature; and that Aoing Chairman Bevec be authorized to sign said forms.

Motion carried unanimously.
County Surveyor Yuhas also presented application forms for reimbursement
from the PAC that involved the amount of $4, 683. 22 with regard to the Airport Project, to
the Boar d for approval and signature.
Moved by Mr. Mazza, seconded by Mr. Bevec, that application to Pennsyl-
vania Aeronautics Commission (State Project No. 136-A-69A-10) for payment in accordance

Military Affairs for the runway extension; certification being made by John Yuhas to the
fact that the project is 39% complete. Acting Chairman Bevec is hereby authorized to sign
said forms.

Solicitor Capano presented several leases for hangar rental at the Airport
to the Board for consideration and approvel.
Moved by Mr. Mazza; seconded by Mr. Bevec; that the following leases
for hangar rental at the Washington County Airport, be approved; and that Acting Chairman
Bevec be authorized to sign the leases.
