SEVEC, JOHN MAZZA, COMMISSIONERS F� NO. 51 Office of the County Commissioners Washington, Pa., January 16, 1969 Board of County Commissioners met in regular session with the following members being present: Commissioners Bevec, Mazza, and Flynn. Also present being: County Solicitor Capano, Chief Clerk Kittridge, Public Information Officer Huber, Re- porters Robertson of the Observer -Reporter; Lilley of the Daily Notes; Leisch of the Brow nsville--Tele graph. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 50, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 50 be approved, as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: None Chief Clerk - Correspondence: Letter under date of January 13, 1969, from Mrs. Edithmarion Stephanian, Secretary of the Child Welfare Advisory Board, contained the following suggested names for consideration as members of said board: Mr. Sanford Finder, Washington, Pennsylvania Mrs. Thelma Low, Donora, Pennsylvania Deputy Controller Whalen entered the meeting. Letter will be acknowledged and the recommendations will be considered ; however, the matter will be tabled for the time being Chartiers Creek Flood Control Project - Canonsburg,- Houston Reach, Phase One: Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller be authorized to advei-tise for bids for relocating an eight (8) inch water line on Morganza property in connection with Phase One of the Chartiers Creek Flood Control; the preparation of the specifications is hereby authorized. Remarks - Mr. Bevec: This is our responsibility. Roll Call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. 04 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHIN13TON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Renovation: Motion carried unanimously. Chief Clerk presented Change Order No. 1 in connection with the general construction of the renovation of the Commissioners and Chief Clerk offices, as submitted by Harry R. Fowler, contractor, in correspondence under date of January 4, 1969. Moved by Mr. Mazza, seconded by Mr. Bevec, that Change Order No. 1 , submitted by Harry R. Fowler, to furnish all material and labor to complete said change of the general construction with regard to the renovation of the Commissioners and Chief Clerk's offices, for a total sum of Six Hundred Twenty Three ($623. 00) Dollars, be approved. Remarks: Mr. Capano - This is a condition that is included in the agreement; we are anciating approximately 3 or 4 additional change orders. Roll Call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk reported the receipt and deposit or two checks received from: 1/ Commonwealth of Pennsylvania - re:Central Washington County Mental Health and Mental Retardation Clinic Planning Grant (7-1-68 to 9/30/68) in the amount of $9, 345.88 2/ Commonwealth of Pennsylvania - re: First partial payment on Agreement No. 136 =A-69A-10 (ME-17-1) in relation with the Airport between the Commonwealth of Pennsylvania and the Washington County Commissioners, in the amajnt of $18, 584.89. Chief Clerk read letter under date of January 9, 1969, from John F. Crom- well, Director of the Washington County Planning Commission, in which reference was made to the approval of payment for damages incurred by the Soil Conservation Service in undertaking geologic tests on four properties relative to the Cross Creek Flood Control Project; damage payment to Paul Margaria in the amount of $80. 00 was refused by Mr. Margaria to release the county from any damages (costs were based upon estimates made by staff members of the planning commission after checking with local agricultural people): however, Mr. Margaria stated that the damages done to his property were in the amount of $250. 00 or $170. 00 more than the offered price. Mr. Cromwell was of the opinion that Mr. Margaria's estimate of damages is not excessive and recommended that the additional payment in the amount of $170. 00 be approved. Moved by Mr. Bevec, seconded by Mr. Mazza, that supplemental check in the amount of $170. 00 be issued to Mr. Paul Margaria for damages incurred in the under- taking of geologic tests relative to the Cross Creek Flood Control Project. Budget Items: Moved by Mr. Bevec, seconded by Mr. Mazza, that the following budget requests as submitted, be approved for payment: 1/ Washington County Soil and Water Conservation District - $1, 000. 00 towards 1969 allocation 2 / Pennsylvania State Association of County Commissioners - Dues for 1969 $100. 00 Assessment 4th Class County 500.00 $600. 00 Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr Flynn - Yes. Motion carried unanimously. Letter under date of January 15, 1969 from Michael George, Department of Parks and Recreation Director, requested approval to attend the Revenue Sources Management School to be held March 11 - 14 at Oglebay, Wheeling, West Virginia; this is the final year of a three year progressive course (the first two years having been success- fully completed) conducted by North Carolina State University in cooperation with the National Recreation and Park Association - estimated costs includes $60. 00 registration fee and $40. 00 for traveling and meals. Moved by Mr. Bevec, seconded by Mr. Mazza, that Michael George, Director of the Department of Parks and Recreation, be authorized to attend the Revenue Sources Managment School March 1 1 - 14, 1969 at Oglebay Park, Wheeling, West Virginia. Roll call vote taken: Resignation: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that the resignation as submitted by Edith Packrall, employee of the Tax Claim Bureau, be accepted; this action to be effective January 24, 1969. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. n 366 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS a Letter under date of January 10, 1969, signed by Albert P. Delsandro, Mayor; Thomas H. Garde, President of Council, and Anthony A. Massafra, Chi.irman of the Urban Redevelopment Committee, Borough of Donora, informed the Board that the Third Street Bdidge which spans Third Street on Thompson Avenue between 2nd and 4th Streets, has been closed for the last six months because of its unsafe condition, impairing police and fire protection; conservative estimated cost of repairs - $75, 000. 00. In view ' 1 of the problem and lack of finances the borough officials are seeking any available financial assistance towards the project. Letter will be acknowledged; however, the matter will be tabled for the time being. Solicitor Capano presented a resolution as submitted by the Redevelopment Authority concerning the Canonsburg Curry Field Urban Renewal Area, for review and approval; resolution having been checked and found in order by the Solicitor. Moved by Mr. Mazza, seconded by Mr. Bevec, that the resolution authorizing the Redevelopment Authority of the County of Washington to file an application for Recevelopment Assistance Grant, Form DCA-20, for a grant in the amount of $134, 241. in order to further the redevelopment program in the Borough of Canonsburg, the area known as Canonsburg Curry Field Urban Renewal Area, be approved. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Above Resolution was read in full by the Solicitor; a copy is on file in the Office of the Chief Clerk. Mr. Bevec announced the National Association of Counties would be having I their annual legislation conference in Washington, 11k. C. , March 2-5, 1969. Mr. Bevec: I think it is going to be an important session as to what federal legislation will be; we did attend one conference that was beneficial. I think we should attend this one. Moved by Mr. Bevec, seconded by Mr. Mazza, that the attendance of the National Association of Counties conference by the Board of Washington County Commis- sioners, March 2-5, 1969, in Washington D.
